Antecedentes

Gender responsive peacebuilding interventions of the CO were designed to address many of the root causes of the conflict in Liberia by, among other methods, using and strengthening inclusive community based structures and mechanisms for conflict resolution. An important aspect of this was to promote the role of women and their role in management of natural resources, including land and community structures mediating and negotiating conflicts and finding solutions to gender based violence. Specific emphases were put on the sustainable livelihoods for women, and other groups through an inclusive approach that would empower them to engage positively with each other and with local and national institutions including security institutions and the local government.

UN Women Liberia Country office is seeking experienced and qualified evaluation team to conduct the evaluation of its peacebuilding portfolio focusing primarily on minimum two key peacebuilding interventions implemented by the CO in the period 2013-2016. The evaluation will be commissioned by the Country Office (CO) as a formative (forward-looking) evaluation to support the CO and national stakeholders’ strategic learning, decision-making and future peacebuilding programming recommendations.

Deberes y responsabilidades

Collaborate with the Team Leader to deliver key evaluation products:

Inception report:  

  • Conduct desk review regarding UN Women – peacebuilding programming: annual reports, donor reports, project documents, evaluation reports, baseline survey etc;
  • Participate in preparation of the inception report (outlining the design, methodology, sources of information, list of people to interview, required resources and indicative work plan of the evaluation team with the annexed work plan);

Data collection:

  • Collect and analyse data from the field including the baseline survey report;
  • Preliminary results of the evaluation:
  • Present preliminary results of the evaluation to stakeholders prior to drafting the evaluation report;

Evaluation report:

  • Participate in the drafting of the evaluation report and end-line survey report, as necessary.

Habilidades y experiencia requeridas

Education:

  • At least a college or university degree in social sciences e.g. sociology, international development, gender/women studies, peacebuilding or related area

Experience:

  • Proven working experience of at least three years of conducting gender-responsive evaluation of development programmes and applying qualitative and quantitative evaluation methods;
  • Experience in designing evaluations and coordinating/leading evaluation teams within UN, international or national organizations, preferably in the African context;
  • Technical knowledge and expertise in gender equality and women’s empowerment, gender mainstreaming, gender analysis and the related mandates, preferably within the UN system; experience/knowledge of women peace and security mandate or projects preferred;
  • Expertise in gender equality and women’s empowerment, gender mainstreaming, gender analysis and the related mandates within the UN system;
  • Ability to produce well written reports demonstrating analytical ability and communication skills.
  • Excellent communication skills including ability to communicate with different stakeholders such as the country partners, senior management team as well as Civil Society Board members; knowledge of local language is desirable;
  • Country experience within Liberia or West Africa desirable
  • Awareness of UN Women thematic areas of Peacebuilding and Humanitarian Action, Elimination of Violence Against Women, Women Political Participation, Women Economic Empowerment;
