Antecedentes

The Republic of Serbia is a signatory to a number of important and binding international documents, which guarantee the equality of men and women and prohibit gender-based discrimination, including the Council of Europe’s Social Charter, the European Convention on Human Rights, the  Council of Europe Convention on preventing and combating violence against women and domestic violence (Istanbul Convention) and the United Nations Convention on the Elimination of All Forms of Discrimination against Women (CEDAW).

In the period 2015-2017, UN Women programme office in Serbia works towards selected Development Results in the impact areas of combating violence against women, enhancing gender responsive policy making and budgeting, and supporting the women, peace and security agenda. The Development Results Framework (DRF) for Serbia will be implemented in the framework of the Strategic Plan for Europe and Central Asia 2015-2017 of the UN Women Regional Office in Istanbul, Turkey.

Under Impact Areas 3, 4 and 5, UN Women is working with different national and UN partners, in the framework of several projects, some of which are ongoing and others expected to be undertaken in the forthcoming period. These include increasing capacities of gender advocates for effective participation and advocacy on gender equality and women’s empowerment priorities in preparedness and disaster risk reduction and in refugee and migration crisis; supporting capacity development and strengthening partnership with the Government Coordination Body for Gender Equality to effectively coordinate and promote accountability for the implementation of gender equality commitments; advancing Gender Responsive Policies and Budgeting in Serbia, UN Women-funded project with the goal to empower civil servants, parliamentarians and civil society representatives to use gender responsive budgeting as a public policy tool. UN Women is also cooperating with UNOPS in the project “European PROGRES” towards strengthening institutional and policy framework for gender equality at the local level in the South of Serbia and enhancing gender sensitive local governance, planning and budgeting. In the area of violence against women, UN Women is part of the joint project “Integrated Response to Violence against Women”, under which UN Women is working at the level of the Province of Vojvodina. Furthermore, UN Women is monitoring UNTF to end Violence against Women grantees in Serbia. Efforts are also planned in the area of enhancing access to justice and to the services of independent human rights bodies for women from rural and under-developed areas, as well as towards enhancing knowledge and institutional capacities in relation to employment of marginalized women.

UN Women will also continue to provide advisory services and coordination support to the UN Resident Coordinator and the UN Country Team in Serbia in the field of gender equality and women’s empowerment, including around joint programming, improved accountability, and partnership building. 

Deberes y responsabilidades

Under the supervision of the Gender Specialist, the Programme Finance Associate is responsible for providing administrative, finance and programmatic support for effective implementation of project activities contributing to the outcomes of UN Women Strategic Plan for ECA region in Serbia.

Key Functions:

Programme Support

  • Provide support for timely and adequate implementation of activities according to the project work plan;
  • Assists in monitoring and evaluating the performance of partners under contracts/agreements with UN Women;
  • Provide programme and administrative support in the preparation of project work plans, budgets, and proposals on project implementation arrangements;
  • Maintain ongoing contact and close communication with partners, including government, civil society organizations, international organizations, UN agencies, and other international agencies and donors;
  • Support in establishing and maintaining partnerships;
  • Provide support to implementing partners and key stakeholders on specific issues related to the project scope and support for capacity development;
  • Provide guidance to implementing partners to ensure full compliance with operational UN Women rules and regulations in terms of procurement, human resources, and finance;
  • Facilitation of knowledge building and knowledge sharing within the projects.

Finance and Administration

  • Ensure the administration and implementation of operations focusing on achievement of development and organizational effectiveness results as per Serbia Office Annual Work Plan;
  • Ensure full compliance with UN Women rules and regulations on financial recording/reporting system and follow-up on audit recommendations and implementation of effective internal controls, proper functioning of a client-oriented financial resources management system;
  • Administer project budgets, provision of information and input for formulation of project work plans and budgets and coordination of submission and clearing of the budget proposals and financial reports of implementing partners;
  • Provide accounting and administrative services including preparation of e-requisitions, financial data for reports, information for the processing of PO/non-PO vouchers, request the processing of transactions from RO, compilation and analytical review of data for internal/external audit, compilation and analytical data review for month-end reports, provision of inputs to quarterly, annual and final financial reports including project donor reports;
  • Manage logistics related to staff travel, such as travel authorizations, travel claims and visas;
  • Act as Asset management focal point and coordinate office maintenance and oversee IT systems;
  • Manage the provision of support services, including travel and logistics for workshops, seminars, events, missions and other activities organized by UN Women;
  • Ensures safe working conditions through adherence to UN Women security management in the field and work closely with UNDSS to ensure security of office staff and premises, in particular, supports the implementation of UNDP MOSS/MORSS compliance and administer the staff security arrangements and provisions;
  • With active participation at the Country Operations Management Team, oversee effective provision of services to counterparts including fair and transparent procurement, efficient logistics and sound financial management;
  • Coordinate procurement activities and support the project team with the recruitment of national and international consultants and the selection of the implementing partners and contractors (SPCA, RFPS, LOA) and manage electronic/manual registry of all correspondence;
  • Keep and update absence monitoring records.

The key results have an impact on the programme, implementing, monitoring and reporting and adherence to UN Women rules and regulations.

Habilidades y experiencia requeridas

Education and Certification:

University degree in economics, international relations, gender studies, management, political sciences, or others. Master degree will be considered as the advantage.

Experience:

  • At least five year(s) of working experience in programming, administration and finance in development or/and humanitarian sector;  
  • Proven experience or understanding of issues of gender equality and the empowrement of women;
  • Proven track record and experience in reporting and communicating results, and developing programme and project planning documents;
  • Experience and advance knowledge in the usage of computers and office software packages (MS Word, Excel, etc.) and database packages;
  • Prior work experience with UN or other international organization will be considered as an asset.

Language Requirement:

Fluency in English and Serbian both verbal and written, is required.
