United Nations Office for Humanitarian Affairs (UNOCHA) in Gaziantep is seeking for an Information Management Officer based in Gaziantep. He/she will be working within UNOCHA Information Management and Analysis Unit (IMAU) in strengthening coordination and communication, and in liaising with relevant government, UN and non-government actors in Turkey for Syria Operation.

Under the guidance and direct supervision of the Head of IMAU, the Information Management Officer plays a key role in supporting the IMAU regarding advanced analysis, online products, mapping and creation of bilingual (English and Arabic) products.

Deberes y responsabilidades

Under the supervision Head of IMAU , the incumbent is expected to perform the following tasks:

Ensure implementation and development of IM strategies and standards focusing on achievement of the following results:

  • Full compliance with corporate information management standards, guidelines and procedures for the OCHA office environment.
  • Play a key role in streamlining of internal information management processes in the OCHA office through training and assistance with establishment of relevant guidelines and procedures.
  • Contributes to the development and implementation of a dissemination strategy for all information products (e.g. reports, data, and maps) through appropriate media.

 Ensure effective data management focusing on the achievement of the following results:

  • Ensures availability of updated information for informed decision making by OCHA and partners by consistently updating and maintaining the existing databases.
  • Supports creation of new databases to meet the information requirements of OCHA and the stakeholders.
  • Improves the effectiveness of the databases by making them more user friendly and error free by continues improvement and being open to comments and criticisms.
  • Analyze and interpret data and participate in the ongoing report preparation and dissemination.
  • Acquire data from primary or secondary data sources and maintain databases/ data systems.
  • Review and identify gaps on the existing information sharing system and facilitate the implementation of practical solutions to the gaps.
  • Develop data collection tools, setup appropriate data collection methodologies, design and implement database systems for data management and analysis purposes
  • Acts as the first line support for all database related requests from internal and external users, in particular related to the following core databases:
    • Who Does, What, Where
    • Assessment registry
    • Contact Database
    • IDP Tracking
    • Needs database

Create mapping products focusing on the achievement of the following results:

  • Creates attractive maps using ArcGIS and other mapping tools using OCHA templates and styles, ensuring that they are appealing and adequately detailed, and effectively communicating key information to users.
  • Promptly attends to the requirements of stakeholders by disseminating mapping and other products through suitable media, i.e, print, email, etc.
  • Effective contribution of maintaining a repository of important raw data such as geo-datasets and other similar databases.

Ensures effective digital designing support focusing on the achievement of the following results:

  • Creates and designs graphic elements and reports using OCHA standard styles and guides.
  • Effectively represents information through graphical media, i.e, graphs, charts, presentations etc., using advanced designing programs, ensuring their attractiveness and effectiveness in communicating key messages.
  • Maintains and improves the layouts of reporting and presentation templates using graphic design programs ensuring consistency in look and ease of navigation.
  • Facilitate staff's ability to use existing and emerging technology to achieve organization's mission and objectives
  • Support the lead development of electronic data collection platform such as using KoBo Collect for assessment data collection, train enumerators on the data collection system and remotely facilitate its implementation.
  • Support the management content on HumanitarianResponse.info, Humanitarian ID and other relevant web platforms, provide overall quality control for the platform and ensure content is current, comprehensive and follows relevant metadata standards.
  • Support the production and update information products such as reports, charts and infographics by turning data into graphical products to convey messages and storyline; develop advocacy materials including posters, presentations and other visual materials.
  • Support IMAU in development of static and on-line bilingual products (Arabic and English), coordination with SNGOs and represent in meetings where Arabic language is used.

Ensure coordination support to the IMAU focusing on the achievement of the following results

  •  Support Assessment coordinator in rapid assessments, inter/multi-sector assessments which includes planning, indicator and questionnaire development support, client management, data analysis, trainings and data compilation, aggregation and dissemination.
  • Support to the Head of IMAU and other team members on urgent tasks.

Ensure facilitation of knowledge building and knowledge sharing, focusing on achievement of the following results:

  • Identification and promotion of different systems and applications for optimal content management, knowledge management and sharing, and information provision.
  • Organization of training for the OCHA staff and stakeholders on IM tools etc.
  • Synthesis of lessons learned and best practices directly linked to IM and ICT management.
  • Sound contributions to knowledge networks and communities of practice.

Assist OCHA Office in Turkey in identifying significant humanitarian issues and developing innovative suggestions and approaches to problem solving. Help meet organizational objectives and provide sound analytical inputs and support to the coordination of humanitarian action.

Habilidades y experiencia requeridas

 

Education:

Master’s degree (or Bachelors Degree with additional 2 years of experience if no Masters qualification) in information technology, information systems, information management, web development, database, GIS or other relevant field.

 

Experience:

5 years of relevant experience at the national or international level in information management, database management, Mapping and web development. Former working experience on the Syria crisis and humanitarian assistance to Syria or work experience with a UN agency or NGO providing assistance to Syria is required.

Language Requirements:

Fluency in English is essential, fluency of Arabic is strongly desired, and knowledge of Turkish is an advantage.
