Antecedentes

The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) is carrying out an ‘Evaluation of the UNDP's support to poverty reduction and social protection in the Least Developed Countries (LDCs).’  The evaluation is part of the IEO medium-term plan (DP/2018/4) approved by the Executive Board in January 2018. The evaluation will assess the contribution of the country programmes, and global and regional programmes to reducing poverty, inequality, and vulnerability and to social protection. The evaluation will contribute to the development of corporate programme strategies on poverty reduction and sustainable development and strengthen UNDP's accountability to global and national development partners, including the Executive Board.

Given the multi-dimensional nature of poverty, initiatives aimed at reducing poverty in the Strategic Plan 2014-2017 are spread across programme areas of UNDP. In addition to livelihood and growth-related support, a significant proportion of initiatives related to local development, environment and climate change adaptation, alternative energy, and economic revitalization in crisis contexts have strong poverty reduction elements. The evaluation will assess UNDP’s contribution across these areas.

This call for expressions of interest (EOI) provides a profile of the expected responsibilities of evaluation consultants for this thematic evaluation. The specific Terms of Reference (TOR) for the expected 6 consultancies will be provided at a later date to interested candidates who meet the required qualifications set out in this EOI. The duration of consultancies will vary depending on the specific tasks, and is expected to range between 20-45 working days.

Deberes y responsabilidades

Scope of Assignment
The consultants will carry out data collection and analysis to assess the performance of UNDP in achieving the objectives of poverty reduction and social protection through the implementation of global, regional and country level programming.  With exceptions, the assignment involves working from home as well as travel. Broadly, the type of activities consultants may be assigned include:

  • Desk review pertaining to the assigned work;
  • Country/regional/thematic case studies; and
  • Sub-theme meta-synthesis.

Timeframe
The data collection, analysis and report writing will be completed between March – July 2018.

The following are the broad deliverables, which may evolve as per the needs of the evaluation and the thematic area.

  • Desk Study report
  • Country case study/regional/ thematic report
  • Sub-theme analytical report

Competencias

  • Thematic expertise in one or more development areas (poverty reduction and social protection/ inequality/ local development/ crisis and recovery/ energy, environment, and climate change);
  • Knowledge of international debates related to sustainable human development in LDCs;
  • Ability to conduct analysis of large multi-country data sets in short period;
  • Familiarity with UN /UNDP mandate and operations; and
  • Strong written and verbal communication skills.

Habilidades y experiencia requeridas

Education:

  • At least a Masters’ degree in the social sciences or a relevant field;

Experience:

  • At least 10 years of international development experience;
  • Extensive evaluation experience, having participated in complex evaluations of development programmes;

Languages:

  • Fluency in English required;
  • Fluency in French is advantageous.
