PURPOSE AND SCOPE OF THE ASSIGNMENT
Expert technical assistance is required to support the recently formed Working Group of the Union Coordinating Body on Rule of Law Centers and Justice Sector Affairs to develop a workplan, for endorsement by the Union CB that:
- Identifies key priority areas of Myanmar’s justice sector that will be addressed in a long term National Justice Strategy for improving justice services and rule of law;
- Identifies short-term activities, or “quick wins,” that provide a clear set of actions that address pressing issues within six months;
- Sets out a time-line of activities and benchmarks of progress for development of a National Justice Strategy;
- Is informed by an evidence base of available research, studies, and government data and identifies knowledge gaps;
- Contains a short narrative and situational analysis of the justice sector, and the extent to which a sector-wide approach is needed;
- Outlines the steps needed to analyze the budgetary and human resource needs to develop a National Justice Strategy.
- Describes a process for developing each of the proposed elements in a National Justice Strategy including a National Vision for the justice sector, priority objectives and actions, Monitoring and Evaluation, public perception studies, and other necessary components for a whole of government approach that is both ambitious, but feasible given current constraints in Myanmar.
- Guides the development of the National Justice Strategy, including the ways in which the state/regional strategies can contribute and connect with the National Justice Strategy.
To this end, UNDP is seeking the services of a National Senior Strategic Planning Advisor to work with the Union CB Working Group as it drafts a Phase 1 workplan for the Justice Sector, in close coordination with the Advisory Group and a Senior International Justice Consultant who is being recruited in parallel. This will be accomplished through a series of meetings with the Working Group, bilateral discussions with key justice sector officials and business leaders, and civil society representatives. Together with the Senior International Justice Consultant, the National Senior Strategic Advisor will:
- Co-Facilitate Creation of the Workplan (Phase I of the National Justice Strategy)
- Lead initial orientation session/s with members of the Working Group to familiarize them with the planning concepts and tools, the critical thinking skills necessary to develop a draft Phase I workplan, and presentations of similar illustrative Work Plans from other sectors within Myanmar (for example, health, education, commercial development, etc.), and from justice sector workplans created in other jurisdictions.
- Collaborate and facilitate discussions with the Working Group of the Union CB to develop a draft Phase 1 Work Plan as described above. The International Justice Consultant and the National Strategic Planning Advisor will be supported by the Advisory Group to arrange the meetings, mostly in Nay Pyi Taw but perhaps in two other locations in Myanmar.
- Collaborate and facilitate a roundtable discussion with the Working Group members, civil society and private lawyers in Yangon at an appropriate moment in the Phase 1 Work Plan’s development to receive feedback and make adjustments before the Working Group makes the final submission of the draft workplan to the Union Coordinating Body.
- Facilitate Justice Conference and Draft “White Paper”
- Support the Working Group to prepare for presenting the workplan at the Justice Conference in Mid-February, serve as a facilitator/resource person during the conference and afterwards produce a “white paper” that captures the key messages and priority areas for the justice sector that are identified during break-out sessions on thematic justice sector areas. The White Paper will also summarize the feedback received from the participants on the draft Phase 1 workplan. The Consultant/s will help prepare the facilitators who will lead break-out sessions on different justice sector topics, and will make recommendations on participatory methodology and best practices for capturing and reporting back the inputs received. The full outline and content of the white paper will be discussed with the Working Group and Advisory Group in the weeks leading up the conference.

Habilidades y experiencia requeridas
The contractor must have the following skills, knowledge, experience and expertise detailed below:
- Advanced university degree in relevant field, such as government administration, law, economics, or development studies
- At least 15 years of proven relevant work experience, with a minimum of 10 years of experience at a senior level related to public administration in the governance sector, governance reform, administrative law, economics, UN support to reform processes or other similar work experience
- Familiarity with Myanmar’s development history
- Legal background would be an asset
- Prior experience in working with the Government of Myanmar, preferably with justice institutions and government ministries, to develop strategic planning documents
- Fluency in spoken and written English and Myanmar
- IT literacy is an asset
Experience with facilitating group discussions required.
