Antecedentes

The Civil Service Academy under the President of Turkmenistan (hereinafter named as the Academy or CSA) was established by the Presidential Decree in September 2008 which regulates the activities of the Academy. These include the Charter of the Academy, the procedures for sending and receiving students to study at the Academy, and the management structure of the Academy.  The Academy is guided by the principal policies of the President of Turkmenistan, Gurbanguly Berdimuhamedov, and aimed at enhancing professional skills, knowledge and practical skills of the public servants, state apparatus, and civil servants employed in the key ministries and departments, as well as of the local authorities and local self-government bodies, which are responsible for the implementation of national social and economic programs.

On the basis of requests from key ministries and departments seeking to enhance professional skills of their relevant civil servants, and in consultation with the Cabinet of Ministers of Turkmenistan, the Academy annually offers the following academic courses according to a September to July academic period:

  • Course for public servants focusing on law and management (2-year course);
  • Professional development course for civil servants, focusing on economics and social work, among others (5-month course offered twice a year);
  • Course for professional development of civil servants on legal and commercial arbitration (4-months course offered once a year);
  • Training of officials from local government and self–government bodies, including on-the-job training (2-month course offered four times a year).

The Academy is a leading institute providing education to the public service in Turkmenistan. Its role in improvement and strengthening the system of governance in the country is crucial. At the same time the Academy is a young and dynamic organization proactively seeking capacity strengthening and development opportunities. Providing assistance to the Academy could serve as a strategic entry point for UNDP and other partners who seek producing impact on the development of Turkmenistan’s governance system and strengthening its capacity.

The development priorities that the Academy pointed out on multiple occasions included, among others, include developing and updating of its curricula in accordance with the best international practices, establishing/developing relations with the peer foreign institutions that provide educational opportunities in the area of public administration, developing of the electronic management system for academic staff and students of the academy, and strengthening of the capacity of the academic staff of CSA.

Deberes y responsabilidades

In order to implement the aims and objectives of the project, UNDP plans to hire an International expert/trainer to develop curriculum on management of electronic information systems and conduct workshop for the students and faculty members of the Civil Service Academy with the aim of exposure to the best practices in the area of planning and management of electronic information systems.

International IT expert will work under the supervision of the Project Specialist in close cooperation with respective specialists from the Academy, as well as international and national project consultants. She/he will also ensure coordination of her/his work with the EC and UNFPA projects.

Specifically, International expert will implement the following activities as defined in the project:

  • Action one: Review the current curricular related to ICT and information management system;
  • Action two: Conduct consultations with the Civil Service Academy of Turkmenistan to identify needs for improvement of ICT-related curricula;
  • Action three: Hold a round table for the faculty of the Civil Service Academy with the aim to present best practices in the area of planning and management of electronic and information systems;
  • Action four: Adjust/develop curriculum on information management systems and discuss it at the roundtable with the faculty of the Civil Service Academy;
  • Action five: Test the curriculum by conducting a training workshop for the students and the faculty, including development of electronic presentations, handouts and information materials as well as theoretical and practical sessions;
  • Action six: Give a lecture for the student of the Civil Service Academy on e-services for population;
  • Action seven: Submit a final report with recommendations for the Civil Service Academy on further improvement of ICT curricula.

Deliverables and timeframe:

Deliverable 1 prepared through actions 1-4 above: 

  • Roundtable to present best practices in information management system planning;
  • Draft curricular on information management system.

Location: desk work + mission to Turkmenistan, Number of days: 10 days, including 5 days on mission.

Deliverable 2 prepared through actions 5-7 above:

  • Workshop to test draft curricular on information management system;
  • Lecture on e-services;
  • Final report with recommendations.

Location: Mission to Turkmenistan + desk work, Number of days: 10 days, including 5 days on mission.

Competencias

  • Knowledge of methods and online types of effective ICT application in education process, as well as in management, planning and monitoring;
  • Knowledge of best global practices on creation of a shared IT environment on national and international level;
  • Ability to develop modern ICT curricula for the work of the Academy;
  • Good analytical skills, ability to teach during theoretical and practical sessions, hold disputes and discussions, organize students’ group work, testing, assessment of quality of knowledge etc.;
  • Effective communication skills, focus on results, ability to work as a team member, and leadership skills;
  • Confidence, independence, logical assertion, ability to work with technical ICT documentation.

Habilidades y experiencia requeridas

Education:

  • Master degree in information sciences, computer technologies, management information system or other engineering information disciplines.

Work experience:

  • At least 5 years of relevant experience in the national education system, in particular, advanced training, training/ refresher training of civil servants on ICT;
  • Relevant experience in international projects on ICT development;
  • Knowledge of development of ICT modules;
  • Use of technical skills during the training workshops and round tables on ICT projects;
  • Knowledge of ICT priorities on international and national level;
  • ICT use on high professional level, as tools and resource base, skills on the use of computer equipment, including work with Word, Excel files etc., and Internet-resources and software programmes.

Language Requirement:

  • Fluent Russian (writing and oral).

  • Letter of interest to UNDP confirming an interest and readiness of an Individual consultant to the assignment, including his/ her financial proposal. Financial proposal should include: a consultancy fee, administrative expenses (if applicable), travel expenses, and/or any other expenses the applicants deem necessary to incur during assignment. Financial proposal should include the total amount of expected remuneration in US dollars (or according to the existing exchange CBT rate in Turkmen manats) for the total volume of work. Evaluation of proposals:

Individual Consultants will be evaluated based on the combined scoring methodology. When using this method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant and
  • Having received the highest score – out of 100 points

Out of the maximum score, the score for technical criteria equals 70% - maximum 100 points, and for financial criteria 30%.

The technical evaluation will take into account the following as per the scoring provided:

  • Education– 20 scores
  • Professional experience in relevant area – 25 scores
  • Work experience on ICT in international projects – 20 scores
  • Good knowledge of the ICT use in education development programmes for civil servants in Turkmenistan – 20 scores
  • Language skills – 15 scores

Financial part of the proposal – 30%

Additional requirements for recommended candidate:

Recommended candidate aged 62 and older, if the travel is required, shall undergo a full medical examination including x-ray, and obtain medical clearance from the UN-approved doctor prior to taking up their assignment. The medical examination is to be cleared by the UN physicians, and shall be paid by the consultant.
