Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Jordan Country Office supports the Government of Jordan, international and national stakeholders to respond to the Syrian crisis through gender responsive humanitarian action programming in both refugee camps and host communities. UN Women has three Oasis centers in Zaatari refugee camp and one in Azraq refugee camp and is expanding the Oasis model to host communities. This requires effective monitoring and reporting on progress and results and beneficiaries/users of Oasis center services and coordination with key stakeholders in government, civil society and the international community.

Under the supervision of the Head of Programme Unit, the Monitoring and Evaluation Specialist is responsible for managing the monitoring and reporting of beneficiary/user numbers, impact of projects on beneficiaries, including providing technical support to tracking impact on beneficiaries in both refugee camps and host communities as well as supporting colleagues in incorporating monitoring and reporting into programme formulation as well tracking against Strategic Note targets and the reporting of results to internal and external audiences.??

The assignment requires intermittent presence on UN-Women premises in Amman, in refugee camps, and in host communities.

Objective of the Assignment:

To build monitoring and evaluation (M&E) capacity and to foster an M&E (i.e., data-driven) culture.

Scope of the Assignment:

In accordance with UN Women Evaluation monitoring and evaluation guidance, the consultant will work under the overall supervision of the Head of Unit to:

  • Assess the existing monitoring systems, identifying gaps, redundancies, and new opportunities;
  • Monitor programme results (outputs and outcomes) by collecting and analyzing data for the indicators established in a programme;
  • Monitor the timely and efficient completion of programme activities that are planned to lead to results; Update the programmes’ performance measurement framework;
  • Provide timely and quality submission of data, analysed reports, best practices, key learnings and field trends;
  • Serve as a focal point for baseline surveys and for supporting partner organizations (CBOs) to set up strong monitoring and learning systems;
  • Provide substantive inputs to the implementation of annual work plans for the programmes with effective operational strategies, clear deliverables, annual targets with indicators and milestone, Identify and facilitate documentation of evidence based good?practices;
  • Provide inputs to the annual reports;
  • Build capacity on M&E of UN Women’s partner organization; Preparation for the evaluation of the program.

 


Deberes y responsabilidades

 

The consultant will have the following duties and responsibilities:

  • Provide overall support to the implementation of a monitoring system for the programmes;
  • Work with the Head of Unit and team to maintain a data collection system tracking and collecting core data elements on the interventions’ design;
  • Provide follow-up to the programmes and support the ongoing data collection and interpretation of results; Provide suggestions for ways to improve the tracking of results;
  • Work with UN Women’s partner organizations to build their M&E capacity;
  • Work with the programme team to support the partner organizations (CBOs) to develop strong monitoring and learning systems;
  • Provide inputs to relevant sections of the project progress report, and the analysing, synthesising and documenting programme outcome, best practices and learning;
  • Prepare for the evaluation of the program;
  • Participate in the dissemination of program findings and lessons learned including, but not limited to, innovative strategies, approaches and models to help other providers as they conduct self-assessments and quality improvement activities in their respective organizations.

Expected Places of Travel: Refugee camps and host communities

Key Deliverables:

  • Performance measurement frameworks updated on regular frequency;
  • Support the use of monitoring tools;
  • Field monitoring visits conducted in all countries, capacity building sessions conducted for CBOs (on monitoring and learnings), and reports prepared from those visits;
  • Preparation, in collaboration with programme team, of narrative reports and briefing notes and any other reports requested;
  • Contribution to programme team meetings at the level of monitoring and evaluation (PPT, documents, briefing, etc.); Knowledge products on findings from monitoring and reporting exercises, including lessons learned and good practices generated and communicated to internal and external stakeholders;
  • Monthly submission of information about actual progress and constraints; TOR for the program evaluation developed;
  • Other monitoring and evaluation duties performed as required.

Monitoring and Reporting Requirements:

The progress of the work will be delineated and supervised by the Head of Unit. The consultant will submit a monthly report on the progress of work.

Habilidades y experiencia requeridas

Education:

  • Master’s Degree in Economics, Management, Rural Development, Social Sciences, or related field. Additional certification in statistics, MIS management and Monitoring and Evaluation will be considered as an asset.

Experience:

  • A minimum of five years of professional experience in the field of rights based monitoring and evaluation;
  • Experience in the management of gender equality and women’s empowerment programmes or analytic work in gender and development, gender analysis and/or human rights;
  • Good knowledge of rights-based approach and result-based management;
  • A proven ability to liaise with a myriad of stakeholders and partners, including, international organizations, civil society organizations and grassroots organizations;
  • Experience related to UN Women’s mandate and activities would be an added advantage.

Language Requirements:

  • Fluency in Arabic and English
