Antecedentes

UNODC’s Regional Office for South Asia is implementing focused communications and advocacy activities in the framework of its Regional Programme for South Asia. This framework covers Bangladesh, Bhutan, India, Maldives, Nepal and Sri Lanka. The communication strategy is focused on the following activities: (a) updating of content and maintenance of UNODC South Asia website; (b) organization and support to office events; (c) production and dissemination of UNODC publications; (d) Advocacy of key UNODC initiatives and developing related fund raising strategies and (e) interaction with media on UNODC issues in a structured and focused way. 

For this purpose, UNODC intends to recruit a Communications Officer (Consultant) with excellent verbal and written communication skills.

Deberes y responsabilidades

Under the overall supervision and guidance of the Representative, the Consultant will be responsible for the following activities:

  • Update the content and maintenance of the UNODC ROSA website, including the production of web-stories, news, announcements and other relevant information;
  • Produce and disseminate regularly a newsletter on UNODC South Asia;
  • Produce, disseminate and keep stock of UNODC publications;
  • Lead and support in the organization of events as required;
  • Maintain the database of UNODC contacts in the region, including a database on media links;
  • Handle media interaction in consultation with and guidance of the Representative;
  • Maintain a repository of all communications-related activities on UNODC ROSA;
  • Lead and support in planning, devising and executing advocacy campaigns on key issues in line with UNODC’s mandate areas;
  • Assist UNODC projects in drafting, preparing and finalizing vital communications, presentations and reports;
  • Ensuring visibility and advocacy of new projects with key counterparts of the region;
  • Assisting the Representative and project teams in fund raising activities;
  • Any other task as deemed appropriate.

Habilidades y experiencia requeridas

Educational Qualifications:

  • An advanced degree in communications or related field with relevant professional experience.

Experience and skills:

  • Three to five years of experience as a communications officer in areas related to international cooperation and universal goals;
  • Experience in producing written outputs for a variety of purposes and audiences;
  • Ability to translate complex ideas into easily understandable, attractive and clear language;
  • Skilled in website designing and online editing tools viz. flash, multimedia etc.;
  • Excellent inter-personal skills, including communication, team-working and organizational skills;
  • Creative and innovative with the ability to think outside the box.

Languages:

  • Excellent spoken and written English is required;
  • Verbal and written knowledge of a major local language is an asset.

Payment Terms:

  • Payment will be made on monthly basis for the number of day worked on submission of progress report.

Documents to be submitted: 

  • Updated CV with contact details of 3 references;
  • Offeror’s Letter to UNDP Confirming Interest and Availability for the Individual Contractor Assignment (please quote your per day consultancy fee); All travel expenses will be reimbursed as per actuals in line with UNDP rules;
  • Updated and signed P-11 form for ICs.

Cumulative analysis:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Evaluation Criteria:

Technical Criteria weight - 70 marks

  • Educational qualification – 10 marks.
  • Relevant Work Experience – 20 marks
  • Experience in producing written outputs - 30 marks
  • Experience in website designing - 10 marks. 

Financial Criteria weight - 30 marks

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.
