Antecedentes

The Law and Order Trust Fund for Afghanistan (hereafter referred to as ‘LOTFA’, the ‘Trust Fund’ or the ‘Fund’) was established by the Administrator of the United Nations Development Programme (UNDP) in 2002 as a mechanism for the international community to provide financial support to the Ministry of Interior Affairs (MOIA) and the Ministry of Finance (MOF) for the establishment, payment, equipment and training of the Afghan National Police (ANP) and the General Directorate of Prisons and Detention Centers (GDPDC) in Afghanistan. The Fund was initially set up to cover the establishment/strengthening of the Afghan National Police (ANP); payment of salaries of the ANP; recruitment and training activities; rehabilitation of training facilities, dormitories and other relevant buildings; acquisition of the non-lethal equipment and supplies; and payment of salaries of uniformed personnel employed by the GDPDC.

LOTFA is established as an open trust fund that allows UNDP to receive contributions from multiple donors and other contributors. There are currently 19 active donors and the LOTFA funds two separate projects, namely the Support to Payroll Management (SPM) and MOIA and Police Development (MPD) projects. Additional projects that are aligned with Government plans, strategies and frameworks, specifically those of the MOIA and ANP will also be eligible for funding under the LOTFA.    

To promote full transparency, UNDP aim to develop a LOTFA information gateway which will provide real-time data access to donors, government counterparts and other relevant stakeholders regarding fund-level and project-level information and documents. The Gateway will also offer useful features, such as search capability and easy navigation; a detailed filter mechanism to allow donors to track the deposits/transfers and stakeholders to track project implementation progress and indicators; interactive infographics and tools (maps, interactive timelines, charts and figures); news and LOTFA publications.

Scope of Work and Deliverables

Objective of the Assignment:

The objective of this consultancy is to take forward and finalise the development of work-in-progress LOTFA Gateway to provide real-time data access and visually present relevant information to its stakeholders in the best way possible. This will allow UNDP to maximize the use of LOTFA Gateway in order to increase communication and collaboration between all its partners and stakeholders.

The specific scope is as follows:

  • Study LOTFA documents, data and information, including SPM and MPD project documents/reports as well as other relevant materials;

  • Review existing information, documents, and data in UNDP LOTFA website, SharePoint, LOTFA Donor Workspace, and other relevant information sources;

  • Work closely with UNDP colleagues to address the information gaps and provide a description of the needed data and information elements to develop a well-designed, user-friendly, web-based interactive LOTFA information gateway;

  • Review and study the work-in-progress development of the LOTFA Gateway

  • Work closely with the current web developer to understand the database structure, coding, components, and design and propose changes and/or modifications as appropriate and agreed;

  • Develop/finalise user requirement, functional requirement, and system requirement specifications for internal discussions and review;

  • Review and recommend changes to the layout of LOTFA Gateway and design/re-design the website and adjust the coding and the database structure as required;

  • Populate the Gateway with the relevant information and documents (project-related and financial related information);

  • Work closely with ROLHS Programme Specialists, LOTFA Communications Expert and UNDP Communications team to develop and populate communication contents (stories, events, news, contacts, etc.)

  • Share draft versions of the website with UNDP, donors, and other stakeholders for review and testing;

  • Lead the launch the LOTFA Gateway and perform system adjustments and maintain a user database after the launch; and

  • Disseminate LOTFA information via the Gateway and facilitate regular updates.

Expected Outputs and Deliverables; Estimated duration to complete and Payment percentage:

First Deliverable: 22 working days; 30%

  • Fully functional, release candidate version of LOTFA Gateway, incorporating feedback from UNDP and donors.

Second Deliverable: 22 working days; 40%

  • Successful launch of well-designed, user-friendly, web-based interactive LOTFA information gateway, populated with required information and documents.

Third Deliverable: 22 Working Days; 30%

  • User requirement, functional requirement, and system requirement specifications and a final report summarizing the key tasks performed.

