Antecedentes

UNDP Country Programme (2013-17) is aligned with the Government of India’s Twelfth Plan priorities and seeks to improve the effectiveness of national programmes and policies for disadvantaged regions and groups especially women, Scheduled Castes, Schedule Tribes, minorities, displaced persons and persons with disabilities.  UNDP’s partnership with the Ministry of Rural Development (MoRD) under “Governance and Accelerated Livelihoods Support” aims to strengthen the effectiveness of key Ministry programmes by providing (a) technical assistance to the state government and NGOs in Chhattisgarh, Jharkhand and Odisha to improve sustainable livelihoods with linkages to Panchayati Raj Institutions for governance in focus districts; (b) provide advice and technical assistance to the Ministry and the state governments to help improve the efficiency, accountability and inclusiveness of flagship programmes of rural development; and (c) provide advice and technical assistance to the Ministry and state governments to help “green” select schemes.

 

Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) is the skills division of the Ministry of Rural Development (MoRD), Government of India that implements a placement-linked skill development program to help poor rural youth get into regular wage employment. The program is implemented in a public private partnership (PPP) mode by eligible project implementing agencies or PIAs who qualify for government funding.

As part of its support to NRLM, UNDP is looking for a senior, experienced, pragmatic and visionary individual for this position.

 

 

 

 

Deberes y responsabilidades

Under the guidance and direct supervision of the COO/JS (Skills), DDU-GKY and Programme Analyst, UNDP, the Head-PfD, has the responsibility for leading a vibrant Unit that would engage in mutually enriching collaborative partnerships with a wide variety of institutions (donor agencies, corporates, government, media, NGOs and individuals). The primary goal of the Head, PfD is to increase the portfolio of PPP activities, in terms of breadth and depth and make Rural Skills Division, an aspirational partner in the sector which would involve:

  • Lead the PfD unit, including Placement Cell;
  • Increase the PPP portfolio. Establish strong, strategic and operational partnership agreements with various institutions to serve the objectives of the Rural Skill Development programme including captive skilling, innovations, institution building partnerships, funding and resourcing partnerships, convergence   and others;
  • Identifying and bringing new project partners (industries) on board;
  • Overseeing the performance of Champion Employers with regards to placement of candidates;
  • Working closely with placement cells of industries to ensure higher placement of DDU-GKY candidates;
  • Identify and use various channels of outreach and communication include design and delivery of outreach strategies;
  • Work closely with donor agencies to manage existing relationships; forge new partnerships to support the objectives of the Division
  • Coordination Responsibilities for donor agencies;
  • Represent DDU-GKY and RSETIs in various fora;
  • Conduct events and workshops for DDUGKY and RSETI;
  • Prepare quarterly and annual reports to be submitted to GoI and UNDP;
  • Perform any other related tasks consistent with the level of the post and/or assigned by COO/JS (Skills), DDU-GKY and Programme Analyst, UNDP.

Habilidades y experiencia requeridas

Academic Qualification:

  • Graduate degree in Economics, Social Sciences, Political Science, Other sciences, Rural Development, Development Studies.  Advanced degree in Finance or PPP areas is desirable.

Professional Experience:

  • A minimum of 15 years of experience in leading business development or partner engagement in large organisations;
  • Minimum of 5 years of experience leading, managing and organizing resource mobilisation units for large projects or organizations;
  • Proven experience in resource management, donor engagement management CSR partnership management in development sector
  • Experience of implementing PPP in the government sector is desirable.

Language Requirement 

  • Proficiency in spoken and written English. A good command over Hindi and regional language/s would be an asset. 

Institutional Arrangement:

  • The Consultant will directly report to COO, DDU-GKY and Programme Analyst, UNDP;
  • Contracted consultant will submit the monthly progress report duly certified by reporting officer;
  • Contract will be administered by UNDP on behalf of the Rural Skills Division, Ministry of Rural Development;
  • Consultant will be entitled for leaves of 2 days per month (non-encashable).

Schedule of Payments:

  • Consolidated monthly Fee (Remuneration) in the range of Rs. 1.91 – 2.34 lakhs payable upon submission of monthly progress report certified by the reporting officer.

Documentation required:

  • Personal CV, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of   the Candidate and at least three (3) professional references.

Evaluation Method and Criteria:
 

Shortlisted would be done based on the following technical criteria:

  •     Educational Qualification – 20 marks
  •     Relevant Experience – 80 marks

Top 5 candidates who obtain a minimum of 70% of the total technical points would be considered for further process.  The final selection would be done through competency based interview.

  • Miscellaneous charges i.e. internet, phone, relocation charges, local travel etc. would not be reimbursed separately;
  • Individuals working with institutions may also apply, contract would be issued in the name of institution for the specific services of individual;
  • Consultant may have to arrange his own computing equipment.
