Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

As the United Nations continues to work towards a negotiation between the Syrian Government and the Syrian opposition for a Syrian-led peace process through the convening of peace talks in Geneva under the framework of Security Council resolution 2254 (2015), it recognizes the importance of a fully inclusive process to ensure that the voices and views of Syrian women are heard, consistent with the Geneva Communiqué of 30 June 2012 and Security Council Resolutions 2122 and 1325.

UN Women over the past 3 years has been supporting coalition building of a wide range of Syrian women civil society to ensure their engagement in peacebuilding and reconciliation processes. Going forward, UN Women will continue supporting Syrian women’s leadership and effective engagement in the peace process through support to the newly established Women’s Advisory Board (WAB); as well as through supporting Syrian women’s capacities and coalition building to create a strong cadre of women leaders with a strong social base for peace. Building on past support and efforts.

Under the supervision of the Programme Advisor, overseeing the Syria portfolio, based in Geneva, the Programme Coordinator will ensure timely management and implantation of the programme activities and budget.

Deberes y responsabilidades

Coordinate the Programme/Portfolios to support Syrian Women Engagement in the Political Peace Process:

  • Coordinate the overall Programme/Portfolio work plan development and implementation according to programme document “Syrian Women in the Lead for Peace and Democracy - Women’s Advisory Board”;
  • Gather inputs and coordinate the preparation of work-plans, periodic narrative progress reports and expenditures status reports;
  • Establish systems, processes and mechanisms to support project planning, implementation, monitoring and progress reporting, in collaboration with partners;
  • Record and maintain documents on relevant Programme activities, issues, and risks;
  • Ensure effective information flow, communication and coordination across the office and with other UN Women units;
  • Provide support programme quality control and identification of potential challenges.

 Coordinate the monitoring and reporting on the Programme Portfolio:

  • Gather and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation stages;
  • Monitor the implementation of activities and the expenditure of funds; conduct regular monitoring visits, as required;
  • Draft and provide inputs to annual and quarterly reports; coordinate the submission of implementing partner financial and narrative reports;
  • Provide inputs from programme activities and results for reporting.

Manage the budget and financial resources of the programme:

  • Coordinate development and preparation of financial resources of the Programme including budgeting and budget revisions, and expenditure tracking and reporting;
  • Monitor the allocation and disbursement of funds to participating partners.

Build partnerships and support in developing resource mobilization strategies:

  • Provide inputs to the development of partnerships and resource mobilization strategies;
  • Analyze and research information to donors, finalize substantive briefs on possible areas of cooperation, identification of opportunities for resource mobilization and cost sharing;
  •  Assist in the implementation of cooperation agreements, memoranda of understanding, etc. with partner institutions by channeling his/her relevant directives and instructions and following up on commitments and any required action.

Advocate and facilitate knowledge building and management and communication:

  • Document the programme implementation process and products;
  • Contribute to the exchange of information and provide inputs to the development of knowledge products internally and externally of the programme;
  • Coordinate the organization of major advocacy campaigns, events, trainings, workshops and knowledge products.

Contribute to inter-agency coordination:

  • Provide specialized support to the Programme Advisor in Geneva in his/her representation duties, exchanges and relationship cultivation with other UN agencies, UN coordination mechanisms, intergovernmental bodies by providing relevant background information as required and by working closely with liaison staff or officials of those entities as appropriate to ensure follow-up actions;
  • Provide relevant input when needed on key developments and opportunities to develop and strengthen institutional partnerships for the promotion of gender equality and women´s rights and to ensure the inclusion of a gender perspective in the intergovernmental fora;
  • Keep the supervisor informed of incoming requests, correspondence and all matters requiring attention, provide sound input as appropriate to facilitate decision making and ensure follow-up action, as directed.

Habilidades y experiencia requeridas

Education:

  • Master’s degree in public administration, gender equality, management, social sciences or other related areas.

Experience:

  • At least 2 years of progressively responsible experience at the international level in managing complex and multi-component programme interventions with national partners;
  • Experience in coordinating, implementing, monitoring and evaluating development programmes and projects is an asset.

Languages:

  • Fluency in English is required;
  • Working knowledge of another official UN language is an asset.

In July 2010, the United nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
