Antecedentes

The project Support to Anti-Corruption Efforts in Kosovo (SAEK) II is expected to have a positive impact on reducing the level of corruption in Kosovo by strengthening monitoring and oversight mechanisms of institutions to perform in an efficient, transparent, accountable, and gender sensitive manner. The project will ensure greater transparency and accountability of those institutions responsible for delivering public services and create the necessary requirements for more participatory governance at the local level. 

According to Kosovo’s Anti-Corruption Strategy 2013 – 2017 adopted by the Kosovo Assembly, all public institutions must develop and implement an Integrity Plan. Up to date, there are limited number of central and local institutions that has complied with this requirement. 

For this purpose, UNDP has developed Integrity Management System (IMS) manual and will assist selected municipalities to instill integrity planning in their daily work. The IMS process will consist of the 4 following stages: (1) identification of risks to determine where corruption is likely to occur and will impose the greatest costs, (2) assessment of the level of risk by evaluating the probability of occurrence and the damage levels related, (3) setting priorities in the intervention required, and (4) development of organizational specific integrity plans that contain targeted anticorruption measures. In order to ensure national ownership, selected Municipalities will be closely engaged throughout the process. 

Under the direct supervision of the SAEK II Project Manager, Municipal Experts have the overall responsibility to assist the Project Team in achieving project results (outputs) as defined in the approved Project Document and annual work-plan.

Objectives of Assignment

Support municipalities to implement anti-corruption measures as specified in Integrity Plans as well as increase the accountability and transparency of the municipality towards the citizens and CSO’s.

Deberes y responsabilidades

Under direct supervision of the Project Manager of the project Support to Anti-Corruption Efforts in Kosovo (SAEK) II, the Municipal Integrity Monitors will perform the following duties and responsibilities: 

  • Act as focal points for SAEK II, in regard to activities relating to municipal integrity plans, with particular emphasis in monitoring of implementation of integrity plans;
  • Support and coordinate the implementation of SAEK II project activities in the assigned municipality/ies;
  • Assist the mayors and municipal officials in regular biannual public reporting on the implementation of integrity plan;
  • Identify changes in the external environment and promptly advise the SAEK II Project Manager and the Project Team on necessary solutions/actions; 
  • Support the organization of regular forums, events, workshops for capacity development purposes as well as exchange of experience between municipalities targeted by the project.
  • Assist in preparation of project progress reports and final reports and other documents (especially with gathering data from the field); and
  • Support the local and international consultants engaged by the project to implement specific activities as envisaged by the project work plan.

Expected Results

  • Through the engagement of SAEK II Project Municipal Integrity Experts, the implementation of integrity plans will be closely monitored, on site. Municipal authorities will benefit from the support in monitoring of the implementation of anti-corruption measures thus increasing the accountability and transparency of the Municipality towards the citizens and CSO’s.

Habilidades y experiencia requeridas

Education:

  • Bachelor’s degree (or equivalent) in public administration, public policy, social sciences, political science, development or other relevant fields 

Experience:

  • At least 5 years’ experience on public administration or related issues in Kosovo. 
  • Experience in working in anti-corruption, transparency and accountability issues is an advantage.

Language and Computer Requirements: 

  • Excellent oral and written English communication skills;
  • Very good knowledge of information technology and ability to apply it in work assignments.
