Antecedentes

UNOCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to:
     • Alleviate human suffering in disasters and emergencies
     • Advocate for the rights of people in need
     • promote preparedness and prevention
     • Facilitate sustainable solutions.

In December 1991, the General Assembly adopted Resolution 46/182 designed to strengthen the United Nation's response to both complex emergencies and natural disasters.  In addition it aimed at improving the overall effectiveness of the UN's humanitarian operations in the field.

Since 2007, the humanitarian coordination function in support of the humanitarian support of Humanitarian Coordinator (Deputy SRSG and Resident Coordinator) has been filled by UNAMA’s Humanitarian Affairs Unit (HAU). However, the need to set up OCHA Office in the Country has become imperative due to the deteriorating humanitarian situation and the persistent staffing problems in the HAU, the decision to establish an OCHA office in Afghanistan has been taken on 17 October 2008, and the accreditation for this has been obtained from the government of Afghanistan.

Deberes y responsabilidades

Summary of key functions:

  • Implementation of operational strategies;
  • Support to effective and efficient functioning of the unit;
  • Support to administrative and logistical services;
  • Support to office maintenance and assets management;
  • Support to knowledge building and knowledge sharing.

Ensures implementation of operational strategies, focusing on achievement of the following results:

  • Full compliance of administrative activities with UNDP/UNOCHA rules, regulations, policies, and procedures;
  • Provision of inputs to the project administrative business processes mapping and implementation of the internal standard operating procedures (SOPs);
  • Provision of inputs to preparation of administrative team results-oriented workplace.

Ensures effective and efficient functioning of the unit, focusing on achievement of the following results:

  • Contacts with visitors and staff, the arrangement of appointments and meetings, acting as an interpreter when required and/or taking minutes;
  • Compilation and preparation of briefing and presentation materials, speeches, background information and documentation for meetings and missions;
  • Translation of simple correspondences, when needed.

Ensures adequate administrative and logistical support, focusing on achievement of the following results:

  • Looking after OCHA premises including guest house and office (maintenance work electricity/generator, Plumbing, and Heating);
  • Supervision of guest house service staff (cleaners/cleaning, cooks/kitchen, etc.) maintaining record of their attendance and duties schedule;
  • Liaising with services providers, building maintenance and repairs;
  • Preparing monthly salaries reports of GH staff and maintaining bookkeeping record of income/expenditure in the guest house and further reporting to Admin Unit;
  • Administrative support to conferences, workshops, retreats;
  • Preparing daily menu and purchasing of daily living items and food for kitchen in guest house;
  • Preparation and processing of purchase requisitions for equipment/items required for the guest house;
  • Assisting guests from field offices in their travel from & to Kabul and airport pick/drop.
  • Maintaining inventory record of equipment and assets in guest house and office;
  • Weekly report/meeting with admin officer on issues in GH and office;
  • Assisting admin unit in organizing of shipments, customs clearance arrangements, preparation of documents for UNDP shipments (received/sent);
  • Any other duty assigned by supervisor.

Provides support to office maintenance and assets management, focusing on achievement of the following results:

  • Maintenance of records on assets management, preparation of reports;
  • Maintenance of files and records relevant to office maintenance;
  • Provision of support to maintenance of common premises and common services.

Support knowledge building and knowledge sharing in the project, focusing on achievement of the following results:

  • Participation in the training for the operations/projects staff on administration;
  • Sound contributions to knowledge networks and communities of practice.

Habilidades y experiencia requeridas

Education:

  • High School Certificate. Certification in administration is desirable. University Degree in Business or Public Administration desirable, but it is not a requirement.

Experience:

  • 6 years of relevant experience in administration, premises management, asset management and logistics. Relevant experience with UN or large scales organizations is desirable.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.). Experience in handling of web-based management systems.

Language:

  • Language Requirements: Fluency in English, Pashto, and Dari
