Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

2017 AWP of UN Women Sudan Country Office (Co) focuses on concrete, impactful and scalable initiatives, prioritizing 2 UN Women Strategic Plan Impact areas, namely Impact area 2 (WEE) and 4 (WPS/Humanitarian Response), in response to the prevailing context and opportunities. “EVAW” and “Gender Mainstreaming, Planning and Budgeting” interventions will be mainstreamed under each of the above accordingly. Under the Organizational Efficiency and Effectiveness framework the office will focus on coordinating GEWE work within the UN, with government, CSOs, Academia, Private sector, Donors and other stakeholders. The Country Programme also lays emphasis on strategic partnerships and resource mobilization to bridge the resource gap. After years of humanitarian assistance in Sudan the situation remains acute and in some cases deteriorating. Despite on-going efforts to build lasting peace, the years 2014, 2015 and 2016 saw intensified fighting and a deepening of the humanitarian crisis in Darfur. Close to half a million people were displaced by conflict in Darfur last year and over 100,000 during the first month of this year, pushing the total number of IDPs in that part of the country to above 2.5 million, and 3.1 million across Sudan. In South Kordofan and Blue Nile State the ongoing violence has displaced thousands of individuals in government controlled areas. The protection of civilians is as important now as it ever has been. Following the outbreak of the conflict in South Sudan in December 2013 there has been a constant flow of South Sudanese into Sudan. Today Sudan is hosting one of the most protracted humanitarian crises worldwide, yet there is decreasing international attention to its humanitarian issues.

In Sudan, gender has been considered a priority and cross cutting issue within the humanitarian sector. The message has been that all humanitarian projects in Sudan must take into considerations the needs of women, girls, boys and men. Gender-responsive humanitarian action helps to ensure a more accurate understanding of a humanitarian situation. Guided by the UN Women SP for 2014-2017, related Flagship Programme Initiatives and the corporate Humanitarian Strategy, UN has the mandate and technical capacity to support the HCT in Sudan to ensure gender-responsive Humanitarian Response Plan. In sum, UN Women intends to support better preparedness for conflict/disasters and other potential crises through provision of evidence on gender needs in affected areas to improve women and girls, men and boys access to quality services.

UN Women Sudan Co received a grant from USAID to implement a one-year project titled “Promoting and Protecting Women’s Rights in Darfur”. This project aims to reduce sexual and gender-based violence (S/GBV) and mitigate its harmful effects in order to ensure women and girls in Darfur live free from VAWG in healthy and productive communities within the humanitarian context of Darfur. Two intermediate results are expected from the projects interventions 1) Increased accountability for and awareness of SGBV and its harmful effects. Activities within this component will seek to a) raising awareness of all community members, especially among men, boys and youth, of SGBV as serious criminal acts violating women’s rights and equipping them with information, including evidence, skills and techniques to take action to stop these from happening; and b) Enhance capacity and accountability of legal professionals and rural court judges on advocating and implementing existing laws on S/GBV and on safe and quality documentation and reporting of SGBV cases. The second intermediate result aim to ensure that 2) Women and girls’ survivors of SGBV have increased access to comprehensive redress, including justice, appropriate health and psycho-social support services. The activities within this component will seek to: a) raise awareness on SGBV for affected communities and for survivors of their rights and availability of legal and other services and how to access them; b) Strengthen capacities of judges, legal professionals, rural court judges and paralegals to deliver justice on SGBV cases; and c) providing Sexual Violence victims with psychosocial support to facilitate recovery. In addition to the above development results is one Project oversight/management result cuts across to ensure effective management, implementation by IPs, monitoring and reporting.

Under the direct supervision of the Programme Specialist and the overall guidance of the Country Representative, the Project Officer will work in close collaboration with the EVAW/Humanitarian Project Consultant, UN Women Sudan program and operations team and partners in Khartoum and Darfur to support implementation the USAID funded Project. 

Deberes y responsabilidades

The consultant will be responsible for overseeing the implementation of the project to:

  • Ensure timely and adequate monitoring and quality reporting of activities according to the signed agreement and related humanitarian activities;
  • Ensure proper planning and progress tracking of project and partners’ implementation of activities against the project log frame, Outcomes and Results;
  • Assume key responsibility for full compliance with donors’ requirements and reporting results.

