Antecedentes

The Minamata Convention is a global treaty to protect human health and the environment from adverse effects of mercury. The major highlights of the Minamata Convention on Mercury include a ban on new Mercury mines, the phase-out of existing ones, control measures on air emissions, and the international regulation of the informal sector for artisanal and small-scale gold mining. The Government of Malaysia signed the Convention on 24 September 2014 and convention will enter into force 90 days after it has been ratified by 50 nations. To facilitate the early entry into force of the Convention, a Minamata Convention Initial Assessment (MIA) will allow a country to collect information to determine what is needed in order to ratify the Convention and, subsequently, to provide a basis for any further work towards implementation. The development of a country’s MIA will assist the country in taking its decision to ratify and notify the Convention in accordance with Article 7; to develop its National Implementation Plan in accordance with Article 20; and to prepare a national plan to reduce emissions of mercury in accordance with Article 8.

Deberes y responsabilidades

The primary jobscope is to undertake an MIA to determine the national requirements and needs for the ratification of the Minamata Convention and establish a national foundation to undertake future work towards the implementation of the Convention.The consultant is also expected to facilitate the coordination work among stakeholders including organizing seminars/workshops/training courses and delivering effective presentations. 

The consultant will be required to:

  • Prepare, write and develop the Inception Report for approval by MNRE based on the discussions and meetings with stakeholders;
  • Provide review and analysis on existing regulations/guidelines/reports in Malaysia related to the Mercury;
  • Undertake a Mercury Inventory  exercise and prepare the National Mercury Profile making use of the UNEP "Toolkit for identification and quantification of mercury releases", intended to assist countries develop a national mercury releases inventory;
  • The inventory exercise will also include: a. Identification and assessment of the amounts of emission sources of mercury and release sources of mercury to land and water; b. Identification of old, historical sources of mercury contamination (such as abandoned mining sites); and c. Identification of key sectors, municipalities, communities and other stakeholders affected by or involved with important Mercury sources and/or emissions.
  • Based on the data gathered, to prepare a National Mercury Profile for review, approval and adoption by the NSCMC during a national stakeholder workshop.
  • Prepare the National MIA Report for review of the NSCMC.
  • Undertake a capacity assessment of government agencies
  • Conduct training sessions (at least 2) on mercury for stakeholders working on Mercury.
  • In consultation with implementing partners, to prepare the National Implementation Plan.
  • Prepare the required project management reports such as Mid Year Project Report, Annual Project Report and other reports as needed by MNRE and UNDP.

Methodology:

The Consultant will be focusing on the technical aspects of the project. The person shall report to the National Project Director and UNDP according to the agreed reporting period and will be based at MNRE’s office in Putrajaya.

Expected Output:

Corresponding to the scope of work, the consultant is expected to produce:

  • Expected outputs as below:
    • Inception Report
    • Report on existing regulations/guidelines related to Mercury
    • Report on Mercury Inventory
    • Developed National Mercury Profile
    • National Mercury Initial Assessment report
    • Submission of project management report and progress

Duration:

12 months

Terms of Payment:

The fee is payable upon satisfactory completion and acceptance of the deliverables by Project Management Unit and UNDP Malaysia. Breakdown of deliverables and percentage is in annex1.

Habilidades y experiencia requeridas

  • Master’s Degree or equivalent in Science, Engineering, Chemicals management or other equivalent disciplines.  Bachelor’s degree with more than 3 years of experience is accepted inlieu of the Master’s degree.

Experience:

  • Minimum 5 years of relevant professional experience;
  • Knowledgeable in institutional setting, policies, reporting procedures and chemical management of Malaysia is a must;
  • International experience especially in the Asia Pacific region will be an advantage;
  • Knowledge on Rotterdam Convention, Stockholm Convention, Basel Convention, Strategic Approach to International Chemicals Management (SAICM) and Globally Harmonised System of Classification and Labelling of Chemicals (GHS) and the Minamata Convention is preferred.

Language:

Proficient in English. Proficiency in Bahasa Malaysia will be an added advantage.

Evaluation:

The candidate will be evaluated based on the methodology of Cumulative Analysis.

The award of the contract will be made by UNDP to the candidate whose offer has been evaluated and determined as responsive, compliant and acceptable, and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation:

Technical criteria weight (70%):

  • Technical knowledge on the proposed topics;
  • Experience in social sciences research;
  • Familiarity with the scope of research.

Financial criteria weight (30%)

Only candidates obtaining a minimum of 50 points will be considered for the Financial Evaluation.

Confidentiality and Intellectual Property:

  1. All data provided in the project will be used only for the purpose of the research. The expert shall not use any data provided for purposes other than the identified scope of work above.
  2. Any publications arising from the work undertaken above will require written consent of the data owner and UNDP Malaysia.