Payment Modality: 

Payments under the contract shall be deliverable-based and be made on receipt of the specific milestones indicated above, and including a timesheet according to UNDP procurement formats for individual contractors. These shall be as indicated in the table above, and shall be made upon approval by the Chief of UNDP Rule of Law and Human Security (ROLHS) Unit.

Habilidades y experiencia requeridas

Academic Qualifications:

  • University degree in computer science or any other relevant field.

Years of experience:

  • At least 3 years work experience in database, system development and web development and design;
  • In-depth knowledge and understanding of the ICT;
  • Experience in development of the user requirement, functionality requirement and technical requirements specifications of various information systems;
  • Excellent knowledge of the computer and web portal design programs as well as good working knowledge of the modern internet technologies;
  • Previous experience working with trust fund information gateways/portals is a distinct advantage;
  • Past experience working in conflict affected countries desirable.

Language:

  • Excellent written and oral English skills a necessary requirement;
  • Competence in Dari and/or Pashtu is an asset.

Working Arrangements

Institutional Arrangements:

  • The consultant will work under the direct supervision of the Chief of Rule of Law and Human Security (ROLHS) unit and work closely with Programme Management Specialist in ROLHS. The consultant shall work in close collaboration with donors, SPM and MPD staff and UNDP colleagues;

  • UNDP will provide office space and internet facility, logistical and other support service including transport and security applicable to UNDP international personnel. The consultant however is expected to bring his/her own laptop and mobile phone and meet local communications costs. Costs to arrange meetings, workshops, travel costs to and DSA during field visits (if any), etc. shall be covered by UNDP.

Duration of the Work

  • The performance under the contract shall take place over total contract duration of 4 months (66 working days). The target date for the start of work will be around last week of November 2017 depending on the availability of the consultant.

Duty Station

  • The duty station for the contractor is Kabul, Afghanistan for the entire duration of the contract. No field visits outside Kabul is envisaged under the contract. The Contractor will be required to report regularly and be present at UNDP office during the working hours, security conditions permitting. The contractor will follow the working hours and weekends as applicable to UNDP staff. Contractor’s movement for meetings and consultations shall be coordinated by UNDP office. The contractor is at all times required to observe UNDP security rules and regulations.

Price Proposal and Schedule of Payments:

The contractor shall submit a price proposal as below:

Daily Fee – The contractor shall propose a daily fee which should be inclusive of his professional fee, local communication cost and insurance (inclusive of medical evacuation). The number of working days for which the daily fee shall be payable under the contract is 66 working days.

Evaluation Method and Criteria

Individual consultants will be evaluated based on the following methodology:

  • Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and

  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight 70%

* Financial Criteria weight 30%

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

  • Technical Proposal (40 marks)

    • Technical Approach & Methodology (30 marks) – This explain the understanding of the objectives of the assignment, approach to the services, methodology for carrying out the activities and obtaining the expected output, and the degree of detail of such output. The Applicant should also explain the methodologies proposed to adopt and highlight the compatibility of those methodologies with the proposed approach;

    • Work Plan (10 marks) – The Applicant should propose the main activities of the assignment, their content and duration, phasing and interrelations, milestones (including interim approvals by the Client), and delivery dates. The proposed work plan should be consistent with the technical approach and methodology, showing understanding of the TOR and ability to translate them into a feasible working plan.

  • Qualification and Experience (30 marks) [evaluation of CV]

    • Relevant education (5 marks);

    • Relevant work experience (25 marks).

Documents to be included when submitting the proposals:

Interested individual consultants must submit the following documents/information to demonstrate their qualifications in one single PDF document:

  • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP (Annex II).

  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.

  • Technical proposal:

    • Brief description of why the individual considers him/herself as the most suitable for the assignment;

    • A methodology, on how they will approach and complete the assignment.

  • Financial proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided (Annex II).
