Antecedentes

Background

The Sri Lanka Sustainable Energy Authority under the Ministry of Power and Energy in collaboration with UNDP will implement the ‘Appropriate Mitigation Actions in the Energy Generation and End-Use Sectors in Sri Lanka’ Project. The project is funded by the Global Environmental Fund and operational from 2015 June to 2018 Dec.

Sri Lanka is highly dependent on imported oil to meet its energy needs with 49% of the primary energy supply coming from imported fuel, where 12% of the total government budget is used for electricity generation alone. This is leading to a heavy reliance on imported fossil fuels and increased GHG emissions. The National Energy Policy of Sri Lanka seeks to diversify supply mix with renewable energy resources whilst seeking to reduce energy demand through demand side management. The Renewable Energy Resources Development Plan seeks to achieve 20% from renewable energy resources by 2020 and 30% by 2030 as part of the national strategy to reduce GHG emissions through appropriate mitigation actions (NAMA). Energy Management Plan (EnMAP) seeks to achieve energy savings from the promotion of EE measures. Often the GHG savings and the cost-benefits of these low carbon interventions are not systematically quantified and their benefits remain obscure and done on ad-hoc basis. It is difficult for sub-national entities to assess the impact of their NAMA interventions at the sectors and sub-sectors level.

In order to fill these gaps, the development of a robust, transparent and functional NAMA framework along with clear inventory and MRV system with supporting governance and oversight (NAMA Secretariat, NAMA Coordinating Entity, NAMA Implementing Entity, MRV Committee, and NAMA Registry) is needed. Such framework will systematically quantify GHG savings and benefits of the mitigation interventions using a bottom up approach to aggregate from the provincial and sub-sector levels to the national and sectors level. Furthermore, such a transparent framework will open up opportunity to access regional and international climate funding. In order to achieve this, the project will support appropriate climate change mitigation actions in the energy generation and end-use sectors as part of the initiatives to achieve the voluntary GHG mitigation targets of Sri Lanka. The project’s main interventions will be to;

  • Develop a robust provincial inventory system that could be updated periodically and aggregated at the national level using web-based EnerGIS database management system;
  • Develop a decision making/ analysis tools such as Marginal Abatement Cost Curve (MACC) tool for analyzing and prioritizing a pipeline of bankable NAMA that could be implemented;
  • Leverage public, private and CSOs resources through the NAMA Implementing Entity for the implementation of bankable RE and EE NAMAs based on viable and cost effective business models to incentivize value chain actors to reduce supply risks and create demand;
  • Develop a robust and transparent MRV system that are accurate, reliable and credible and avoid double accounting.

To test and verify the framework, this project will seek to overcome the regulatory, institutional, technical, financial and social barriers for the scaling-up of RE and EE NAMA through pilot projects in three sectors: These are 1) tea factory energy efficiency 2) biogas asa solution for solid waste sector and 3) solar PV net metering systems with battery storage. These sector pilots will be led by the SLSEA core groups assigned to coordinate these sectors, supported by the three sector cooordinators.

 

Scope and Objectives

The national consultant will play a key role in providing overall technical expertise in validating the NAMA approach and framework in the energy sector and implementing of pilot projects to test out the application of the framework of NAMA in energy sector.

Responsibilities

  • Advisory support to Project Coordinator/Project Management Unit (PMU) in the management of technical consultants, contracting and international experts, etc. and provide timely implementation of requirements on Monitoring and Evaluation;
  • Provide advisory service for pilot projects implementation in accordance with objectives, schedule and planned budget;
  • Liaise closely with SLSEA and other government/non-government organizations in carrying out these pilots alongside with their regular programmes in these sectors;
  • Conduct awareness creation activities on all activities of pilot projects, and prepare communication material including guidelines and best practices on the pilot initiatives;
  • Support Project Coordinator/Project Management Unit(PMU) to coordinate the project activities with relevant initiatives of the Government;
  • Act as project focal point for both international and national consultancy teams on MACC/MRV/GHG Data Inventory establishment;
  • Liaise with the International and National Consultants and lead capacity development activities related to MACC, MRV and GHG Inventorying process;
  • Facilitating the project Mid-Term Review (MTR) and ensuring that recommendations are incorporated to the project;
  • Other project related duties entrusted by the PMU.

