Antecedentes

The overall commitments of the climate change Convention clearly recognized the need and importance for developing countries to pursue sustainable development paths. According to Cancun agreement (2011) “developing country Parties will take nationally appropriate mitigation actions in the context of sustainable development, supported and enabled by technology, financing and capacity-building, aimed at achieving a deviation in emissions relative to business as usual emissions in 2020”. The major challenge of international climate policy is to reduce GHG emissions while at the same time addressing the national appropriateness of actions. This translates into the implementation of national policies and strategies for sustainable development while reducing GHG emissions and seizing opportunities for green growth. The Measurement, Reporting and Verification (MRV) of these actions is important to generate transparency on their effectiveness and facilitate decision-making.

According to Sudan’s second national communication (2013), the trend in total GHG emissions shows that GHG emissions have increased by about 8%; from 72,014 Gg of carbon dioxide-equivalent (CO2e) in 1995 to 77,650 Gg CO2e in 2000, while emissions from energy increased by roughly 10%. Increased fossil fuel consuming activities in electricity production, transport, and manufacturing are the primary reasons. Therefore, the country proposed mitigation actions focus on the energy and land use sectors (forestry and rangeland and agriculture) with the aim of both serving national development priorities and contributing to the global mitigation efforts to achieve the overall objective of the climate change Convention.

Recently Sudan is working to adopt Low Carbon Development Strategy (LCDS). The development of the LCDS is recommended to be linked with a comprehensive Nationally Appropriate Mitigation Action (NAMA) framework. Various synergies can be achieved when synchronizing the design of NAMAs in different economic sectors in a NAMA framework under a LCDS umbrella, and ideally making NAMA identification the bottom up process of elaborating the LCDS.  The newly established Sudanese NAMA framework can be seen as key element that provides consistent approaches to achieve emission reductions in several economic sectors as well as a comprehensive MRV system delivering required data and information for the LCDS.

Deberes y responsabilidades

UNDP is seeking the services of an independent International Consultant (IC) with vast experience in the development of FiT policy NAMA. The aim of this consultancy is to provide technical backstopping for developing NAMA as well as building related technical capacity in Sudan.

Under the overall guidance of the team leader of the environment and energy unit of UNDP Sudan Country Office, and working with MWRIE as implementing partner, and in coordination with national consultant(s) and as informed by guidance from the UNDP Regional Technical Advisor, the International Consultant (acting in his/her individual capacity) will be tasked with the following duties and responsibilities:

  • Based on the UNFCCC decisions and other relevant guidance, provide technical back stopping, support and mentoring to the development a NAMA around the FiT for wind power for Sudan;
  • This study will be based on feed in tariff prepared by MWRIE (ERA);
  • Review of relevant international FiT practices and available national literature in order to develop the proposed FiT NAMA that achieve both national sustainable development and mitigation objectives;
  • Provide guidance for the national consultants in obtaining relevant data and information; discuss on availability of information and their sources; their gaps and perception of each thematic areas;
  • Define a baseline scenario for evolution of GHG emissions for a period of time in the absence of the policy and estimation methodology calculating emission reductions in the context of the NAMA and co-benefits for national sustainable development and associated incremental economic costs and cost-efficient and contributes to long-term sustainable emission reductions;
  • Set of guidelines will be established for NAMA around the Feed-in Tariff in wind power eligibility and design criteria;
  • Plan detailed activities and determine roles of different stakeholders to make the FiT NAMA process time-efficient and transparent;
  • Review grid emission factor and provide tool for annually updating the emission factor of the national electricity system, based on the established CDM tool for this purpose;
  • Design MRV plans for the FiT NAMA include the required processes, arrangements, methodologies, clearly defined responsibilities and provide general guidance for implementer;
  • Develop a professional business plan jointly with the project implementer to present wind power NAMA to potential public/private financiers;
  • Prepare an example of FiT NAMA development for the Red Sea wind farms to catalyse climate finance and make the necessary registration for Fit NAMA project with NAMA domain;
  • The draft FiT NAMA document shall be presented for stakeholder’s consultation and validation in order to proceed for submission to financial donor;
  • Provide capacity building support to the MWRIE and MENRPD in the preparation of FiT  NAMA in wind power  that meet the UNFCCC decisions and requirements.

  • Experience in designing M&E systems for Feed-in-Tariff model;
  • Strong interpersonal skills and the ability to initiate discussions about complex of Feed-in-Tariff.

Habilidades y experiencia requeridas

Qualifications

  • Minimum MSc degree in related field (energy, environmental policy, economics, international development). PhD in one of these disciplines is an asset.

Experiences

  • Minimum 7 years’ experience in GHG mitigation measures, energy and development, with a good knowledge of international best practices in sustainable energy;
  • Proven experience in NAMAs in RE systems, Feed-in-Tariff models and Energy system analysis (technical/financial) is desirable;
  • Good knowledge of international climate finance (LCDS, NAMAs, etc.) and national financing mechanisms is desirable;
  • Prior experience of multilateral agency development projects, ideally in Sudan or the region, is highly desirable;
  • Familiarity and experiences with UNDP and NAMAs project preparation is highly desirable;
  • Experience with Regulatory Authorities and utility interconnection is advantage;
  • Work experience in countries with similar conditions, especially in the African context, is an advantage.

Language

  • Fluency in English language, knowledge of Arabic language is an asset but not required.
