Antecedentes

UN Women Office in Georgia has steadily grown from year to year starting from 2008 (UNIFEM at that time). UN Women Georgia Country Office was granted full delegation of authority in February 2014.  In December 2015 the second Strategic Note (SN) for the Georgia CO covering 2016-2020 (in line with UN Partnership for Sustainable Development (UNPSD) cycle) was approved. Compliant to the UNPSD (2016-2020), CEDAW Concluding Observations to Georgia (July 2014), SDGs and other international commitments and the national gender equality policy priorities, UNW aims to support the government and CSO partners to advance gender equality and women’s empowerment (GEWE) through sustainable and holistic interventions on policy, institutions, and grassroots’ levels. UNW Georgia SN - country program (2016-2020) and respectively the Annual Work-Plan for 2018, cover 3 out of the 5 thematic areas of UNW's Global Strategic Plan 2018-2020: women’s economic empowerment (WEE), ending violence against women and girls (EVAWG), and women, peace and security (WPS). The overarching goal of UNW Georgia SN (2016-2020) is to achieve sustainable empowerment of women and girls towards a gender equal society.

Apart from technical assistance / development work in the three above mentioned areas, UN Women is an active member of UN Country Team and plays decisive role in coordinating development partners in the area of GEWE by chairing an extended Gender Team Group that includes not only UN agencies, but also key international and intergovernmental partners, donors and NGOs. Since 2012 UN Women Georgia also exchanges views with the Civil Society Advisory Group consisting of lead activist in the area of women’s rights and gender equality.

In order to boost the energy of UN Women Georgia CO staff for effective strategizing and results’ delivery, UN Women Georgia Country Office plans to organize a two-day staff retreat and is looking for an experienced International Consultant to offer external perspective and facilitation of the event. The retreat is planned to take place in Borjomi (two-hour drive from the capital Tbilisi) in the end of February.

Deberes y responsabilidades

The duties and responsibilities of the International Consultant are:

  • To hold inception Skype meeting with the management of UN Women Georgia Country Office to better understand the needs and priorities of the team and prepare for the two-day retreat;
  • To develop agenda of the two-day retreat in consultation with UN Women Georgia Country Office management;
  • To deliver / facilitate two-day retreat of UN Women Georgia Country Office
  • To prepare brief report on the work carried out and key observations as well as recommendations for the CO management and staff to address in relation to the key issues/topics covered during the retreat (be it team-building, staff learning, internal communication, work-life balance, etc.).

Deliverables:

The assignment should be carried out in the period of 21 February – 10 March 2018, not exceeding 4 (four) working days, with the incumbent being responsible for the following deliverables:

  • Preparatory work (inception Skype call and follow up preparations) resulting in the agenda of the two-day retreat (1 working day, completed by 21 February 2018);
  • Two-day retreat of UN Women Georgia CO delivered (2 working days, completed by February 28, 2018);
  • Brief report on the work carried out and key observations as well as recommendations for the CO management and staff to address (1 working day, completed by March 10, 2018).

Habilidades y experiencia requeridas

Education:

  • Master’s degree in social sciences, human rights, gender or development studies;

Experience:

  • At least 2 years of work experience in the field of professional coaching (100 points);
  • At least 3 years of work experience in facilitation of internal consultations and team-building sessions (100 points);
  • Demonstrated previous work experience with UN funds and agencies. 

Language:

  • Fluency in English.

Evaluation procedure:

The candidates will be evaluated against the following technical and financial criteria:

  • Master’s degree in social sciences, human rights, gender or development studies (60 points);
  • At least 2 years of work experience in the field of professional coaching (100 points);
  • At least 3 years of work experience in facilitation of internal consultations and team-building sessions (100 points);
  • Demonstrated previous work experience with UN funds and agencies (60 points); 
  • Fluency in English (30 points).

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150.

S – score received on financial evaluation.

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

Management Arrangements:

The Consultant will work under the overall supervision and guidance of UN Women Georgia Country Office team – Country Representative and National Programme Specialist.

Financial Arrangements:

Payment of 100% of the contract will be made upon the completion of all tasks spelled out in this Terms of Reference, provided all three deliverables are submitted, accepted and approved.
