Indian Railway (IR), one of the world's largest rail networks comprising 115,000 km (71,000 mile) of track over a route of 65,436 km (40,660 mile) and 8,495 stations. In 2014-15, IR carried 8.397 billion passengers’ i.e. more than 23 million passengers a day besides 1050 million tons of freight.

IR has set an internal target of 1 GW from solar by 2022, of which 500 MW will be from rooftop projects, and the rest from ground mounted projects. Currently, only around 10 MW of solar has been installed. While work on rooftop projects are underway, with tenders totalling around 250 MW in various stages of finalization/ execution, there is not much clarity on how to meet the target from ground mounted projects, apart from intentions of procuring solar power from upcoming solar parks. It should be noted that all the rooftop projects would be catering to the non-traction loads.

IR has more than 44,000 ha of land chunks spread across the country and trackside lands ranging in width of zero to 30 m along its 66,000 km long tracks, which can be used to generate solar power for meeting its traction demand. The land chunks can theoretically support installations of more than 25,000 MW of solar PV capacity. IR and its responsible agencies for solar deployment are realizing the need for identification and assessment of land from the perspective of solar potential, development of feasible business models to attract investments and technology package for solar integration to meet traction load.

IR has initiated trialing SPVs on building rooftops and platform shelters. However, on land potential is still largely untapped there is still a need for in-depth techno-economic feasibility assessments, standardized procedures and capacity reinforcements for engaging the private sector through Public-Private-Partnerships (PPP) modalities, innovative financing mechanisms, that are critical for scaling up the deployment and meeting the 1 GW target in the next 5 years and 5 GW by 2025. UNDP has initiated a scoping study which will help IR to improve the investment climate for its solar deployment target while reducing carbon emissions and creating thousands of jobs.

Deberes y responsabilidades

  • Develop a master list of all Traction Sub Station (TSS) in the country
  • Identify list of TSS along the Golden Quadrilateral and diagonal routes connecting the metro cities, minimum 45 in number
  • A short report on load pattern of the identified 45 TSS
  • A short report on 15 most promising sites for site assessments
  • Review report of solar assessment of all sites and ascertain compliance with the requirements of individual TSS.
  • Develop SLD and equipment specifications of the identified TSS for solar integration
  • Fortnightly report on activities undertaken


Technical Competencies

 The Consultant should be well conversant with:

  • Electrical power supply systems of Indian Railways
  • Power generation and transmission in Indian Railways
  • Solar PV technology and ground mounted MW level solar PV project development Energy and its application in Indian Railways’ power supply system

Functional Competencies

  • Excellent drafting, documentation and communication skills in English;
  • In-depth knowledge of Energy/ Renewable Energy policies and project management skills;

Habilidades y experiencia requeridas


  • Graduate degree in Engineering,
  • At least 5 years of relevant experience in the field of energy management and monitoring


Should have experience of working on renewable energy and electrical systems of Railways. 


  • An excellent command of English is required.

Cumulative analysis:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

Responsive and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation:

  • Technical Criteria weight – 70 Marks

Methodology – 50 Marks

Education – 10 Marks Max( Graduate Engineer – 7 Marks, PG/MBA- 10 Marks)

Work Experience and Knowledge – 10 Marks (Assessment through interview if required)

  • Financial Criteria weight - 30%.
