Antecedentes

The Bureau of External Relations and Advocacy (BERA) is responsible for UNDP’s external relations and advocacy functions. The Bureau leads and supports the organization in cultivating, building and nurturing strategic relationships and alliances that are essential for advancing and successfully achieving the mission of UNDP.? The UN System Affairs Group (UNSAG) within BERA leads and manages UNDP’s engagement with and/or support to: the UN and its inter-governmental bodies including the General Assembly and Economic and Social Council; other intergovernmental and multi-stakeholder bodies, including the Global Partnership for Effective Development Co-operation (GPEDC); and UN interagency fora, including the UN Development Group.

Together with UNDP’s Bureau for Policy and Programme Support (BPPS), UNSAG provides support to the GPEDC, as part of a UNDP-OECD Joint Support Team (JST). The GPEDC is a multi-stakeholder platform to advance the effectiveness of development efforts by all actors, to deliver results that are long-lasting and contribute to the achievement of the Sustainable Development Goals (SDGs). It is led by three high-level co-chairs, with the inclusive multi-stakeholder Steering Committee, and its High-Level Meeting provides a space for political dialogue around the implementation of commitments on effective development co-operation and deepening broader engagement of wider development co-operation actors in their efforts to maximize their impact.

Under the overall guidance of the Partnerships Development Specialist, BERA -and in close coordination with the Team Leader, Effective Development Co-operation, BPPS and other members of the UNDP-OECD Joint Support Team for the GPEDC, the Consultant will support the functioning of the GPEDC, including in the area of communication initiatives and outreach strategy to strengthen the visibility of the Partnership and stakeholder awareness and momentum; support to follow-up to the operationalization of the GPEDC work programme, especially around strengthened public communication, and support colleagues responsible for secretariat services to the Steering Committee and Co-Chairs. The consultant will also support monitoring and analyses of relevant UN Intergovernmental discussions relating to development co-operation and support communication with other UN development system entities.

The consultancy assignment will take place in New York for an extended period of six months.

Summary of key functions

GPEDC communications (85%)

  • Lead delivery of GPEDC communications activities and overall communications strategy, as part of the GPEDC’s wider work programme.
  • Produce and disseminate communications products including flyers, advocacy products, blogs, newsletters, brochures, factsheets, and videos.
  • Liaise with media outlets as needed.
  • Support outreach and partnership-building activities for public advocacy and communication.
  • Manage web developer, for day-to-day management of the external GPEDC website.
  • Produce regular scheduled content for GPEDC social media accounts, including Facebook, Twitter and YouTube.
  • Collaborate with knowledge management colleagues to ensure complementarity of communications and knowledge platforms, products, messaging, and branding.
  • Refine and update GPEDC Communications and Engagement Strategy annually or as needed.
  • Provide editorial support for UNDP’s UN System Affairs Group and the UNDP-OECD Joint Support Team as needed.

Public advocacy and GPEDC decision-making (15%)

  • Provide logistical and analytical support (briefing materials, background documents, etc.) for events relating to the GPEDC, including substantive side events at UN meetings, the GPEDC Steering Committee meeting, and other outreach events.
  • Assist with regular meetings between the JST and GPEDC Co-Chairs as needed.
  • Assist with coordination and correspondence with UNDG and other UN agencies/international bodies on matters related to the GPEDC as needed.
  • Assist with monitoring and analysing relevant discussions in UN intergovernmental bodies as needed.

Expected outputs and deliverables:

Performance indicators and recourse: Indicators of performance will be the timely completion of the deliverables above as reviewed monthly. Failure to provide satisfactory deliverables may result in non-payment or fees.

  • Refine and update GPEDC Communications and Engagement Strategy.
  • Coordinate and prepare productions of at least 6 briefing and background materials for the events relating to the GPEDC (Spread over 6 months).?
  • Provide logistic and communication for at least 2 events for multi-stakeholder engagement.? (Spread over 6 months).
  • Produce at least 6 flyers and publication products. (Spread out over 6 months depending on the confirmation of key events).
  • Maintain and strengthen the GPEDC website content and overall design. (Spread out over 6 months).
  • Regular production of news and events content to the GPEDC website, including blog posts. (Spread out over 6 months depending on the confirmation of key events).
  • Strengthen social media presence (Facebook, Twitter, YouTube (Spread out over 6 months).
  • Monthly production and dissemination of newsletter. (Spread out over 6 months).

Habilidades y experiencia requeridas

Education:

  • Advanced university degree in international development, political science or related field.

Experience:

  • At least 3 years of work experience, with increasing independence.
  • Experience with producing communications strategies, preferably for multi-stakeholder initiatives responding to multiple constituency groups and target audiences.
  • Extensive experience with production of communication products for different audiences / target groups.
  • Extensive experience of improving online impact, including websites and managing social media accounts, and analytics.
  • Experience with event planning.
  • Experience with partnership building, outreach and public communication.
  • Demonstrated knowledge and understanding of international development, including debates on effective development cooperation and innovation preferred.
  • Knowledge of and experience with the United Nations, especially UNDP, is an asset.

Language requirements:

  • Excellent command of, and drafting skills in English is required.
  • Good working knowledge of another official UN language, particularly French, is an asset.

Application Submission Process:

The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as: a) Responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Step 2: Submission of Financial Proposal

  • Only applicants meeting all minimun requirements and obtaining a minimum of 70% on the technical evaluation will approached for submission of financial proposals and considered for the Financial Evaluation.
  • Financial proposals must be all inclusive and must be expressed on the basis of a daily fee in USD (United States Dollar).
  • Payment will be made upon monthly submission of a certificate of payment request, indicating outputs achieved and days worked to be verified and cleared for payment by the supervisor.

Consultant will be provided with a laptop and desk.

Travel

There is no anticipated travel for this assignment at the moment, but this is subject to change should the need arise based on the approval of supervisor. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between EDC Team and the Individual Consultant, prior to travel and will be covered and paid by UNDP. The fare will always be “most direct, most economical” and any difference in price with the preferred route will be paid for by the expert. UNDP will not cover any costs associate with moving to the duty station (New York, USA).
