Antecedentes

There cannot be inclusive growth without local administrations, entrepreneurs, farmers, and communities deploying their energies and resources in a coordinated way, networked together to overcome specific development challenges in their territory. While development potential exists (particularly in agri-business and related value chains and service provision), there is a need for stronger institutions at municipal level.

This is an 18-month sub-regional project and its overall objective is to assist the Western Balkan countries in their efforts to build more inclusive labour markets. It will do this by promoting an integrated approach to employment and social policies. The project will strengthen the institutional capacities of public employment services (PES) and Centers for Social Welfare (CSW) to develop mechanisms to reach out to those at risk of exclusion; will support the piloting and scaling up of innovative programmes to reach those who are most distant from the labour market; and will establish mechanisms for multi-stakeholder partnerships to tackle unemployment and social exclusion. The overall objective of promoting inclusive labour market solutions will be achieved through three interlinked outputs:

  • Labour market governance: Public employment and social service agencies have greater capacity to implement integrated user-centered approaches to improve outreach to vulnerable and hard-to-employ groups
  • Innovation for fostering inclusive labour markets: Public employment and social service agencies implement innovative programmes for employment of disadvantaged groups and scale them up at the regional level
  • Knowledge systematization for effective policy making: sustainable mechanisms for exchange of experience, peer learning and peer review are established a three-year project, which purpose is to create institutional and local capacities that would facilitate the transition from survival economic activities to business and market-oriented economic activities.

The bottom-up approaches and local-level concertation for employment generation are operationalized at municipal level through Territorial Employment Pacts (TEPs) is an important segment of this project and are foresing under output 2 of the project. TEPs will reflect specific needs of the targeted communities in each municipality and propose clear and concrete recommendations for activities required to achieve local economic development through skills development, generation of employment, protection of the environment and micro enterprise upgrade.

Albania, Kosovo, Bosnia and Herzegovina, Serbia and, Montenegro and FYR Macedonia will be benefiting from one TEP each in one target municipality. This will provide a mechanism to bring together local governments, local civil society, business sector, employer organizations and worker organizations in developing common strategies for employment generation, such as the Territorial Employment Pacts, the purpose of which is to generate local solutions to local problems.

Scope of the assignment

The specific objective of this assignment is to develop a Territorial Employment Pact in a selected administrative unit of the municipality of Tirana. The Territorial Employment Pact will comprise a concrete plan of action based on the territorial audit that will, through skills development of targeted individuals, provide opportunities for employment and self-employment in target municipalities.

The consultant is expected to meet all relevant stakeholders from the public sector, private sector, civil society organizations, employment offices and municipality of Tirana directorates relevant to the local socio-economic development to design interventions under the TEP that meet the characteristics of the context. Once developed in a participatory manner, the TEP will be shared with the relevant stakeholders. The design will be unique to municipality, but will most likely focus around interventions that relate to skills development, generation of employment, self-employment and micro business upgrade.  

The consultant is expected to carry out the following tasks:

  • Meet virtually with the international TEP expert to receive guidance and learn about the approach to be used while carrying out the territorial audit and TEP development;
  • A desk review of relevant documents for the municipality and mapping of relevant issues related to skills needs, employment generation and economic development;
  • Carry out necessary field visits for the territorial audit. This includes meetings with all stakeholders to present the objective of the Territorial Audit/TEP and propose a local action establishment / functionalization group (consisting of relevant municipal directors, at least 1 civil society organization and at least 1 business/private sector representative) to the municipal leadership for the purpose of TEP design and implementation. The consultant will meet with local businesses, CSOs, Municipal directors and leadership, employment service etc.;
  • Develop Territorial Audit Report;
  • Develop the TEP report based on findings of TA;
  • Present the draft TEP to LAGs or equivalent, UNDP and relevant stakeholders;
  • Finalize the Territorial Employment Pacts based on inputs/recommendations received.

  • Prior experience in carrying out Territorial Audits/assessments is highly desirable;
  • Substantive knowledge of issues related to micro business promotion, employment generation and formalization of household-based enterprises.
  • Familiarity with UNDP mandate and/or approach relevant to the area; experience working with other international organizations or in public sector; experience with public policy or capacity development

  • Master's degree (or equivalent) in a relevant field (such as Social Policy) or in a general field (Business Administration, Economics, Social Sciences), combined with relevant experience in the field of Employment and Social Policy

Work Experience

  • Minimum of 4 years of relevant work experience

  • Fluency in English, both written and verbal.

Evaluation of Applicants

Technical Criteria – 70% of total evaluation – max. 70 points

  • Relevance of education in the relevant field – 15 points;
  • Relevance of specific professional experience in the relevant fields - max. 30 points;
  • Record of experiences in analytical/research, carrying out Territorial Audits/assessments – max. 20 points;
  • Familiarity with UNDP mandate and/or approach relevant to the area; experience working with other international organizations or in public sector; experience with public policy or capacity development – max. 5 points;

Financial Criteria – 30% of total evaluation – max. 30 points
