Antecedentes

The United Nations Office for South-South Cooperation (UNOSSC) aims to be a robust knowledge hub providing advisory and consulting services to Member States and United Nations entities on South-South and triangular cooperation enabling developing countries to effectively face their leading development challenges and harness global opportunities to address them, in tandem with monitoring progress on implementing the Buenos Aires Plan of Action, New Directions Strategy and the Nairobi Outcome.

UNOSSC engages with Member States globally, regionally, as well as within the UN system to facilitate practical expressions of Southern solidarity towards the achievement of internationally agreed development goals.  UNOSSC works with a wide range of partners including global centers of excellence to intensively explore how building endogenous capacity be encouraged, how broadening and sharing technological advances within the global South will systematically occur, and how emerging innovative financing mechanisms can be harnessed through South-South and triangular cooperation. UNOSSC ensures that our southern constituencies have timely access to high quality analytical planning, mapping, programming, and reporting on data, trends and opportunities that will propel South-South and triangular cooperation in ways that ensure success.

UNOSSC’s Junior Policy Analyst will support the Policy, Intergovernmental Support, and UN System Coordination team to raise awareness and enhance South-South and triangular cooperation through; monitoring progress in South-South cooperation globally; preparing publications, reports and advocacy materials; supporting international dialogue among southern countries; coordinating focal point networks; providing advisory services  to Member States; and supporting training programmes.

Deberes y responsabilidades

  • Undertaking research on a range of development topics that could benefit from a South-South and triangular cooperation approach to development, in the context of the 2030 Agenda for Sustainable Development;
  • Support the coordination of UNOSSC’s network of  South-South focal points (national and interagency), and in the regular communication with UNDP Regional Bureau’s, Resident Representatives, UNDG, and UN country teams;
  • Assist UNOSSC in its research, writing and administrative role and in its communications with Bureau members of the High-level Committee on South-South Cooperation;
  • Support the drafting of substantive written materials, including statements, briefings, op-eds, opinions, articles, talking points, key messages and other written communications;
  • Support the management and maintenance of the Office’s UN Stakeholder’s virtual workspace on the UNOSSC website;
  • Provide logistical and administrative support to the UNOSSC in its coordination with various stakeholders in preparation for UNDG South-South and Triangular Cooperation Task Team meetings;
  • Other tasks, as requested by the Deputy Director for Policy and Strategic Partnerships.

Habilidades y experiencia requeridas

Education:

  • An advanced university degree in international development, economics, sustainable development, social science or related field (second university degree or higher).

Experience:

  • Excellent general understanding of development cooperation, sustainable development, and other related issues;
  • Experience working collaboratively in a team structure in a multicultural environment;
  • Experience working with the Microsoft Office suite, and particularly in development of PowerPoint presentation materials;
  • Familiarity with the UN system in general and/or with South-South development cooperation in particular are an asset.

Language:

  • Proficiency in English;
  • Knowledge of another official language of the UN (Arabic, Chinese, French, Russian and Spanish) would be an asset.

  • Financial Proposal: Applicants are requested to submit a financial proposal in the form of a monthly rate in US dollars including all expenses for the assignment. Kindly note available resources to fund this Individual Contract are limited to a Junior Consultant fee.  Proposal exceeding USD $4,400 per month might not be considered, as they fall outside the budget available for this assignment.

 Evaluation / Selection Process

Method: cumulative analysis method will be used to evaluate proposals.

The evaluation Criteria as shown below shall be used to evaluate all the proposals received. The award of the Individual Contractors Contract shall be made to the individual contractors whose offer has been evaluated and determined as:

Responsive/compliant/acceptable, and

Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical Criteria weight; 70 points
  • Financial Criteria weight; 30 points

The following formula will be used to evaluate financial proposal: p = y (µ/z),

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated;

1.- Technical Proposal (70%): Selection criteria are as follows:

  •  Excellent research skills, strategic thinking with the ability to deliver consistently high quality, well-written, thought-provoking materials under pressure and tight deadlines (30 points)
  • Good understanding of development cooperation, including South-South and triangular cooperation (20 points);
  • Ability to work collaboratively and effectively with a range of stakeholders, in particular governments, multilateral institutions and intergovernmental organizations, displaying high aptitude for partnership-building and diplomatic skills  (30 points);
  • Experience providing technical assistance to developing countries and knowledge of the United Nations system (20 points).

Only candidates that obtain a minimum of 70 points in the technical evaluation would be considered for the Financial Evaluation.
