Antecedentes

UNDP and the State of Kuwait, represented by the General Secretariat of the Supreme Council of Planning and Development (GSSCPD), strive to enhance institutional capacities at various government agencies by providing them with necessary technical support to strengthen their capacities and skills to perform their expected duties.

Under the framework of the Institutional and Technical support for the establishment of Kuwait Public Policy Centre (KPPC) project, UNDP will collaborate closely with GSSCPD to support the establishment of a pioneer KPPC to address policy making gaps and mainstream policy research, analysis and studies in the policy making process.

The KPPC seeks to be a reliable resource that will influence national policies and strategies. The project builds on UNDP's mandate and strategic vision and aims to promote efficient governance and institutional management. This project will provide a framework of how UNDP will accompany the GSSCPD in its ambition to improve the quality of policy making in Kuwait and in particular on how the KPPC can contribute to that, while operating under the umbrella of GSSCPD.

Within this context, the KPPC is seeking to recruit Institutional Development Specialist to support the establishment of the KPPC by assisting the Centre in laying the foundations for the internal organization and set its standard operating procedure (SOP). This will also include an internal structure of the KPPC as well as a business model of how the KPPC is to be approached and how it will interact with other units within the GSSCPD as well as other ministries.

The assignment will also contribute to the following KPPC project outputs:

  • Output 1.1: Institutional and technical preparation for the establishment of KPPC supported.
  • Output 1.2: KPPC knowledge and behavioral insight (nudge) capacity-building established.
  • Output 1.3: KPPC advocacy, outreach and partnership development reinforced.

Scope of Work

Under the direct supervision of the Secretary General at GSSCPD and with close coordination the KPPC Project Coordinator and the policy advisors, the Specialist will assume the following tasks:

1- Provide institutional support for the development of KPPC Governance structure:

  • Develop clearly defined criteria and profiles to transfer staff at GSSCPD to the KPPC;
  • Propose clearly defined governance operating model structure and mechanism to translate the elements of the governance framework and policies into practices and procedures;
  • Develop clearly defined governance structure and define the mandate of the executive board, its oversight and responsibilities;
  • Support in identifying key members to sit on the executive board of KPPC; it is envisioned to include representative from public sector, private sector, and NGOs;
  • Suggest and propose a set of bylaws that comply with its mandates to enable the center to carry out its activities effectively and efficiently; present the suggested bylaws to the executive board for endorsement and approval.

2- Develop work procedures for the KPPC:

  • Propose and develop business flow process for the KPPC with clear Standard Operating Procedures (SOPs);
  • Establish risk management plan with mitigation scenarios and action plans;
  • Define Key Performance Indicators, measures and metrics to track performance.

3- Support in forging partnerships with national centers and academia:

  • Support in identifying research and policy centers and academic institutions in Kuwait and select relevant ones for potential partnership and collaboration;
  • Prepare concept note for the KPPC Community of Practice (CoP) including its main mandates and expected outputs;
  • Propose key national stakeholders to be members of the CoP from academic universities, private sector, NGOs, and government institutions;
  • Identify potential research institutions, academic programmes, or national research community that are related to the public policymaking.

Institutional Arrangement

The consultant will work under the supervision of the Secretary General of the GSSCPD and with direct coordination with the project coordinator and the policy advisors of the KPPC project. The latter will be responsible to provide the existing information and the access to any related information that is essential to complete the assignment.

Duration of the Work:

The overall duration of this consultancy will be 12 months

Duty Station:

?In order to achieve the deliverables of the assignment, the consultant will be required to be present in the State of Kuwait during the whole duration of the assignment.

Habilidades y experiencia requeridas

I. Academic Qualifications:

  • Minimum Masters in Economics, Public Administration, Business Management, or any related field;
  • Certified as Project Management Professional (PMP) or Prince 2.

II. Years of experience:

  • At least 10 years of experience in working with similar projects and assignments;
  • Extensive knowledge of the national research community;
  • Familiarity with local Kuwait rules and regulations and experience working for government institutions;
  • Proven oral and written communication skills.
  • Fluency in English and Arabic is a must
  • Priority for Kuwaiti nationals

Expected Outputs and Deliverables

The consultant will be responsible for the following deliverables:

Deliverable 1:

  1. Inception report and action plan;
  2. List of criteria and profiles to assess and transfer staff to KPPC;
  3. Draft Governance document with framework and operating model.

25% - 3 months after the start of the contract.

 

Deliverable 2:

  1. Concept note for the CoP and potential members suggested;
  2. List of research and academic institutions for potential partnerships

25% - 6 months after the start of the contract.

Deliverable 3:

  1. Draft business flow process for the KPPC with draft SOPs
  2. Suggested KPIs
  3. Second draft of the governance structure and bylaws;

25% - 9 months after the start of the contract.

Deliverable 4:

  1. Final governance report with clear framework, bylaws and board structure
  2. Final KPIs, SOPs, business flow process, and risk management plan;
  3. Final CoP concept note and members identified;
  4. Final list of national research community, academic institutions for potential partnerships.

25% - 12 months after the start of the contract.

All deliverables outputs? will be reviewed by project management to confirm acceptance.

 

Scope of Price Proposal and Schedule of Payments:
Lump Sum Amount

  1. The lump sum amount must be “all-inclusive”;
  2. The contract price is fixed regardless of changes in the cost components.

 

Evaluation:

Cumulative analysis,? Technical Criteria weight 70%,? Financial Criteria weight 30%

Technical Criteria 70%

  • Criteria A: University degree in a relevant field as per the TOR. 10%
  • Criteria B: At least 10 years of significant experience. 20%
  • Criteria C: Extensive knowledge of the research community in Kuwait, familiarity with local Kuwait rules and regulations; and experience working for government institutions. 20%
  • Criteria D: Relevant technical proposal with clear methodology stated. 20%

Financial Criteria:

  • 30%

  5. ?Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs.?
