Antecedentes

UNDP’s Climate Change and Disaster Risk Reduction Team brings together the three work streams of climate change, sustainable energy, and disaster risk reduction and recovery. Under the umbrella of resilience, the team pushes for development that is zero-carbon, risk-informed and sustainable.

As part of this integrated climate, energy and DRR approach, the CDT will release an annual report highlighting countries that are making significant progress against all three work streams. Countries that are demonstrating the interconnectedness between these areas, and the many programmes that support them, will be highlighted. This will demonstrate that a comprehensive approach is needed to strengthen resilience and protect development gains.

Throughout the report, country progress will be highlighted against Agenda 2030 commitments, namely efforts to achieve the Sustainable Development Goals, Paris Agreement, and Sendai Framework on Disaster Risk Reduction.

Stylistically, this ‘coffee-table’ style report will focus on in-depth impacts and results. More detailed, qualitative country examples with large, attractive images will be favored over numbers and infographics that do not provide sufficient information on what is happening on the ground. Through a series of 15 country examples (three per region), the report will highlight how specific countries are making impressive gains through programmes on DRR, climate and energy, which all intersect at the issues of risk and resilience.

These Terms of Reference include (1) researching country case studies/in-focus countries that highlight the intersection of climate change, disaster risk reduction and recovery, and sustainable energy; and (2) writing an accessible, public-friendly report that is clear and concise and that clearly relays information on programmatic impacts and results.

Deberes y responsabilidades

The purpose of this procurement exercise is to contract an individual consultant (s) who under the overall supervision of the Partnerships Advisor and the Policy Specialist, will work with regional and HQ focal points to compile a list of results and achievements across DRR, climate change and energy. The second objective is to write and finalize the CDT Annual Report.

Expected outputs and deliverables:

Deliverable 1 (within 20 days from issuance of contract): Research and compile country successes/impacts and results for 15-countries (3 per region)

  • Working with UNDP’s regional advisors, prepare a list of ‘in-focus’ countries that represent outstanding successes across the areas of DRR, climate and energy;
  • Using this list, liaise with country offices and collect relevant programmatic information and results that highlight the successes on the ground. This can be historical, but should primarily include projects that are ongoing and build on years of work and achievements.

Deliverable 2:  (by end of contract end date) Draft the results report and coordinate peer review

  • Working with the Partnerships Advisor and External Engagement Team, prepare a first draft of the report for sharing with country and regional office colleagues;
  • Based on feedback from the regional and country office colleagues, amend the report to ensure accuracy.

Habilidades y experiencia requeridas

Academic qualifications:

  • Master’s degree or equivalent in development/environmental studies, climate change, disaster risk management, public policy and administration, or a discipline relevant to governance and institutional and policy analysis and development in disaster and climate risk management.

Years of experience:

  • At least 7 years of professional experience in policy, research and programming in climate change and disaster risk reduction is required.
  • Excellent writing and drafting skills, especially for publications for external audiences.
  • Track record of drafting and researching external facing publications on climate change and sustainable development.
  • Sound understanding of the relationship of disaster risk reduction, climate change adaptation, development planning, governance etc.
  • Knowledge and experience of UN system policies and programs and the role of UNDP at country and global level.
  • Broad knowledge of recent institutional and policy developments in the global DRR and climate change community, both within and outside of the UN.
  • Sound understanding of and familiarity with global processes related to CC, DRR, sustainable development, in particular the Paris Climate Change Agreement, Sendai Framework for Disaster Risk Reduction and Sustainable Development Skills.

Language:

  • Fluency in English, both oral and written is required.
  • Working knowledge of other official UN languages (preferably French or Spanish) is an asset.

Application Procedure

The application package containing the following (to be uploaded as one file):

  • Online application with brief description of why the Offer considers her/himself the most suitable for the assignment; and
  • Personal CV or P11, indicating all past experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references.
  • Link to previously prepared reports with details on the work contributed (research, writing, etc.).

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

  • The financial proposal should specify an all-inclusive daily fee (based on a 7 hour working day - lunch time is not included - and estimated 21.75 days per month).
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • This consultancy is a home-based assignment, therefore, there is no envisaged travel cost to join duty station/repatriation travel.  
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.

Evaluation process

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

Technical evaluation - Total 70% (700 points):

  • Criteria 2. Number of years of professional experience in the field of disaster risk reduction, geography, climate change, international development or other related field Weight = 10%; Maximum Points: 100;
  • Criteria 3. Proven expertise in researching and drafting policy and results reports for external audiences in the field of climate change, disaster risk reduction and energy Weight = 20%; Maximum Points: 200;
  • Criteria 4. Proven expertise in policy processes on climate change, disaster risk reduction, sustainable development, including recently negotiated global frameworks such as Paris Agreement Weight = 10%; Maximum Points: 100;
  • Criteria 5. Demonstrated Experience of the UN system Weight = 10%; Maximum Points: 100;
  • Criteria 6: Experience working with developing countries, particularly in the environment and/or international development fields, is a strong asset. Weight = 10%; Maximum Points: 100
  • Criteria 7: Knowledge of French or Spanish is a strong asset. Weight = 5%; Maximum Points: 50

Candidates obtaining a minimum of 70% (490 points) of the maximum obtainable points for the technical criteria (700 points) shall be considered for the financial evaluation.

Financial evaluation - Total 30% (300 points)

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

Institutional arrangement

The consultant will work under the guidance and direct supervision of Partnerships Advisor and the Policy Specialist and will be responsible for the fulfilment of the deliverables as specified above.

Payment modality

Payment to the Individual Contractor will be made based on the actual number of days worked, deliverables accepted and upon certification of satisfactory completion by the manager.
