Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Japan has a steadfast relationship with the UN, and has strengthened its focus on Gender Equality. Recognizing the importance of Japan in development assistance, a UN Women Japan Liaison Office was established in Bunkyo-ku, Tokyo in 2015. A UN Women presence in Japan provides a strategic entry point and an opportunity to liaise with the Government of Japan, parliamentarians and key decision makers, the UN Women National Committee in Japan, with the private sector, the media, academic and civil society. It is also an opportunity to work closely with other UN entities based in Tokyo.  

The work of the UN Women Japan Liaison Office is shaped to contribute to UN Women’s Strategic Plan 2014-2017. The strategic focus is on resource mobilization and partnership development in the area of public and political advocacy with, and substantive support to, Japan on issues pertaining to UN Women’s mandate to advance gender equality and women’s empowerment and rights. 

The Head of Office works under the supervision of the Director of Resource Mobilization (RM) and in close collaboration with Regional Director of Asia and the Pacific and any other relevant offices. The scope and depth of work of the Head of Office is wide-ranging. It requires good communications skills, knowledge of gender and developmental issues, experience in political analysis and advocacy work, management expertise, skills in formulation of strategic results-oriented programmes that coincide with UN Women’s strategies as well as the priorities of Japan. It further requires capacity to engage in dialogue and negotiations with government and private sector partners and other strategic partners such as parliamentarians, the media and civil society organizations.

Deberes y responsabilidades

Lead resource mobilization strategy and donor relations:

  • Develop innovative strategies for increased resource mobilization within Japan in both the private and public sectors;
  • Provide expert advice and timely guidance as well as substantive technical support to Programme Sections and Regional Offices, in developing strategic proposals for fundraising from Japanese donors as well as in creating strategic partnerships;
  • Develop and nurture donor relations, and act as a strategic interface between donors and the RM Section, in particular with respect to communicating donors’ priorities and expectations to the Section;
  • Establish and nurture positive partnerships with the Government of Japan, and through such partnerships initiate evidence- based advocacy to help increase funding for the core budget, and for existing and new UN Women programmes.

Lead strategic partnership building and advocacy:

  • Enhance, expand and nurture existing relations, between The Government of Japan and UN Women HQ to help promote the UN Women mandate and taking into account Japan’s position as a leading contributor;
  • Design and develop innovative strategies for new enhanced and sustainable relationships with the media, NGOs, networks and think tanks, and use such relationships to advocate for stronger focus on gender equality and women’s rights in all development work;
  • Develop and provide expert policy advice, advocating for stronger integration of gender equality and women's rights into Japanese development, foreign and security policies, as appropriate;
  • Proactively engage in and stay abreast of cutting edge policy dialogue in Japan, and provide substantive well informed feedback to HQ.

Promote UN Women’s mandate in UN Coordination:

  • Provide strategic leadership within the UN Japan Team on gender equality and women’s rights, and strategically promote and develop UN coordination around these goals.

Lead the management of human and financial resources of the Office:

  • Lead the preparation and submission of the Annual Workplan and budget of the office and monitor implementation;
  • Lead the management of material and financial resources of the office, in line with UN Women policies, rules and procedures;
  • Finalize terms of reference for new staff, consultants and contractors and oversee the recruitment process, as necessary;
  • Manage, coach and guide staff and other personnel as applicable provide performance feedback;
  • Provide technical support to the development of the Office security strategy and plan as required.

As a member of the team defining strategies to meet UN Women's objectives, the results expected from the position of Special Advisor, are critical to: 

  • The successful operationalization of the UN Women Japan Liaison Office.
  • The success of UN Women in building and nurturing successful strategic partnerships with both the public and private sector in Japan, and thereby critical to increasing advocacy, funding and policy dialogue with and support to Japan on gender equality and women’s rights and the role of UN Women therein;
  • The success of UN Women in mobilizing resources in Japan to help advance the mandate of UN Women on gender equality and women’s rights.

Habilidades y experiencia requeridas

Education:

  • Master’s degree or equivalent in a development-related area of study, communication or international relations, business administration is required.

Experience:

  • At least 10 years of experience working in resource mobilization and partnership creation;
  • Experience with supporting and overseeing development policy-making, programme and operations management;
  • Experience and record of accomplishment in the area of gender equality and women's human rights.

Language:

  • Fluency in written and spoken English;
  • Fluency in Japanese is an asset;
  • Knowledge of the other UN official working language is an asset.

Note:

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
