Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women is partnering with the Government of Sweden through the Swedish International Development Agency (SIDA) in a major programme, the Strategic Partnership Framework (SPF), to further support UN Women in delivering results in conflict, post-conflict and transition countries and to build UN Women’s internal capacity on women, peace and security, humanitarian action and women’s political participation. The implementation of the SPF is managed by UN Women Programme and Policy Divisions, by the Peace and Security, Leadership and Political Participation and Humanitarian Sections.

Under the overall guidance of Deputy Director, Programme, and the direct supervision of Management and Oversight Specialist, the Programme Management Specialist is responsible for the provision of effective assurance and oversight related to all aspects of implementation of the SPF. S/he will plan and coordinate; manage the implementation, monitoring, reporting and evaluation; and provide budgeting, financial management, and operations of the SPF Programme.

The Project Management Specialist works in close daily collaboration with the staff of the three HQ Units managing the individual programme components, with the Programme Division and Division of Management and Administration, UN Women Regional and Country Offices to ensure adequate and timely assurance and oversight of the programme

Deberes y responsabilidades

Manage and ensure oversight of the programme’s finances, budget, human resources in accordance with UN Women rules, regulations, policies and procedures:

  • Ensure that governance processes and procedures for the programme are correctly adhered to; ensures timely follow-up on the recommendations coming from the different governance bodies;
  • Coordinate the financial management (contributions management, budgeting and programming of resources, expenditure management) of the Programme in close liaison with the HQ Programme Teams;
  • Monitor the achievement of the financial targets. Monitor budget execution rates and provide continuous feedback and programme management advice to the SPF Management Team, HQ programme teams, Regional and Country Offices on rate of financial delivery. Ensures that financial plans are in place and regularly updated. Advices and prompts action in case of under-delivery and lack of/delay of financial planning;
  • Ensure that a Risk Management Framework and accompanying comprehensive risk mitigation measures are developed, implemented and that frameworks are regularly updated;
  • Oversee UN Women corporate systems (ATLAS, RMS, DAMS), keep up to date and ensure relevant documents are accessible;
  • Ensure that programme functions are sufficiently resourced, developed, formulated and review/revise Job Descriptions and Terms of Reference, track and monitor recruitment processes ensuring timely actions in recruitment;
  • Provide guidance to HQ teams and Regional and Country Offices on financial/operations management and programming processes and procedures.

Oversee programme implementation in line with Results Based Management principles and UN Women rules and regulations, policies and procedures, and POM:

  • Ensure that programme implementation plans are formulated and updated. Organize regular reviews to track implementation, inform the SPF Management Team on the progress and coordinate revisions and corrective action;
  • Develop and manage approaches to identify and review proposed initiatives for funding under the SPF, including setting criteria for determining priority countries to receive short and long term experts, ensuring demand-driven programming;
  • Update results framework and annual operational plan outlining the key results based on priorities identified for the SPF Programme.

Oversee monitoring and reporting in line with UN Women rules and regulations, policies and procedures:

  • Monitor progress of implementation of the Annual Operational Plans of the programme. Monitor timely implementation of planned activities, assess the progress toward and the achievement of planned targets;
  • Monitor the implementation and revision of the programme Performance Monitoring Framework (PMF). In cooperation with the Programme Specialists from the three thematic areas ensures that project´s monitoring mechanisms are designed and implemented according to the Programme and Operations Manual (POM);
  • Review for quality and prepare, as required, programme submissions for corporate UN Women reporting;
  • Ensure that programme evaluations, mid-term reviews and audits are organized according to the agreed schedule. Coordinates with the programme team for organization;
  • Monitor the follow-up on, and implementation of recommendations resulting from programme evaluations and audits, and updates relevant corporate systems accordingly.
  • Provide support to the Programme Management Team, when necessary, to ensure that project management responsibilities are met;
  • Review for quality and finalize, as required, programme progress reports and ad-hoc documents to ensure that programme reports are consistent with donor agreements, POM and corporate standards are met, and ensures their submission to donors;
  • Prepare and participate in the annual review meeting between UN Women and the donor and its follow-ups.

Oversee the implementation systems and procedures to ensure adherence to UN Women´s rules, approaches and policies:

  • Develop guidelines, formats and checklists for implementation of programme management and monitoring for the programme;
  • Review the quality of results-information at the department level. Provide feedback and propose improvements;
  • Ensure that ATLAS information is correct and corresponds with UN Women´s quality standards;
  • Ensure that the programme is adequately set up in RMS and linkages between ATLAS, RMS and Programme Resources and Monitoring Framework are established to support planning, results and resource management, monitoring and reporting;
  • Continuously monitor and performs quality control on programme implementation to ensure that the programme is implemented in line with UN Women rules and procedures and the project documents;
  • Perform assurance tasks specific to the different stages of the UN Women programme and project management.

Facilitate and contribute to knowledge management:

  • Provide support to the overall knowledge management function for the SPF;
  • Identify and document best practices and lessons learned and ensure dissemination with UN Women offices and partners;
  • Contribute to knowledge networks and communities of practice.

Habilidades y experiencia requeridas

Education:

  • Master's Degree in Social Sciences, Economics, Business Administration or similar is required;
  • Certification in Project Management will be an advantage.

Experience:

  • At least 7 years of experience in financial planning, programme management and oversight is required;
  • Experience in programme and project management, experience in management of complex multi-sector/multi-component programmes is an advantage;
  • Experience in working in multi-cultural teams;
  • Computer literacy – MS office applications, web-based management information systems. Experience in working in ATLAS is an asset.

Languages:

  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset.