Ensure timely and adequate monitoring and quality reporting of activities according to the signed agreement and related humanitarian activities:

  • In close collaboration with the EVAW/Humanitarian Project Consultant assess the adequacy of performance-based monitoring, review and comply with reporting arrangements of the USAID funded projects and identified other humanitarian initiatives implemented by UN Women;
  • Develop M&E plan based on the project plan and UN Women AWP 2017 for the implementation of the USAID funded project and related humanitarian initiatives;
  • Undertake and support monitoring of results against strategic outcomes and as per approved plans;
  • Provide support to UN Women to adopt improved Programme Monitoring and Evaluation (PME) systems and contribute to building capacity of UN Women staff in programme monitoring and evaluation;
  • Reinforce budgeting for Programme Management and Evaluation (PME), employing reviews of the programme documents; supporting identification of monitoring, review and evaluation needs during programme/project planning;
  • Continuously track results, challenges and opportunities, working closely with all programme staff and briefing the Country Representative of the same;
  • Assist in planning, designing and implementation of evaluations and reviews including management of evaluation;
  • Support the CO in the implementation of evaluation findings (2014- 2016) and evaluation of projects implemented;
  • Support Country Office/SMT in reviewing the delivery rate of the country programme against the budget and in preparing eh spending plans;
  • Conduct/organize joint team reviews of the projects and programmes on a periodic basis (at least once twice a year) to assess the progress against the agreed results/objectives, efficiency, effectiveness and needs for adaptation;
  • Compile data sources, employing collection and /or meta-analysis of monitoring data from the national data sources;
  • Develop monitoring and review guidelines, formats and tools;
  • Synthesis of lessons learnt and best practices in project; Sound contributions to knowledge networks and communities of practice;
  • Undertake any other task on project implementation as assigned by the UN Women Representative and the Programme Specialist.

Ensure that implementing partners (IPs) deliver the outputs in accordance with the signed agreement with USAID and related humanitarian activities:

  • Serve as the Focal Point/Person for the USAID funded project; directly monitor the partners, review narrative and financial reports and provide written feedback, and support them in timely reporting to USAID and other donors;
  • Provide technical advice for IPs on M&E, review IPs’ technical reports and monitor activities carried out by responsible partners;
  • Contribute to building capacity of IPs in programme monitoring and evaluation;
  • Ensure that periodic reports of project personnel and from IPs to the project personnel are results based and that the relevant data is collected to enable preparation of the aforementioned reports;
  • Attend relevant project meetings with IPs and any other relevant stakeholder, and prepare relevant notes for file, meeting minutes, action points, etc.;
  • Participate in meetings and events organized in collaboration with IPs and other stakeholders;
  • Perform any other related duties to support IPs to deliver on the project’s outputs as may be assigned.

Assume key responsibility for full compliance with donors’ requirements and reporting results:

  • In close collaboration with the M&E specialist of UN Women RO support design and maintain an information system for donor contract management, including tracking donor contracts, specially USAID contractual obligations, other delivery requirements of the contact, grant tranches or instalment schedules, reporting schedule and reporting requirements;
  • Implementation of project M&E standards, including entering project into DAMS, RMS and other related M&E e-tools;
  • Monitoring of the budget utilization and implementation in lieu with the work plan and the signed agreement;
  • Support the CO in timely preparation of the narrative and financial reports for the donor funded (cost-share funds) projects and take direct responsibility of their finalization and quality before submission to the RO;
  • In close collaboration with the EVAW/Humanitarian Project Officer and UN Women relevant staff track the spending of the donor funds and where necessary prompt the Programme Specialist about seeking no-cost extension in timely manner if need be;
  • Compile and submit timely the internal quarterly, six-monthly and annual reports (periodicity and frequency may vary/change according the project modality) of the programme;
  • Based on information/reports from the project personnel and IPs, prepare and submit good quality reports for donors in a timely manner;
  • Perform any other related duties with regards to compliance with donors’ requirements as may be assigned.

Deliverables:

  • Timely and quality planning and delivery of UN Women Impact area 4 through effective M&E with specific focus on EVAW issues within humanitarian action context;
  • Timely, adequate M&E and produce quality reporting of activities (narrative and financial) within the identified impact area, translate it into concrete strategic plans and results;
  • Support the M&E component HCT gender strategy implementation.

Habilidades y experiencia requeridas

Education:

  • Advanced university degree (Master Degree) in gender studies, administration, humanitarian, human rights, law, political science, social sciences, conflict resolution and peace building or a related field.

Experience:

  • Minimum of 5 years’ experience in monitoring, evaluation and results-based management; and minimum of 5 years’ experience in reporting (internal and donors) using Result-Based Management (RBM) principles;
  • Demonstrated experience in working in development arena with specific emphasis on gender equality and women empowerment issues focusing on violence against women, humanitarian affairs, women’s human rights, or peace and security;
  • Demonstrated hands-on experience in development, monitoring the implementation and the evaluation of development projects and capacity building;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.
