Antecedentes

Knowledge for Development Management (K4DM) for ERD UN wing, a joint initiative of the GoB and UNDP Bangladesh is being undertaken in the context of the UNDAF Action Plan during the period 2014-16. In the context of declining ODA and increased emphasis on results, the project aims to explore :

  • Simplify programming procedures and improve knowledge management;
  • Promote new knowledge and resource partnerships under the canopy of South-South and Triangular as well as Public-Private Partnership modality; and
  • Support a common expert pool, strategic knowledge generation and innovative programming.

To achieve its objectives, the project aims to work in conjunction with Development Effectiveness wing of ERD and UNDP supported project at General Economics Division (GED) titled ‘Support to Sustainable and Inclusive Planning’. The project is anchored in UN wing of ERD but it will seek to reach out all Implementing Partners including line ministries, ‘for-profit’ and ‘not-for-profit’ entities, civil society, think tanks, academia, eminent personnel and grassroots and ultimately will create an inclusive environment for attaining results stipulated in the UNDAF and the country’s 7th Five Year Plan. The Programme is being implemented by Economic Relations Division, Ministry of Finance. The implementation period of the project is from September 2014 to August 2017. Total budget of the project is USD 3.00 million which is funded by UNDP.

One of the major outputs of the project is ‘Collaboration on resource mobilization strengthened’. Resource where ERD will take lead in exploring the possible areas of collaboration with different partners including the development partners. The project will support ERD to explore ways and means to promote such coordination among partners who can join hands in mobilizing alternate ways of resource mobilization in parallel to traditional development partners. The project will enable ERD to scan for such potential areas of coordination and support appropriate evidence-based advocacy for collaboration. In addition, the project will also support ERD to identify the need for any policy response which may facilitate the process.

ERD, through its Aid Effectiveness Project, has commissioned an Independent Development Finance Assessment (DFA) titled ‘Strengthening Finance for the 7th Five Year Plan and SDGs in Bangladesh’ which has provided an overall mapping of financial flow for development. The document has also identified few alternative means of resource mobilization other than the traditional ODA and Non-ODA sources. However, ERD’s role in mobilizing resources from non-traditional sources, plan of action for effective implementation of the DFA are yet to take a concrete shape where this proposed study under K4DM can come up with specific recommendations keeping in view the country context.

Objective

Against this backdrop, main objective of the consultancy is to enhance ERD’s capacity in coordination of South-South and Triangular cooperation initiatives both in the national and global context. Objective also include collection and compilation of best practices and initiatives of South-South cooperation for showcasing in different national and global forum.

Scope of Work

The following list reflects the main activities that the consultant is expected to carry out within the contractual period.

Key tasks include

  • Analyze, in consultation with all wings of ERD, the major source of funding or resources of the government for carrying out development activities;
  • Analyze the trend of ODA in the country in recent years based on statistical evidence;
  • Review, in consultation with the Finance Division, ERD, Internal Resources Division (IRD), Planning Commission and other relevant stakeholders, the existing resource mobilization strategy of the government  for attainment of SDGs and the Seventh Five Year Plan;
  • Evaluate existing resource gap analysis done by relevant agencies/organizations for attaining SDGs ;
  • Develop / recommend  possible alternate /innovative  means and potential resource mobilization and areas of cooperation  other than traditional ODA  based on success stories in specific  South Asian countries of similar socio-economic context;
  • Identify challenges, opportunities  of the proposed  alternate  means of resource mobilization and the ways to deal with those challenges;
  • Produce an analytic report on the country’s need for exploring alternate /innovative ways of resource mobilization, collaboration among partners in the context of changing national as well as global scenario;
  • Present the report in a workshop / seminar to be organized by Economic Relations Division before finalization;

Expected Outputs and Deliverables

  • Tasks 01: Inception report with detailed methodology, work plan. Days required: 05 Days;
  • Task 02: Interim report on the existing resource mobilization strategy for attainment of SDGs and the Seventh Five Year Plan. Days required: 10 days;
  • Task 03: Report on exploration of alternative means and potential areas of resource mobilization other than traditional ODA along with its challenges, opportunities and legal implications. Days required: 10 days;
  • Task 04: Draft strategy and suggest plan of action for ERD for effective coordination of resource mobilization. Days required: 15 days
  • Task 05:  Finalizing the Report to be produced after incorporating the views of ERD and other possible stakeholders: 10 days:

Institutional Arrangement

The consultant will report to the National Project Director, Knowledge for Development Management (K4DM) for ERD UN wing project (Additional Secretary, UN Wing) and to the relevant ACD of UNDP.

Duration of the Work

Total duration of the assignment is 50 working-days over a period of 5 months.

The duty station of the consultant is Dhaka, Bangladesh.

Educational Qualifications:

  • Masters degree in Economics, Political Science or related fields.

Experience

  • At least 8 years’ experience of policy analysis and preparation of analytical reports;
  • At least 3 years’ experience in undertaking economic analysis and research;
  • At least 3 years’ working experience in dealing with MDGs/SDGs/National Five Year Plans and the Government financing system;
  • Experience of designing at least one strategic document and Action Plan;
  • Experience of conducting at least one relevant research study for UN Agencies and/or international organizations/bilateral donors.

Language requirements                                                                                                                         

  • Fluency of English and Bangla language is required

Evaluation of the Candidates:

Individual consultants will be evaluated based on the following methodology

Cumulative analysis

The candidates will be evaluated through Cumulative Analysis method. The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for Financial Evaluation.

Technical Evaluation Criteria (Total 70 marks):

  • Educational Qualifications - 10 Marks;
  • Years of working experience in economic research, policy analysis and preparation of analytical report - 20 Marks;
  • Years of experience in dealing with the MDG/SDG/FYP, and GoB financing system - 15 Marks;
  • Years of experience of preparation of strategic documents and action plan - 15 Marks;
  • Years of experience of conducting research for UN agencies and/or international organizations/bilateral donors - 10 Marks.

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

p = y (µ/z)

where:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Financial Milestone:

  • 1st Installment: 20% of the total contract amount - Inception report and methodology with detailed work plan and acceptable to ERD and UNDP;
  • 2nd Installment: 20% of the total contract amount - Submission of interim report on the resource gap for attainment of SDGs and the Seventh Five Year Plan and the need for collaboration for maximization of resource mobilization and acceptable to ERD and UNDP;
  • 3rd Installment: 20% of the total contract amount - Submission of interim report on exploration of alternative means and potential areas of resource mobilization along with its challenges, opportunities and legal implications and acceptable to ERD and UNDP;
  • 4th Installment: 20% of the total contract amount - Submission of draft strategy and plan of action for ERD for effective coordination for maximization of resource mobilization for financing of SDGs and Seventh Five Year Plan and acceptable to ERD and UNDP;
  • Final Installment: 20% of the total contract amount - Submission of final strategy and plan of action for ERD for effective coordination for resource mobilization and acceptable to ERD and UNDP.