 

Expected Outputs

  • Lead the implementation of pilot projects already identified during the formulation of the Projects. This includes analysis of lessons learnt during initial stages of pilot implementations and required changes and improvements for full scale pilot project implementations;
  • Functional GHG Inventory for energy sector data acquisition process and Monitoring, Reporting and Verifying (MRV) system for the energy sector. Data inventory and MRV system shall be demonstrated with the project’s three technical interventions. This includes GHG inventory and MRVing teams and the identified focal points assisting these tasks;
  • Establishment of provincial and sectorial baselines for mitigation options based on GHG inventory system;
  • Provide the required advisory support for project’s strategic changes to be made after the planned Mid-Term Evaluation. This includes review of MTR report, prepare management response, integrate MTR recommendations into subsequent Annual Work Plan, and implement management response actions;
  • Provide the required advisory support to the CCS and PMU to establishment of NAMA institutional set-up and develop a concept for country’s future NAMA registration process.  

 

Timeframe

The envisaged time frame of the consultancy is 12 months starting from 01st of May 2017.

Consultant Profile:

Education and Professional:

  • The prospective candidate for this post should have a Bachelor’s Degree or equivalent in Mechanical / Electrical / Chemical / Energy engineering, Applied science or Environmental science;
  • The prospective candidate for this post should be a Chartered Engineer of Institution of Engineers Sri Lanka or equivalent;
  • A post-graduate qualifications in the field of engineering, project management or related fields will be desirable.

 

Experience:

  • Minimum of 10 years work experience in the energy sector including experience in Renewable Energy and Energy Efficiency;
  • Specific experience in the 3 sectors mentioned above is an advantage;
  • Executing responsibilities of High Level Manager and advocacy for developing national plans / programmes with state sector and non-state sector stakeholder engagement;
  • Good analytical and problem solving skills and related ability for adaptive management; 
  • Demonstrated ability to work in a team environment, to effectively manage it and to motivate its members and other project counterparts to effectively work towards the project’s objective and expected outcomes;
  • Strong interpersonal and good communication skills and competence in handling project’s external relations at all levels;
  • Good organizational skills and ability to take rational decisions independently;
  • At least 5 years work experience in project management. Previous work in donor funded projects will be an added advantage;
  • Good computer skills including spread-sheets and database (Microsoft Office).

 

Languages/ Other:

  • Excellent written and spoken knowledge of English;
  • Fluency in Sinhala and/or Tamil is an additional requirement.

Evaluation

  • Applicants will be evaluated based on the technical assessment criteria given below;
  • Relevance of education/degree/professional membership – 200 marks;
  • Related work experience  (RE/EE/Donor Funded Project) – 200 marks;
  • Management, Project Management and Advisory experience – 200 marks;
  • Other (Language, ICT use etc) – 100 marks.

        (TOTAL 700 Marks)

  • The award of contract will be for the technically and financially compliant cumulative highest applicant based on the 70% (700 points) technical offer and 30% (points) price weight distribution;
  • Only those applicants scoring a minimum 70% (490 points) on the technical evaluation will be qualified as technically compliant towards financial assessment and combined scoring.

Note: Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee” financial proposal including his/her consultancy and professional fee, honorarium, any additional HR cost (as required) such as translators and field assistants, communication cost such as telephone/internet usage, printing cost, return travel from hotel to office, applicable terminal fees, ad-hoc costs, stationery costs, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant.

 

For an Individual Contractor who is of 62 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required under the TOR, a full medical examination and statement of fitness to work must be provided. Such medical examination costs must be factored in to the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts. 

 

Payment for Services

Payments will be based on invoices on achievement of the following milestones;

  1. MRV System established for 3 pilot technologies –15% of financial proposal value (due date: 30th June 2017);
  2. GHG Data inventory established for energy sector data collection (demonstrated with 3 pilot technologies) –15%  of financial proposal value (due date:31st July 2017);
  3. Review MTR report and prepare management response to MTR, Annual Work Plan for 2017/2018 integrated with MTR recommendations –15% of financial proposal value (due date:31st Oct 2017);
  4. Coordination of national consultancy team for capacity development activities of local MRV and GHG Inventorying teams. Training programmes completed at provincial levels – 15% of financial proposal value (due date:31st Dec, 2017);
  5. Develop and establish framework for NAMA approval and registration process, and Project’s NAMAs registered under the proposed NAMA registry –10% of financial proposal value (due date:28th Feb, 2018);
  6. Baseline established for energy sector mitigation options based on GHG inventory system data –10% of financial proposal value (due date:30th April, 2018);
  7. Completion of full scale implementations of solar PV and HEMs & lessons learnt from the three pilot implementations-20% of financial proposal value (due date:31st May 2018).
