Antecedentes

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.?

Placing women rights at the centre of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into actions throughout the World.? It will provide strong and coherent leadership in support of Member States priorities and efforts; building effective partnerships with civil society and other relevant actors.

Deberes y responsabilidades

OBJECTIVE

To contract a consultant for translating the UN Women's Strategic Plan (SP), in line with Paraguay´s national priorities, into development initiatives and results by developing, implementing and managing programs and projects; developing effective partnerships with Government counterparts, UN System Agencies and Organizations, CSOs, and with bilateral and non-traditional donors in order to promote inter-agency partnerships, and mobilization of visibility and resources to advance gender equality and women's empowerment.

ACTIVITIES AND SCOPE OF WORK

The successful performance of the incumbent of his/her key functions directly result in effective and strategic development, implementation and management of high quality country programs and projects and achievement of quality results which in turn directly impact on the credibility and image of UN Women as an effective and efficient partner and as the leading knowledge-based technical and advocacy organization for gender equality and the empowerment of women.? Under the supervision of UN Women Country Representative, the consultant will be responsible for the following activities:

Activity 1

Strategic programme portfolio development and planning

  • Assess national social development trends and identify emerging issues of relevance to the mandate of UN Women to identify opportunities for development planning to advance UN Women goals and objectives in the country;
  • In close consultation/collaboration with national development stakeholders and partners, identify strategic program opportunities, approaches and modalities to strengthen UN Women country presence and relevance;
  • Lead the formulation, planning and preparation of the Country Strategic Plan (SP) based on UN Women's SP and Regional and National priorities, in collaboration/consultation with government, civil society, UN partners and stakeholders and Country Representative;

Activity 2

Resource mobilization for Paraguay Country Office programme

  • Maintain active relationship and partnership with the Government, NGOs, UN system and agency partners, intergovernmental and non-governmental organizations, regional commissions, institutes, academia, media, and private sector on women's issues to enhance collaboration, resource mobilization and/or share ideas and to influence agenda and priority setting;
  • Conceptualize, design and implement country resource mobilization strategies;
  • Plan and oversee the implementation of public information and fund raising events;
  • Development of and updating of the business case for funding UN Women in the country.
  • Identify and consolidate opportunities for funding programme portfolio.
  • Development of programme funding proposals and maintenance of portfolio programmes for funding pipeline in the country, including profile of results achieved and current/ future funding needs.
  • Liaise with Regional Office resource mobilization team for two way communications regarding funding opportunities and developments.
  • Support capacity development for resource mobilization in the Country Office.

Activity 3

Donors relations

  • Development, expand and maintenance of overview of current donor support to UN Women in the country, including funding profiles.
  • Liaise with donors, including through regular and ad hoc convening’s.
  • Identify non-traditional donors such as the private sector, foundations, etc.

Activity 4

Country programme management?

  • Develop and propose strategies to ensure regular program monitoring and evaluate progress for timely action and intervention to achieve results; to lead and manage the preparation of UN Women mandated country reports and submit timely reports ensuring relevancy, quality and appropriateness of content and presentation; and to plan and manage monitoring and evaluation of programs and projects. Evaluate results and take appropriate action.
  • Contribute to regular assessments of the country strategic plans and implementation plans and identify lessons learned and areas of emphasis to underpin consistently improved programming and future SP development.

Activity 5

Supports UN Women´s activities on Representation and advocacy

  • Advocate on behalf of UN Women to help raise awareness and stimulate action to advance gender equality and women's rights;
  • Carry out ongoing advocacy to ensure that UN support towards realization of the national plans and priorities are done in a gender responsive manner, and within agreed international frameworks that promote and protect gender equality.

EXPECTED DELIVERIES

Payments will be made per the following schedule of disbursements in local currency and will be disbursed over a period of 30 days upon delivery and acceptance of the expected product/s:

Activity 1

Deliverables/ expected products

Country Strategic Plan that contains identified program opportunities, approaches and modalities to strengthen UN Women country presence and relevance; based on Regional Office´s and National priorities.

Up to date information report relevant to donor intelligence, including bi-lateral and non-traditional donors as these relate to UN Women strategic priorities.

Programme funding proposals developed and summary report of the portfolio programmes for funding pipeline in the country, including profile of results achieved and current/ future funding needs

RESPONSIBILITY OF THE CONSULTANT

  • It is the responsibility of the consultant to complete the activities and present the deliverable/s according to the timeline specified in section VI.
  • It is the responsibility of the consultant to obtain primary and secondary information from other sources, if required, for the finalization of the agreed deliverable/s.?
  • The consultant will work in close coordination with Country Representative and Paraguay´s Country team Government, Civil Society, UN partners and stakeholders.
  • The consultant is not a staff member of the United Nations.

SUPERVISION OF THE CONSULTANT

The consultant reports to the Country Representative who provides general direction and guidance.

  • In-depth knowledge of RBM and theory of change will be considered an asset;
  • Familiarity with the LAC Region and women´s status in Paraguay will be considered an asset;
  • Good knowledge of UN Women, its objectives and activities and the UN System will be considered an asset;
  • Excellent analytical and writing skills;

Habilidades y experiencia requeridas

QUALIFICATIONS

Education

  • Master´s degree or equivalent in development related disciplines, economics or public policy or other social sciences fields.

Experience

  • A minimum of 10 years of extensive development experience that combines strategic and managerial leadership in aid development cooperation, some of which in gender and women´s issues programming, at the international level, preferably in developing countries within the UN System, Agencies, Funds or Programs or UN Missions;
  • Experience in elaboration and implementing resources mobilization strategies;
  • Experience working in Latin America with different stakeholders, including private sector, Government, Intergovernmental and NGOs;
  • Language requirements
  • Fluency in both English and Spanish is required;
  • Working knowledge of other UN official language is an asset.

  • Full time presence on UN-Women premises, and UN Women will provide office space and required equipment.
