Antecedentes

The Environment and Security Initiative (ENVSEC) is a partnership of five international organizations – the OSCE, REC, UNDP, UNECE and UNEP as an associated partner– with specialized and complementary mandates and expertise, providing an integrated response to environment and security challenges. ENVSEC’s mission is to help reduce environment and security risks through strengthened cooperation amongst and within countries in four regions: Central Asia, Eastern Europe, Southern Caucasus and South-Eastern Europe.

Objectives of the assignment
The main objective of the assignment is to provide technical advisory services to UNDP Istanbul Regional Hub Climate Change and Disaster Risk Reduction Team in the implementation, coordination and reporting of the project activities of ENVSEC Regional Desk Office for Central Asia.  

Deberes y responsabilidades

Within the Project ENVSEC Regional Desk Office for Central Asia, the consultant will provide technical advisory services in/inputs for the following areas: 

  • financial analysis and overview of current ENVSEC UNDP portfolio in all participating regions;
  • financial flows and funds allocation coordinated with the ENVSEC Trust Fund administered by OSCE;
  • ENVSEC annual donor reports, both substantive and financial parts;
  • participation of IRH team in various project related events /ENVSEC Management Board meetings, project meetings, workshops, trainings etc.;
  • implementation of the ENVSEC CA Regional Desk Office and its partners;
  • implementation of the Uranium Tailings project for Central Asia;
  • updates of ENVSEC databases with financial and project status entries: a/ CA database; b/ UNDP database;
  • updates of Quality Assurance documents for ENVSEC Regional Project in line with the UNDP guidelines.

Deliverables and preliminary payment schedule
Payments will be released upon timely completion of deliverables as defined below and their acceptance by the Climate Change and Disaster Risk Reduction Programme Specialist.

Phase I: deadline: 31 March 2018; payment: 50 %

  • Analysis of 2018 opening balances and preparation of initial annual workplan for the Uranium Tailings/ENVSEC project
  •  “Lessons learned report” based on the achievements of the Uranium Tailings project
  • Draft financial and substantive progress report for the Uranium Tailings project
  • Inputs for the project monitoring module in Atlas for the first quarter of 2018
  • Inputs for the results reporting 2017 and target setting 2018 for the ENVSEC project
  • Inputs for the ENVSEC 2017 Annual report for donors including Regional chapters /if requested by ENVSEC coordination unit /, alternatively the summary report of ENVSEC-UNDP activities for 2017

Phase II: deadline: 30 August 2018; payment: 50%

  • Inputs for the project monitoring module in Atlas for the second quarter of 2018
  • Uranium tailings 3rd /final/  progress report; both substantive and financial
  • Collection and archival of Uranium Tailings project supporting documents
  • Collection and archival of ENVSEC general supporting documents for possible audit
  • Supporting materials for ENVSEC Management Board meeting/teleconference
  • Updated ENVSEC databases – Central Asia and UNDP projects; including ENVSEC official website

Management/organizational arrangements
The consultant will work under guidance and technical supervision of CDT Team Leader of UNDP for ECIS. He/she will also work closely with the five UNDP Country Offices and other ENVSEC partners.

Habilidades y experiencia requeridas

Education:

  • Minimum BA degree in environmental science, disaster risk reduction, biology, chemistry geography or other relevant field.

Experience:

  • At least 5 years of relevant professional experience in environment or disaster risk reduction;
  • Professional experience in environment and security area in ECIS region would be an asset;
  • Experience of organizing of environmental events required.

Language skills:

  • Fluency in written and spoken English is required for this assignment, 
  • Basic level of Russian would be an asset. 


Evaluation of Applicants
Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and 
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. 

Only the highest ranked candidates who would be found qualified for the job will be considered to the Financial Evaluation. 
Technical Criteria – 70% of total evaluation – max. 35 points: 

  • Criteria A (relevant education) – max points: 5
  • Criteria B (years of professional experience in environment and/or disaster risk reduction) – max points: 10
  • Criteria C (experience of organizing environmental events) – max points: 10
  • Criteria D (professional experience in ECIS region in environment and security area) – max points: 5
  • Criteria E (fluency in written and spoken English and knowledge of Russian) – max points: 5

Financial Criteria - 30% of total evaluation – max. 15 points.
