Antecedentes

The Institutional Strengthening of the Ministry of Environment project was established early 2010 with the objective of setting up an enabling environment for sustainable environmental development at the national policy level.
During the first phase of the project (January/ February 2010 – December 2016), the project supported the Minister in a number of technical and administrative initiatives, including legal, technical, administrative and financial advice to the Minister.
A second phase of the project was started in 2017 with the objectives of: (1) environmental policy development; (2) mainstreaming SDGs in local development planning and programming; and (3) strengthening the Ministry of Environment.

Deberes y responsabilidades

The Financial Advisor will provide advice on the following:
• Preparation of MoE budget, update and periodic reporting
• Overall management of MoE budget
• Clarification of financial aspects related to legal issues between MoE and third parties
• Assessment and interpretation of complex financial issues
• Documentation, maintenance and control of financial records
• Support in the tendering for high-value supply or service provision in line with government guidelines
• Development of template contracts for the maintenance of assets, supply of consultancy and cooperation agreements with other parties
• Financial management of internationally funded projects as needed
• Identification of financial training needs and provision
• Support in the update or improvement of financial processes within the Ministry of Environment and provide guidance to reform projects as needed

Habilidades y experiencia requeridas

Academic Qualifications:

  • University degree in Accounting/or Finance or Political Science and Public Administration (PSPA) or any other related field.

Years of experience:

  • Relevant experience of not less than 20 years

Technical experience:

  • Proven finance experience at the national level is required.
  • Previous work Experience with the Lebanese public sector is required.
