Antecedentes

Gender equality is a recognized component of the SDGs as Goal 5. While the goal on its own is necessary, gender equality is also recognized as an accelerator for progress with multiplying effects across the spectrum of the entire SDGs. Interventions to remove gender equality barriers, interventions to eliminate harmful gender stereotypes, or interventions to empower women to claim and exercise their equal rights, are all examples of the entry points for the SDGs acceleration.

 

One area of barriers to gender equality that demand urgent attention is unpaid care and domestic work. For many women and girls across the world, unpaid care and domestic work has been considered their ‘natural’ responsibility. Unpaid care and domestic work is unequally distributed within households and communities. Women and girls spend disproportionately longer hours than men and boys on unpaid care and domestic work, making them ‘time-poor’, and diminishing their opportunity to enhance their human capital. They are deprived of their rights to education, paid employment, and leisure and recreation, and their social, economic and political opportunities are constrained.  Investing in the care economy could have enormous benefits for women and the society in terms of lightening women’s disproportionate burden, increasing agency of women, and transforming unpaid care and domestic work.

The explicit inclusion of unpaid care and domestic work in Goal 5, target 5.4, of the SDGs marks an unprecedented advance in the care agenda in terms of the visibility of care as a central dimension of sustainable development.  It represents the recognition that transforming unpaid care and domestic work is a prerequisite for gender equality and the sustainable development outcome.

The main objective of this consultancy is to undertake research on identifying and simulating possible impacts of a policy measure to support gender equality with an emphasis on unpaid care and domestic work, such as the provision of affordable quality childcare, on different sectoral policies including but not limited to, energy, agriculture, environment, education or health.

Scope of work:

Under the overall guidance of the Regional Gender Team Leader at the UNDP Asia Pacific Regional Hub, the consultant will undertake policy impact analysis of the provision of quality childcare on different sectoral policies, in a country in Asia and the Pacific as determined in consultation with the Regional Gender Team Leader. The consultant is expected to present the findings of policy impact analysis in the context of a single country identified taking into account the availability of data and information required, and other relevant considerations.

The consultant will have three deliverables in increments:

  • Outline of the methodology and the structure of the content upon the country selection;
  • Initial draft report (25-30 pages including visual data presentations);
  • Final report incorporating feedback on the initial draft report.

Performance of the consultant is monitored closely, and regular feedback will be provided by Regional Gender Team Leader.

Institutional Arrangement

Under the overall guidance of the Regional Gender Team Leader at the UNDP Asia Pacific Regional Hub, the consultant will work closely with Regional SDG Policy Specialist as well as other members of the Bangkok Regional Hub, including but not limited to members of the Regional Inclusive Growth Team.

Weekly meetings with the Regional Gender Team Leader will be organized to monitor the progress and to ensure the timely delivery of the final product.  Additional meetings will be arranged as required.

 

Duration of Assignment

Up to a maximum of 30 working days over a period of maximum 2 months.

28 August – 27 October 2017.

 

Duty Station and Expected Places of Travel

 Duty station will be Home-based.  No travel will be required.

Habilidades y experiencia requeridas

Essential

  • Master’s degree or equivalent in relevant areas such as Public Policy, Gender Studies, Development Studies, Economics, Finance, or equivalent;
  • Minimum 5 years of relevant professional experience in the areas of public policy development, public policy review/evaluation, gender policy analysis and policy-making, and gender and economic planning;
  • Minimum 3 years of experience with extensive online research and analytical writing;
  • Minimum 3 years of experience with quantitative research and data collection.

Desirable

  • Working knowledge of decision-making processes in public policy formulation, public service delivery, and capacity building of governance institutions, would be desirable;
  • Previous relevant experience with UNDP or the broader UN System would be an asset.

Price Proposal and Schedule of Payment :

Consultant must send a financial proposal based on Lumpsum

The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages:

  • Deliverable 1 - Outline of the methodology and the structure of the content upon the country selection: 30% of total contract amount
  • Deliverable 2 Initial draft report (25-30 pages including visual data presentations): 30% of total contract amount
  • Deliverable 3 Final report incorporating feedback on the initial draft report: 40% of total contract amount

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Travel costs shall be reimbursed at actual but not exceeding the quotation from UNDP approved travel agent.  The provided living allowance will not be exceeding UNDP DSA rates. Repatriation travel cost from home to duty station in Bangkok and return shall not be covered by UNDP.

 

Criteria for Selection of the Best Offer

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%). and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment

 Technical Evaluation Criteria (maximum 100 points):

  • Knowledge on gender equality challenges in Asia and the Pacific (10%);
  • Professional policy research experience in the areas of gender equality and women’s empowerment (20%);
  • Professional policy impact analysis experience in the areas of gender equality in a national development context (20%);
  • Ability to identify, collect and compile data related to policy impact analysis on gender equality and women’s empowerment (20%);
  • Academic background in economic and social development policy and planning with emphasis on gender equality and women’s empowerment (10%);
  • Fluency in written English (20%);
  • Working knowledge of UNDP or other UN entities and agencies is an asset.

 Only candidates obtaining a minimum of 70% of the total technical points would be considered for the Financial Evaluation.

c) Brief description of why the applicant considers him/herself as the most suitable for the assignment, relating how he/she proposes to conduct the assignment to their previous experience.

d) Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided.  If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
