Antecedentes
- Mozambique is a Least Developed Country in Southern Africa. Its economic growth, driven mainly by primary commodities’ exports, such as, aluminium, coal and electricity, declined to 4.3% in 2016 due to continued fiscal tightening, investment slowdown, and the debt crisis.? In 2017, extractive sector’s exports are, however, expected to increase and drive growth back up to 5.5%. The country’s hopes are relying strongly in the gas discovery and exploitation, as the medium-term source for employment and national revenues. The Government foresees investments in the extractive sector as the catalyst for industrialization and diversification of economy that will lead the country to middle-income status, by 2053.
- The UNDP Human Development Report 2016 ranks Mozambique as a low human development country (181/188 countries), with a Human Development Index of 0.418, a life expectancy of 55.5 years, 9.1 expected years of schooling, 3.5 mean years of schooling and a gross national income per-capita of US$ 1,098.?
- The country has made important progress in different areas of the Millennium Development Goals (MDGs). However significant challenges remain. The latest national poverty assessment, released in October 2016, indicates that in 2014/2015, 46.1% of the population was still living below the poverty line, with asymmetries at the regional and provincial level. Notwithstanding a 5.6% reduction in poverty incidence from the previous poverty assessment, in absolute terms the number of poor people in Mozambique has remained relatively unchanged. Therefore, close to 13 million of Mozambicans, a little less than the total population of 28,8 million, are still poor. High levels of poverty are compounded with high inequality. The country´s Gini Coefficient was 0.47, in 2008. In 2015, Mozambique ranked 139th, out of 188 countries, in the Gender Inequality Index (0.574), with high levels of maternal mortality (489 deaths per 100,000 live births). Women’s share in parliament was 39.6% in 2015, and their labour force participation rate stands at 82.5% for ages 15 and older.

1) Mapping of ongoing govt led efforts to mainstream agendas 2063- and agenda 2030. 15%
2) Mapping of ongoing bilateral and multilateral development partners led efforts to mainstream agendas 2063- and agenda 2030 I their own development cooperation strategies for / with Moz. 20%
Conduct informal conversations with representatives of development cooperation agencies in Moz a scan of different activities developed by line Ministries and other government agencies to promote agendas 2063, 2030 as part of an broader sectoral strategy. The expected result is a comparative table of activities developed government agencies, main objectives, expected results and if available impact.
3) Compilation of key messages on agenda 2063/ agenda 2030 about Moz 15%
?A handful of reports, studies, papers have been published on agendas 2063 and agenda 2030 for Moz and or southern Africa. Identify from existing content policy, advocacy perspectives that can be incorporated in the work of UNDP and other UN agencies to promote the agenda.
4) Formulate a project document in support of SDG Agenda in Mozambique. 20%
Based on the outcome of an earlier SDG formulation mission and the proposed initiation plan, draft a full-fledged Project Document in support of Agendas 2063 and 2030 in close consultation with the Ministry of Economy and Finance and other relevant Ministries.?
5) Policy priorities for selected goals 15%
In consultation with UNDP / UN System agencies select 2-3 Agenda 2060 / SDG goals for Mozambique and identify and relevant national policy dimensions that are relevant and important for the country in 2018-2019 and recommend actions that can be taken to further the work or scale it up through advocacy, and or programmatic means.?
6) Multiplying impact: alignment of ongoing UN supported SDG campaign and SDG programming 15%
The UN system is currently supporting the roll out of an SDG advocacy campaign “MUDA-LA” to promote the agenda 2030 in Moz. This public advocacy campaign has been designed by a public media company and will be aired from March to June 2018 and will produce interesting content and public engagement metrics that in turn can be used to inform, refine ongoing projects and programmes for greater impact.
Timeframe
- The expected timeframe for the completion of this activity is 6 months, starting on February 2018.

- Step 2: Submission of Financial Proposal
- Applicants are instructed to submit their financial proposals, a lump sum, in US Dollars for this consultancy to procurement.mozambique@undp.org using the financial proposal template available here: http://procurement-notices.undp.org/view_file.cfm?doc_id=45780. The proposals should be sent via email with the following subject heading: “Agenda 2030 agenda 2063 Consultant /Consultancy Services" by the deadline for this vacancy. Proposals received after the deadline will not be considered. To assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive and include a breakdown. The term ‘all-inclusive” implies that all costs (professional fees, travel related expenses, communications, utilities, consumables, insurance, visa, cost of living in duty station, etc.) that could possibly be incurred by the Consultant are already factored into the financial proposal.?
Application Evaluation Process
- Individual consultants will be evaluated based on the?cumulative analysis?methodology (weighted scoring method), where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
- Responsive/compliant/acceptable and
- Having received the highest score out of a pre-determined set of technical and financial criteria specific to the solicitation.
SDGs Consultant Profile weight:?[70%].
Financial Criteria weight: [30%]
Only Individual Consultants obtaining a minimum of 49 points out of 70 available for the technical evaluation, will be considered for the Financial Evaluation.
Financial Criteria
The following formula will be used to evaluate financial proposal:
p = y (µ/z), where
- p = points for the financial proposal being evaluated;
- y = maximum number of points for the financial proposal;
- µ = price of the lowest priced proposal;
- z = price of the proposal being evaluated.
UNDP is applying fair and transparent selection process that would consider both the technical qualification of Individual Consultants as well as their price proposals. The contract will be awarded to the candidate obtaining the highest combined technical and financial scores.

Qualifications
- Minimum Master degree in social sciences or related fields, preferably with specialization in development.
Experience:
- Minimum 10 years of well documented working experience in development areas related to the theme of the consultancy.
- Strong analytical skills, covering socio-economic and development issues. Excellent communication and writing skills.
- Experience with advocacy, development planning processes, public policy-making and mainstreaming of global agendas into national and local plans.
- Experience with data analysis, and monitoring systems of national level interventions and plans.
- Working experience in developing country settings, as well as, with governmental and non-governmental counterparts.
Language:
- Fluency in English (written and spoken) is required;?
- Working knowledge of Portuguese.
