Antecedentes

The Global Support Programme (GSP) is a jointly implemented programme by UNDP and UNEP that provides support to developing Parties in order to prepare National Communications (NCs) and Biennial Update Reports (BURs) that are submitted to the UNFCCC. 

Some of the major gaps faced by Latin American countries in updating their National Communications and their Biennial Update Reports are related to the development and maintenance of their national inventories of greenhouse gases (GHGs) over time. The main challenges have to do with the implementation of adequate institutional arrangements and the creation and maintenance of sustainable technical capacities to inform and support national policies on climate change, as well as to comply with international reporting requirements established by the United Nations Framework Convention on Climate Change (UNFCCC).

To overcome these deficiencies, since 2016 the GSP has been supporting the establishment and strengthening of a Latin American South-South regional mechanism known as “Red Latinoamericana de Inventarios Nacionales de Gases de Efecto Invernadero (RedINGEI)” , from now on “The Network”.
Since the GSP engagement, two meetings have been held in Santiago, Chile (October 2016) and in Buenos Aires, Argentina (July 2017). Further information on the meetings can be found here: http://www.un-gsp.org/past-events.

The main objective of this Network is to support cooperation among Spanish-speaking Latin American countries, in order to facilitate the sustainable development of technical and institutional capacities on greenhouse gas (GHG) inventories and climate transparency through the exchange of experiences and adoption of best practices, among others.

The Network in particular facilitates the exchange of knowledge through a diverse range of tools and mechanisms (eg virtual networks, webinars, thematic workshops, bilateral exchanges, etc.), providing technical support, among others in:

  • Analyzing the effectiveness of different models of institutional arrangements.
  • Sharing implementation strategies to operationalize the components of national GHG inventory systems.
  • Strengthening and capacity building in the use of the 2006 IPCC Guidelines.
  • Establishing sound MRV systems, processes and arrangements.
  • Addressing common barriers to data collection and the implementation of quality control and assurance systems.
  • Conducting expert evaluations and mocks exercises on the GHG inventories

The Network is financially and technically supported by the GSP. Other donors may wish to join the Network and provide their additional support in the future.

Deberes y responsabilidades

Objective

In this regard, UNDP is seeking the expertise of an expert consultant under the overall guidance of the GSP coordinator. His/her responsibilities will be: 

  • Provide technical assistance to the Red INGEI and GSP on design of the Red INGEI workplan and support its successful implementation.
  • Support the constructive collaboration among the member countries, including leading workshops, dialogue meetings, webinars and weekly virtual interactions (e.g. emails and web). 
  • Provide technical inputs to the identification, design and roll-out of workshops at the regional and national levels.
  • Assist the GSP coordinator in providing inputs for terms of reference, concept notes, translate documents and elaborate technical documents 
  • Provide technical inputs for elaborating training materials and carry on in-country trainings of the 2006 IPCC Guidelines and on the enhanced transparency framework.
  • Provide technical support toward the elaboration of common templates for the Red INGEI
  • Assist in the implementation of peer to peer reviews of GHG inventories, in line with voluntary guidelines provided by UNFCCC (http://unfccc.int/national_reports/non-annex_i_natcom/guidelines_and_user_manual/items/2607.php)
  • Assist the GSP coordinator in elaborating proposal for additional funding to the REDINGEI (for example project proposals to GEF and CBIT). 
  • Support tasks related to the needs of the Network and to the global work of the GSP

Outputs:

  • Solid work plan for the RedINGEI elaborated, in partnership with GSP
  • Active participation in at least   workshops on GHGs and MRV systems
  • Technical assistance provided in peer to peer reviews of GHG inventories in up to 8 Countries.
  • Technical support provided in up to 3 global events held by the GSP
  • Assistance provided to at least 8 countries in improving their transparency frameworks
  • Help the GSP in presenting a funding proposal for the Network to GEF and/or CBIT

Institutional Arrangements:

  • The Consultant will report to, and be directly supervised by the GSP Coordinator, in close coordination with the Red INGEI
  • The estimated level of effort is up to 240 days in the period until December 2019, spread across various assignments on monthly basis. However, UNDP does not warrant that any quantity of services will be purchased during the term of the Individual Contract, as this will depend on forthcoming needs;
  • The contract will be for a fixed all-inclusive daily fee;
  • In case travels and missions will be needed, those will be paid separately by the GSP budget. It is estimated that up to 10 missions will be required per year , in line with what established by the work plan and as required by the GSP coordinator
  • Once the contract is signed, if there is a specific assignment, the GSP Coordinator would contact, by email, the Consultant informing of specific deliverables and timeline;
  • The consultant will be given access to relevant information necessary for execution of the tasks under this assignment;
  • The consultant will be responsible for providing her/his own work station (i.e. laptop, internet, phone, scanner/printer, etc.) and must have access to reliable internet connection;
  • Specific timeline for delivery of services will be agreed with the supervisor at the beginning of each month. Payments will be made upon submission of the detailed time sheet and certification of payment form on monthly basis and acceptance and confirmation by the GSP Coordinator on days worked and outputs delivered. If the quantity does not meet the standards or requirements, the consultant will be asked to rewrite, revise or re-do (as necessary) the assignment before proceeding to payment.

Academic Qualifications/Education: 

  • Bachelor degree or equivalent in Environmental sciences or related field from an accredited academic institution.

Experience:

  • At least 5 years working experience in the development of GHG inventories, preferable at the national level in the framework of NCs and/or BURs.
  • At least 2 years of working experience in the coordination of National GHG Inventories Systems or any other GHG initiatives/programmes related to UNFCCC activities is preferred
  • Preferable experience of at least 2 years with South-South cooperation initiatives related to GHG inventories.
  • Experience working with international organizations related to climate change.
  • On-the-ground work experience in Latin American region in climate change area.

Language skills: 

  • Fluency in Spanish 
  • Fluency in English is a distinct asset


Evaluation of Applicants:

Individual contract applicants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal. 

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: responsive/compliant/acceptable, and having received the highest score out of a pre-determined set of weighted technical (P11 desk reviews and methodology evaluation) and financial criteria specific to the solicitation. 

Only candidates who will get at least 70% of points in the desk review will be considered for methodology evaluation. Only candidates who will get at least 70% in technical evaluation will be considered for financial evaluation.

Technical Criteria: 70% of total evaluation (max. 70 points):

  • Criteria A: Bachelor degree or equivalent in Environmental sciences or related field from an accredited academic institution (maximum 5 points);
  • Criteria B: At least 5 years working experience in the development of GHG inventories (maximum 15 points);
  • Criteria C: Experience of at least 2 years or more of working experience in the coordination of National GHG Inventories Systems or any other GHG initiatives/programmes related to UNFCCC activities (maximum 15 points);
  • Criteria D: Preferable experience of at least 2 years with South-South cooperation initiatives related to GHG inventories (maximum 8 points);
  • Criteria E: Experience working with international organizations related to climate change (maximum 5 points);
  • Criteria F: On-the-ground work experience in Latin American region (maximum 9 points);
  • Criteria G: Fluency in English (maximum 3 points);
  • Criteria H: Quality of methodology on how the consultant see his/her role in supporting south/south (max: 10 points)

Financial Criteria - 30% of total evaluation (max. 30 points) .
