Antecedentes

More than two decades long civil war between the Government of the Sudan and the Sudan People’s Liberation Army/Movement (SPLA/M) has left Sudan with a large scale landmine//Explosives Remnants of War (ERW) contamination problem. Landmine/ERW contamination threatens civilians and impedes economic recovery and development. Contaminated land reduces agricultural activity and productivity and thereby the sustainable livelihoods of rural communities. Landmines/ERW contamination on key logistical/supply routes and feeder roads continues to hamper safe and free movement, trade and humanitarian interventions, and endanger the lives of local communities, internally displaced persons (IDPs), refugees, and staff of aid community. The presence and/or perceived threat of landmines/ERW prevents and delay IDPs and refugee populations from returning to their hometowns, and as a result, constrain recovery, reconstruction and development efforts in mine/ERW and war affected areas.

Memorandum of Understanding (MOU) was signed among the GoS, the SPLM and the United Nations Mine Action Service (UNMAS) on 19 September 2002 in Geneva, which provided the framework for mine action activities to be undertaken throughout the Sudan. In addition, the CPA and the UN Security Council Resolution 1590 further enhanced the mandate and role of the UN in the Sudan in the field of mine action.

There are five UN agencies actively engaged in undertaking various mine action activities within the unified framework of the United Nations Mine Action Office (UNMAO) in close coordination and cooperation with concerned national and local authorities. The UN agencies involved in mine action and their respective roles include:

United Nations Mission in Sudan (UNMIS), in cooperation with the United Nations Mine Action Service (UNMAS), conducting humanitarian demining and providing coordination and technical advice in support of the UNMIS mandate and the CPA.
United Nations Development Programme (UNDP), providing support to national authorities in building sustainable local/national mine action capacities,
United Nations Children Fund (UNICEF), undertaking mine risk education projects,
World Food Programme (WFP) undertaking clearance of key supply and access routes,
United Nations High Commission for Refugees (UNHCR) providing mine risk education returning refugees and IDP and undertaking clearance of areas required for resettlement of refugees and IDPs.

Within the UNMAO, UNDP is the lead UN agencey for Mine Action Capacity Building and Programme Development with the goal to provide comprehensive management, technical, material and financial support to the Mine Action Authorities in the Sudan (North and South). The desired outcome of this project is National Mine Action Authorities (North and South), with all their necessary sub structures to effectively manage the mine action in support of recovery, rehabilitation and development work within the framework of International Mine Action Standards (IMAS).

Deberes y responsabilidades

Based at the office of the Southern Sudan Demining Commission (SSDC), and under the overall supervision of the UNDP Senior Technical Advisor (STA), Mine Action Capacity Development, the TA is responsible for the management of all the UNDP mine action capacity building and programme development projects in Southern Sudan.

1. Provide technical assistance, advice and support to the Southern Sudan Demining Commission (SSDC) on efforts to build its capacity to undertake all aspects of mine action as an integral part of the Southern Sudan's programme for post conflict recovery, rehabilitation and development, focusing on institutional and individual capacity development, includin

Assist the SSDC in strengthening and expanding the existing institutional framework for mine action in Southern Sudan.
Facilitate the review, formulation, and promulgation of Southern Sudan mine action policy and strategy, with a focus on national capacity development and ownership.
Advise the SSDC, civil society and other UNDP projects on the implementation, monitoring and compliance with the Ottawa Antipersonnel Mine Ban Convention; and other relevant treaties/instruments.
Be responsible for all UNDP related aspects of the on job training of the staff of NMAC and SSDC.

2. In cooperation and coordination with other agencies, assist the SSDC in the formulation and implementation of short, medium and long term mine action programmes and work plans in support of recovery, reconstruction and development initiatives and interventions.

3. In cooperation and coordination with the UNDP Southern Sudan capacity development coordinator ensure that the mine action capacity development project is incorporated into all cross cutting capacity development projects.

4. Advise and support the SSDC on the planning, coordination, and prioritizations of capacity development needs.

5. Support the efforts of the Government of Southern Sudan, the SSDC, UNDP and other mine action and development actors to ensure that mine action activities are an integral part of recovery, reconstruction and development strategies, objectives, plans and budgets.

6. Liaise closely with the other departments of the UNMAO in ensuring that the UNDP’s role in the transition plan is supporting the overall objective of the transition plan.

7. Ensure that the objective, outputs and outcomes of the UNDP mine action project are integrated within the UNDP Southern Sudan office, particularly within the Crises Prevention and Recovery Unit (CPRU); and that activities are coordinated with other projects of UNDP, including Rule of Law and Governance (RoL), Demobilizations, Disarmament and Reintegration (DDR) and Community Security and Small Arms Control (CSSAC).

8. Assist UNDP, UNMAO and SSDC and other stakeholders, in the implementation of the transition plan, to progressively transfer the management of mine action from the UN to full national management and ownership

9. Advise, coordinate and liaise with the UNDP Mine Action STA, the Head of the UNDP Juba Office (Southern Sudan), SSDC, relevant UN Agencies, donors, international and national organizations on mine action related issues.

10. Manage funds allocated by UNDP Sudan for mine action projects in Southern Sudan.

11. Assist with efforts to mobilize resources in support of Mine Action in Southern Sudan.

Habilidades y experiencia requeridas

Education:

Advanced university degree in Social Sciences, International Relations, Policy Studies, Political Science, management or other development related areas or equivalency

Experience:

Minimum of seven (7) years' relevant experience with at least four years experience in development and/or mine action programming.
Four years experience managing projects with a special focus on capacity building;-
Solid understanding of development concepts, and related practices, in both post-conflict and development setting.
Knowledge of the UN system, management of UN mine action projects, and familiarity with UN procedures are desirable.
Knowledge of mine action and experience from the region/Sudan is an asset.

Language requirements:

Fluency in both written and spoken english.
