Antecedentes

UNDP Tanzania country office, under the Inclusive Growth Pillar is in the process of developing Project Documents namely 1)“Strengthening Coordination and Gender Mainstreaming” of the Tanzania Productive Social Safety Nets (PSSN) programme to promote well-coordinated and gender-responsive social protection in Tanzania and 2) “Coherent SDGs Implementation for sustainable environment and natural resources management & multi-dimensional poverty reduction” implemented under the global Poverty Environment Initiative (PEI) Programme.

Recognizing that social protection and sustainable natural resources management can be effective instruments in reducing poverty and inequality, the Government of Tanzania, with support from UNDP, integrated sustainable natural resources management and social protection issues as well as SDGs aspirations into the Second Five Year Development Plan (FYDP II) 2016/17-2020/21. In addition, Tanzania Social Action Fund (TASAF) was initiated in 2000 by the Government of Tanzania as one of its initiatives on poverty reduction anchored to the Poverty Reduction Strategies.

PSSN programme as well as the PEI Programme have integrated gender and climate change concerns to address issues of multidimensional poverty and exclusion. For example, under the PSSN programme, women are identified as recipients of the cash transfer on behalf of the household, and are offered flexible working hours for the public works programme while under the PEI programme, women are identified as key implementers and beneficiaries of nature-based enterprise. However, there is a need to ensure that gender concerns are further integrated into all UNDP programmes and projects with explicit deliverables. UNDP is currently conducting a study to gain more knowledge about the impact of the PSSN on gender roles and dynamics in the communities and within families as well as the gender gaps in agriculture analysis. This is specifically to ensure that women play a key leading role in agriculture and the related agri-business; a sector that employs majority of the population in Tanzania and key in facilitating Local Economic Development (LED) approach of the FYDP II.

Based on the results of the gender analysis and institutional assessment as well as findings from stakeholder consultations and desk review of relevant documents, UNDP is developing two key projects highlighted in para 1 above that will strengthen coordination and mainstream gender in the PSSN programme to promote a well-coordinated and gender-responsive social protection in Tanzania. In addition, ensuring coherent and coordinated SDGs implementation through poverty-environment-gender and climate change (p-e-g-c) nexus to address the multi-dimensional poverty and inequality. The development of the new PEI programme is being informed by lessons of the current ending phase.

In order to ensure adequate integration of the gender consideration, UNDP seeks to engage the services of an international consultant with in-depth practical knowledge and skills in gender integration and mainstreaming into UNDP programmes and programming. The consultant will support UNDP to develop and finalize the two project documents as well as ensure gender synthesis and considerations within the final project evaluation of the current PEI programme with a view to learn lessons to inform the new follow-on PEI phase. With the current PEI project coming to an end in June 2018, and lessons and best practices required to inform the new PEI programme phase, the consultant will document and share lessons learned and best practices, and identify potential new partnerships and funding opportunities for the coming phase. The consultant will also produce, design and package knowledge products for dissemination and advocacy at the national and sub-national levels.

The consultant will be engaged to deliver specific milestones and deliverable based on UNDP quality standards and requirements.

Deberes y responsabilidades

Development of the PSSN programme Document

Conduct desk review of existing literature and compile information from the two ongoing UNDP studies; the gender assessment of the PSSN and the study on challenges, gaps and opportunities of implementing, coordinating and monitoring social protection interventions in Tanzania, which will inform the project document;
Conduct stakeholder consultations at the national and community levels with key partners such as relevant ministries, development partners, Tanzania Social Action Fund, other UN agencies, civil society organizations etc. to identify key entry points as well as potential areas of collaboration, co-financing and partnership;
Develop a project document in compliance with UNDP quality standards and requirements, based on existing data and information, thorough analysis, and comprehensive consultations at the national level;

Current PEI programme close down and Finalization of the new PEI Programme Document

Review and Finalize the PRODOC for new PEI programme
Finalize review of the study report on the Factors driving the gender gap in agricultural productivity and work closely together with editor, designer and the UN communication team to produce a brief, easy-to-understand report.
Prepare policy brief on the Factors driving the gender gap in agricultural productivity based on the main report to be used for advocacy purposes to leverage government funding and inform policy dialogues. Work closely together with the PEI and UN Women team to organize launches of the report on the Factors driving the gender gap in agricultural productivity at the national level and in the selected study districts in Tanzania.
Prepare final review of lessons learned and best practices report (no more than 25 pages) for the PEI project to ensure better planning and implementation of later project phases and future projects.

Habilidades y experiencia requeridas

Education:

Master’s in international development, political science, social sciences or related fields coupled with relevant equivalent experience.

Experience:

At least 5 years of relevant experience in gender analysis and integration in project management and project design preferably from East Africa;
At least 5 years of experience in social development issues including social protection, social research, analysis and development poverty and inequalities, gender issues, nature-based enterprises development or related fields;
Experience and knowledge to SDGs integration in national and sub-national planning especially from the gender mainstreaming and poverty reduction perspectives
Demonstrated experience in gender-responsive programming, gender analysis and/or gender mainstreaming;
Experience in developing projects and programmes in the field of social development;
Experience in conducting similar assignments in different developing countries;
Working knowledge / practical experience of the Tanzania context is an asset

Language requirements:

Excellent command of English (oral and written) is required;
Fluency in Swahili is an added advantage.
