Antecedentes

Swaziland’s formal Protected Areas (PAs) cover approximately 4% of the country’s total land area, and are relatively rich in biodiversity with their share of endemism as represented in various ecosystems. Furthermore, the country has set targets for the conservation of its ecosystems and species in line with the National Development Strategy (Vision 2022) and other international targets such as the Aichi Targets under the auspices of the Convention on Biological Diversity. While some of the critical ecosystems and species are found in existing PAs, some are found in areas where there is prone to unstainable utilization and overexploitation of resources, thereby threatening livelihoods and impeding sustainable development.

The Strengthening National Protected Areas Systems (SNPAS) in Swaziland is a six year (2014-2020) Project funded by GEF aims at developing, expanding and effectively managing the capacities of Swaziland’s PAs network in order to adequately protect the biodiversity. This will be undertaken through the “landscapes” approach towards sustainable development and will involve integrated land and natural resource management that transforms the current PA patchwork into network and enhance vulnerable communities’ livelihoods, in particular those adjacent to the PAs.

The SNPAS Project has been organised around three components: (i) knowledge-based platform operationalised at the national, regional and community levels to address current and emerging threats to PAs and biodiversity conservation; (ii Expansion of PA network, and (iii) strengthening PA functioning through improved conservation management and operational support for existing and new PAs, including both formal and informal. PAs will be established and managed in critical biodiversity areas as clusters, integrating different sites that are managed by the Government of Swaziland (GoS), the private sector and local communities and enable a matrix of complemental land-use activities across board.

The Landscape approach seeks to provide tools and concepts for allocating and managing land to achieve social, economic, and environmental objectives in areas where agriculture, and other productive land uses compete with environmental and biodiversity goals taking into consideration the effects of climate change and the need for strengthened capacity to enhance productivity, effectiveness and sustainability.

Community tourism has been identified as a key component of the landscape approach aimed at addressing socio-economic issues within the various communities in the country. The SNPAS has adopted nature-based tourism, emphasizing more responsible tourism, the incorporation of social reality into the sustainability mix, and the concept that providing communities with adequate incentives.

In this regard, the technical services of a Consultant to review, monitor and appraise the eco-tourism infrastructure rehabilitation projects which are undertaken through the Swaziland Tourism Authority (STA) with the assistance of Microprojects are sought.

Objective:

To ensure that the four (4) eco-tourism infrastructure projects (Khelekhele,Khopho, Ntfungula and Mahamba) are satisfactorily constructed in accordance with specifications required in the contract and delivered according to the agreed time schedules.

The project is comprised of the following components:

Construction and delivery of four (4) eco-tourism and related services;
Consulting services

Deberes y responsabilidades

Working under the guidance of the Swaziland National Trust Commission (SNTC), Swaziland Tourism Authority (STA), Project Steering Committee (PSC) with day-to-day support from the SNPAS National Project Manager, the Consultants will specifically have the following tasks:

Supervision during construction: Involves supervision and inspection during and after the eco-tourism infrastructure construction activities; review of construction plans, designs and schemes; coordination of contractor activities and other related tasks;
Assistance for Technology Transfer to be implemented by contractor- involves providing support in the technology transfer aspect of the project to be provided by the contractor;
Perform the necessary inspection to examine or re-examine the remedial works already complete, and instruct the remedial measures to be undertaken;
Provide recommendations for the acceptance of the contractor’s performance security, advance payment security and required insurances;
Check and approve the Contractor's method of work, including site organization, program of performance, quality assurance system, safety plan and environmental monitoring plan so that the requirements set forth in the applicable laws and regulations, the specifications or other parts of the contract are to be duly respected;
Regularly monitor physical and financial progress, and take appropriate action to expedite progress if necessary, so that the time for completion set forth in the contract will be duly respected by Contractor;
Explain and/or adjust ambiguities and/or discrepancies in the Contract Documents and issue any necessary clarifications or instructions;
Liaise with the appropriate authorities to ensure that all the affected utility services are promptly relocated;
Carry out field inspections on the Contractor's setting out of the works in relation to original points, lines and levels of reference specified in the contract;
Organize, as necessary, management meetings with the Contractor to review the arrangements for future work. Prepare and deliver a minute of such meetings to the Executing Agencies and the Contractor;
Supervise the works so that all the contractual requirements are met by the Contractor, including those in relation to i) quality of the works, ii) safety and iii) protection of the environment. Confirm that an accident prevention officer proposed by the Contractor is duly assigned at the project site;
Review change orders that may arise to those that have not been anticipated in the contract documents prior to contract signing and approval;
Verify payment applications submitted by the Contractor and issue payment certificates such as interim payment certificates and final payment certificate as specified in the contract;
Modify the Executing Agencies' requirements as may be necessary in accordance with the actual site conditions, and issue variation orders (including necessary actions in relation to the works performed by other contractors working for other projects, if any);
Carry out timely reporting to the Executing Agencies for any inconsistency in executing the works and suggesting appropriate corrective measures to be applied;
Other Administrative Assistance Involves other related logistical, managerial tasks in line with the project among others.

Habilidades y experiencia requeridas

Education:

A postgraduate degree (Masters or higher) in a subject related to Construction, Civil Engineering, Quantity Surveying, or related field.

Experience:

At least 5 to 8 years’ experience evaluating construction programmes, specification and cost estimate and preparation, project management;
Proven experience in Tourism infrastructure development;
Experience in quantity surveying and structural engineering.

Language Requirements:

Fluency in English and knowledge of SiSwati.
