Antecedentes

The United Nations in Namibia recognizes the importance of information management to inform decision making. In this regard, a Strategic Analysis Unit has been established with an overall aim to support the UN Country Team in strengthening information analysis to better engage with and advise Government.

As part of this exercise, there is a need to establish an information management system that will collect and analyze data effectively around the four pillars of the UN Partnership Framework (UNPAF) including disaster risk management. This system will ensure that stakeholders, have access to relevant, accurate and timely data.

Therefore, the UN in Namibia is seeking an Information Management Officer, on a detailed assignment, to support the UN and the Office of the Prime Minister (OPM), the Directorate of Disaster Risk Management (DDRM).

Deberes y responsabilidades

Key Result 1: Setup of a UN Information Management System. 

  • Establish a UN information management system that will collect & store data for analysis around the UN Partnership Framework
  • Mapping of DRM information management systems.  A mapping of the information systems that are being used by the different institutions, stating the information collected and the update frequency.
  • Liaise with SSASCAL on provision of data to be mapped and production of relent information products for the UN System
  • Key Result Areas 2: Setup an Information Management System for DDRM
  • Support the UN System to support the Namibian Government (DDRM) in setting up an IMS system to strengthen information management and. This includes setting up processes to collect, analyse and share information about the situation among stakeholders in Namibia.
  • Support OPM DDRM to generate information products of on emergencies in easy-to-use formats, such as situation reports, snapshots or, dashboards to strengthen information sharing and swift decision-making at all levels. (as recommended by CADRI & the OCHA IM scoping mission).

Habilidades y experiencia requeridas

Education:

  • A Masters’ Degree (or above) in Social sciences, disaster management, disaster risk reduction, humanitarian action, development studies, public administration, geography.

Experience:

  • At least 5 years of relevant professional experience in information management;
  • Field experience in development context is an asset;
  • Proficiency in computer programs, including Microsoft Excel and Access and STATA;
  • Knowledge about the technical aspects of data management and utilization;
  • Knowledge about data processing and evaluation, management and in organizing the collection, storage and usage of geographic data;
  • Professional experience with/ in the UN system is an asset

Language:

  • Fluent in English.

Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs.
