Antecedentes

The UN Resident Coordinator (RC) in Namibia is responsible for coordinating and providing leadership to the United Nations Country Team (UNCT) in strategy development, planning, implementation and monitoring and evaluation of development programmes as outlined in the United Nations Partnership Framework (UNPAF).  The RC advances the Delivering as One (DaO) Standards of Operating Procedures (SOPs) so that the UN coordination system is empowered to deliver results together.

The RC also provides leadership on joint advocacy, innovations and communications and joint resource mobilization/leveraging efforts. In addition, the RC acts as the Designated Official (DO) for Safety and Security, Humanitarian Coordinator (HC) and Resident Representative (RR) of UNDP. 

The Resident Coordinator’s Office’s (RCO) mission is to enhance the strategic, coherent and efficient functioning of the RC System support in Namibia by providing essential and value-added services and support to UN Country Team (UNCT) in facilitating the achievement of national development priorities, Namibia United Nations Partnership Framework (UNPAF) results and the Sustainable Development Goals (SDGs).

The Resident Coordinators Office provides support to the RC/UNCT’s roles and efforts in coordinating the work of the UN system at the country level. The office works in close collaboration with the UN programme and operations teams of the Agencies, UNDGO staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful implementation of UNCT activities. The RCO also acts as a first port-of-call to provide services and support to the Government of the Republic of Namibia (GRN) and other stakeholders such as the Private Sector, Civil Society Organisations and other Development Partners. Specifically, the RCO supports 10 core coordination functions performed by RCs and UNCT which include:

  • Strategic analysis and planning;
  • Oversight of the UN country programming cycle;
  • Representation of and support of UN Secretariat and UN agencies/NRAs;
  • Support to national coordination systems and processes;
  • Development and management of shared operational support services;
  • Crisis management and preparedness response;
  • External communication and advocacy;
  • Human rights and development;
  • Joint resource mobilization and fund management; and,
  • General UNCT oversight and management. 

Deberes y responsabilidades

Analytical and Conceptual Tasks

  • Analyse the active work and updating the contact details of Non/Resident Agencies (NRAs) in Namibia;
  • Drafting a concept paper for engaging NRAs in Namibia – with support from the UN Development Effectiveness Officer
  • Conduct any required research as follow-up action on the UN Joint Resource Mobilisation Strategy;
  • Revise the PowerPoint Presentation for UN RCO explaining the UNPAF and the Coordination Mechanism – with support from the UN Development Effectiveness Officer;
  • Drafting a concept paper for the recruitment, on-boarding, development and evaluation of UN RCO interns, including the compilation of induction papers.

Organizational and Administrative Tasks

  • Manage travel arrangements and schedule for incoming consultants and missions (e.g. travel, accommodation, induction, meetings);
  • Liaise with external partners to set up meetings for incoming consultants, missions and UN staff (e.g. GRN, UN agencies, NRAs, other partners);
  • Liaise with internal units like UNDSS and UNDP Operations Unit for travel arrangements, driver requests, quotation requests, travel authorizations, security briefings and security access control;
  • Organise meetings for UN-interagency groups and/or partners and prepare minutes or read-outs;
  • Follow-up on action points with UN technical staff, Personal Assistant’s of UN Heads of Agencies and external partners.

Knowledge Management Tasks

Organize and document weekly UNDP Brown Bag Talks, incl. requesting speakers, circulate invitations, manage invitee mailing list, prepare short read-out of meetings

Document internal processes

Support the recruitment and learning process of new RCO interns (e.g. knowledge sharing, induction presentation)

Other Tasks

  • Participate and minute weekly RCO team meetings;
  • Stand in for RC’s Executive Assistant – if required;
  • Other tasks in consultations with UN RCO staff.

Institutional Arrangement

Under the direct supervision and guidance of the UN Coordination Analyst and Head of RCO, the Junior Consultant will work closely with the other UN RCO team members, especially with the UN Development Effectiveness Officer and new interns.

Habilidades y experiencia requeridas

Education:

  • Master in Social Sciences (e.g. Sociology, Political Sciences, Psychology), Development Studies, International Relations, Business Administration, Economics, Management Studies, or related fields.

Experience and competencies:

  • A minimum of 3 years of professional experience, specifically in the area of coordination;
  • Previous working experience for the United Nations System a strong asset;
  • Knowledge of the UN Reform process of Delivering as One (DaO) a strong asset ;
  • Understanding of the development context in middle income small states; regional/national experience;
  • Sound Knowledge of political context in Namibia.

Language:

  • Fluency in spoken and written English mandatory.

  Remuneration

  • The Junior Consultant will receive a monthly salary of 8,000.00 Namibian Dollars (NAD) at the end of the month, latest at the beginning of the following month.
