The United Nations Development Programme (UNDP) is the UN’s global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. Within a dynamic and diverse region, UNDP serves the countries in Asia and the Pacific through its network of 24 Country and Multi-Country Offices, the Bangkok Regional Hub and UNDP Headquarters in New York. Within the framework of the UNDP Strategic Plan 2014 – 2017, UNDP supports countries in developing policies, leadership skills, partnering abilities, institutional capabilities and building resilience to sustain development results. Inclusive growth, better services, environmental sustainability, resilience to climate change and disasters, good governance, and security are fundamental to development progress. UNDP offers its expertise in development thinking and practice as well as its decades of experience working at country level, to help countries meet their development aspirations and to bring the voices of the world’s peoples into deliberations.

 

With the graduation of many countries from Least Developed Country classification to the lower and upper Middle Income Country categories, the traditional donor funding base for these countries is shrinking dramatically. Recognizing that development needs remain in many countries that require financing, UNDP has embarked on a path of offering its services as policy advisor, project implementer, procurement agent, accessor of global funds, and knowledge broker, as required. This model has made UNDP increasingly dependent on vertical funds and the entrepreneurship of its staff to unlock domestic funding sources.

 

UNDP is currently designing its new corporate Strategic Plan 2018 – 2021 and at the same time scans the horizon and looks at trends. In Asia-Pacific region, UNDP is preparing a new regional programme and wants to revamp how it delivers development in partner countries. It is seeking to influence the development discourse internally with stronger focus on innovations, and experiments with future scenario building exercises to anticipate and prepare for factors impacting the trajectory of the countries. It aims to design innovative business models for UNDP at country-level that rely on a clear and compelling value proposition. To enable Country Offices to adapt continuously in foresight of changes in their environment, UNDP in the Asia-Pacific region has embarked on an initiative in 2017 to fundamentally rethink why, how and what it delivers as its business at country level. The expected outcome of this initiative is to have more ‘future-proof’ Country Offices that can anticipate, adapt to, and influence change, and which offer strategic services based on forecast demand.

 

The Regional Bureau for Asia and the Pacific (RBAP) aims to establish a Roster of Consultants to accommodate the rising demand from Country Offices for strategic design services to help them to be “fit for purpose” to deliver value and to be the partner of choice for programme country governments, donors, civil society, the private sector, international financial institutions, etc.

Expected Outputs and Deliverables

 

Consultants on the roster is expected to provide high-quality services and advice to UNDP Country Offices in changing the ways they work across their value proposition, partnerships and strategic positioning, financial sustainability, business processes, and working in a team.

The demand for services from Country Offices is diverse, and may include, inter alia:

  • Advice, based on relevant inter-disciplinary knowledge, on systematically integrating design thinking and strategic innovation in the design and implementation of development programmes to address complex socio-economic challenges;
  • Design of specific innovative and anticipatory solutions for policy and programme interventions and/or for organizational change;
  • Develop prototypes and iteration of new approaches, in consultation with the Country Office teams;
  • Bring new ideas on creating a culture of empowerment and collaboration to enable staff resourcefulness and initiative;
  • Strategic positioning analysis and advice, e.g. related to comparative advantage, partnerships, vision, mission and values.

 

Deliverables are pre-identified and agreed upon between the Country Office, RBAP and the Consultant.

Institutional Arrangements

Consultants on the roster can be deployed to work with the UNDP Regional Hub in Bangkok and any Country Office in the Asia-Pacific region, and/or to work from their own respective locations (remote support).

Consultants on the roster are required to produce Engagement/Mission Reports and Action Plans for each assignment. The intellectual property of all deliverables produced during the assignments will belong to UNDP. Experts on the roster are expected to provide their own laptop computer, with required software with Internet access. COSQA will provide support with agenda planning for missions and shall provide visa facilitation, to the extent possible.

Required Skills and Experience

 

Education:

Master’s Degree in Strategic Design, Design, Business, Science, Technology, Social Sciences, or a related field.

 

Experience:

  •     A minimum of 10 years of experience in applying strategic design thinking in the public or private sector;
  •     Demonstrated knowledge of and experience in applying innovative methodologies and tools, including foresight methodologies;
  •     Familiarity with the work of UNDP or other UN agencies, funds and programmes would be advantageous, but is not a requirement.

 

Language:

 

    Fluency in oral and written English is required.

 

Application Procedure

  • Brief description of why the candidate considers her/himself the most suitable for the assignment, and how her/his relevant experience in strategic design fits the competencies and profile required (not more than 1,500 words);
  • Professional fee in USD, per day. The daily rate specified in the submission will be considered as a ceiling amount / maximum daily fee.

CV must include:

    Past experience with similar projects; and

    At least three references, including telephone and email contact details.

 

Work sample:

A work sample. This can be multi-media information on a previous project that the candidate worked on (clearly relatable to her/him), a report, article, video link, etc. There is no prescribed format.

Evaluation

Applicants will be shortlisted based on compliance with the minimum required education, experience and language skills stated in the Terms of Reference.

The shortlisted applicants will then be evaluated based on cumulative scoring:

 

    Qualified (see requirements above);

    Technical evaluation (maximum 70 obtainable points);

    A review of the daily fee proposed by the applicant to determine adherence to maximum allowed UNDP daily fees. Only candidates obtaining a   minimum of 49 (70%) points on the technical evaluation will be considered for the financial review.

 

Criteria and scores for technical evaluation (total obtainable points: 70):

 

    Criteria 1: Education – up to 5 points (Master’s degree – 3 points; additional relevant academic qualifications – up to 2 points; Source: CV);

    Criteria 2: Relevant working experience in the required areas and technical knowledge – up to 65 points (10 years of demonstrated relevant experience in strategic design and innovation in the the public and/or private sector – 20 points; additional years of relevant experience and/or experience working with clients in multiple sectors – 5 points; evidence of applying innovative methodologies and tools, including foresight – 15 points; quality of work sample – 20 points; UNDP determination of a good “fit” for the competencies and attributes listed in the Terms of Reference – 5 points; Source: CV, work sample, motivation statement, interview as applicable, references).

 

Inclusion in the Roster

The addition of an individual in the roster does not guarantee a contract with UNDP.

 

Contracting

 

Once a Consultant is included in the roster, upon receipt of a request for services from the hiring unit, the Roster Manager will screen the roster to identify a match between one or several Consultants and the requirements stipulated in the Terms of Reference for each corresponding assignment. UNDP may conduct a secondary competition/interview among several Consultants to ensure that her/his qualification fits for a specific project, including availability on duration/time required. The identified Consultant will be contacted to confirm availability and to submit a full financial proposal. Criteria for award of contract will be dictated by the availability, the level of matching of the expertise with the requirements in the Terms of Reference and the cost of the assignment. The daily fee quoted during this application process shall remain as the ceiling fee and cannot be increased for any offered assignment.

 

Travel:

  • All envisaged travel costs for travel should be included in the Offeror’s financial proposal for a specific assignment;
  • In the event of unforeseeable travel, payment of travel costs including tickets and living expenses will be agreed upon between the respective UNDP Office and the Individual Contractor;
  • The UN Advanced and Basic Security in the Field II courses must be successfully completed prior to commencement of travel.
  • Consultants are required to comply with the UN security directives, set forth under training.dss.un.org.

 

Payment:

    Payment schedule for each assignment will be indicated in the specific TOR.
