Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Training Centre (TC) in Santo Domingo is envisioned to become the UN leading Centre of Excellence in training for gender equality. The UN Women TC offers training for gender equality and women’s empowerment to staff from UN Women and other UN agencies, as well as to government, civil society and partners. The gender capacity-development programmes range from basic and introductory levels to specialized and advanced levels, aimed at diverse audiences with different backgrounds. In terms of capacity-development strategies and techniques, the TC makes maximum use of on-line training techniques, paying special attention to e-learning courses and an active learning approach.

In 2012, the UN Women Training Centre conducted a survey among UN Women regional offices in order to assess the needs of UN Women, UN staff and external partners. A main finding from the survey was that gender-responsive planning and budgeting (GRB) was a topic of great interest for UN Women, the UN System and external partners.

Gender-responsive planning and budgeting is also included as part of Impact Area 5 of the UN Women Strategic Plan (2014-2017): “governance and national planning fully reflect accountability for gender equality commitments and priorities”. The team supporting this area of work is located in the Leadership and Governance Section of the Policy Division.

Within the Leadership and Governance Section, the Governance and National Planning team (GNP) supports the organization’s efforts to ensure gender-responsive governance frameworks that focus on public sector functions related to priority setting in service delivery and investment (planning and budgeting). UN Women’s work on Governance and National Planning builds on its GRB programming and expands its scope to engage with mainstream planning processes, to upscale the approaches and lessons learnt and to institutionalize them within public administration at large.

In collaboration with the Leadership and Governance Section, the Training Centre has included in its 2014 and 2015 work plans the development of a training package. Considering that some experiences and training products already exist in different regions, as a first step the UWTC undertook a mapping and desk review which identified existing GRB courses and their main characteristics, identified courses specifically developed by UN Women and determined which of the available courses could be included as part of this training package. It was decided to develop three progressive courses: a basic self-paced course, an intermediary online moderated course and an advanced face-to-face course. The intermediary and advanced courses were piloted in 2016-2017, in a collaboration between the Training Centre and the Leadership and Governance Section. The contents of the moderated course were translated into Spanish and French and three courses were delivered in 2017, one in each language. The Training Centre plans to deliver the advanced face-to-face course in Spanish in September 2017, in Santo Domingo.

Face-to-face courses in Spanish delivered and evaluation report ?:

  • Prepare agenda and content of face-to-face course Prepare pre and post tests and needs assessments
  • Prepare contents, methology, activities, agenda of the face-to-face course
  • Deliver 5-day training with another trainer
  • Participate to end of the day quick evaluations
  • Support facilitation team and participants during the 5 days

Habilidades y experiencia requeridas

Education:

  • Master degree, preferably in Development Economics, Public Policy, or similar areas and Gender studies.

Work Experience

  • Minimum of 5 years of relevant experience in gender mainstreaming and/or gender-responsive planning and budgeting
  • Minimum of 5 years of relevant experience in the field of training for adults, capacity building, and transformative education
  • Work experience in knowledge management and capacity development projects
  • Experience in facilitating participatory, interactive, multi-cultural training for adults
  • Work experience in coordinating participatory processes
  • Experience working with civil society, NGOs and other development and cooperation organizations at national level
  • Familiarity with the UN system will be an asset.      

Languages:

  • Excellent command of written and spoken Spanish. Working knowledge of French and/or English is an asset.
