Antecedentes

The aim of the current negotiations process, led by the leaders of the Greek Cypriot Community and the Turkish Cypriot Community under the auspices of the Office of the Special Adviser to the Secretary-General in Cyprus (OSASG) (also known as the Good Offices Mission) is to find a mutually acceptable solution to the Cyprus problem, which will safeguard the fundamental and legitimate rights and interests of Greek Cypriots and Turkish Cypriots. The agreed solution will be put to separate, simultaneous referenda.

 

The role of the OSASG is to support the Secretary-General’s Special Adviser (SASG) in Cyprus, whose mandate is to assist the parties in the conduct of negotiations aimed at reaching a comprehensive settlement.

 

In this regard, Individual Contractors will provide the OSASG with specific expertise to enable the Good Offices to effectively fulfil its mandate. 

Deberes y responsabilidades

The assignment would cover the following:

  • Monitor and report on the non-print media trends and discourse around the negotiations – this includes daily monitoring of online news sites, Twitter, Facebook, LinkedIn, YouTube, etc., including TV and Radio programmes
  • Monitor and report on online political and civil activity relating to the talks
  • Use available tools to produce analytics to support monitoring & analysis
  • Provide comprehensive analysis of the media trends & discourse around the talks
  • Provide comprehensive analysis of the media mentions, including social media, of the UN in Cyprus
  • Provide advice to the mission on its communications
  • Provide technical support to the mission and partners on optimisation of social media platforms

 

Duties and Responsibilities

The consultant will:

  • Track key social media influencers – including but not limited to political figures, media figures, international stakeholders, civil society, academics and active civilians – on the negotiations, collating and reporting on conversations on issues of relevance
  • Track and provide in-depth reporting and analysis on media campaigns relating to the negotiations
  • Track and provide in-depth reporting on mentions of the UN on social media
  • Provide advice, as required, to the mission on its communications
  • Provide technical support, as required, to the mission and partners on optimisation of social media platforms
  • Twice weekly comprehensive reports on TV, Radio and social media activity around the talks
  • Fortnightly analysis report on trends and the overall discourse around the Cyprus talks & the UN
  • Monthly meetings with Good Offices and UNFICYP to update senior management on overall trends and analysis of social media issues
  • Ad hoc response when needed

Habilidades y experiencia requeridas

Education: 

  • A first-level university degree in Journalism, Translation, Communication, Political Science or any related field. 

Experience: 

  • At least 5 years of progressively responsible work experience is required.
  • Keen interest and knowledge of the Cyprus issue and political scene on the island is also required.

Language Requirements: 

  • Excellent command of English and Greek. Knowledge of Turkish language is an advantage.

Driving License:

  • Valid driving license is required for the use of office cars for the official purposes as requested by the supervisor.

  • Financial Proposal: Applicants requested to submit financial proposal. Financial proposal will specify the daily fee in EUR per working day (a day will be calculated as 8 hours) and shall cover all expenditures including fees, health insurance, vaccination, international (all travel to join duty station/repatriation travel) or local travel (place of residence to office and office to place of residence), cost of living and any other relevant expenses related to the performance of services. Leave benefits (annual, sick, paternity, maternity) are not applicable to Individual Contractor and absent days including weekends and office holidays are not payable.

 

 

Evaluation / Selection Process
All applicants will be screened against qualifications and the competencies set above. Candidates fully meeting the requirements will be further evaluated based on the criteria below. 

Technical Criteria (CV review and interviews) – 70% of total evaluation– max. 70 points

CV review: 30 points:

  • Educational qualifications as defined in the ToR (15 points);
  • Experience as defined in the ToR (15 points).

Only candidates who obtained at least 70% of points from the CV desk review (who will score at least 21 points) will be invited for an interview.

Written test: 10 points

Interview: 30 points 

  • Communication and interpersonal skills (10 points)
  • Knowledge of the Cypriot media context (10 points);
  • Relevant experience in producing media analysis for the United Nations, its related entities or other large organizations (10 points);

Only those individual consultants who obtained at least 70% of points from the interview (28 out of 40) will be considered for financial proposal evaluation.

Financial Criteria - 30% of total evaluation – max. 30 points.

Financial scores will be calculated using the formula [lowest offer / financial offer of the candidate x 30].

UNDP applies the “Best value for money approach” – the final selection will be based on the combination of the 

applicants’ qualification and financial proposal.

Payment Term: 

Monthly lump-sum payable upon submission of the monthly time-sheet, the monthly report and approval of the UNDP.
