Antecedentes

UNDP aims to support Libya’s transition to an inclusive political agreement through urgent rehabilitation of key public services, expansion of dialogue between different stakeholders, support to constitutional processes underway and national and local capacity building to be able to address the urgent needs of citizens. In Libya UNDP partners with various government actors, non-governmental organizations, civil societies, the private sector, UN agencies and other organization.

Deberes y responsabilidades

Under the overall supervision of the Operations Manager, Procurement Consultant will be responsible for the management of the procurement processes for the supply of goods, works and services for the UNDP Libya lead projects and programmes, following UNDP procurement procedures to meet clients’ requirements. The specific tasks include:

  • Prepare Invitation to Bid (ITB), Request for Quotations (RFQ), Request for Proposals (RFP) and other bidding documents calling for the supply of goods, works and services on competitive basis.
  • Establish the supplier database and continuous evaluation of supplier performances, including the management of pre-qualification process.
  • Ensure full compliance of procurement activities with UNDP rules, regulations, policies and strategies.
  • Manage bidding processes, bid evaluations, supplier selections and prepare submissions seeking approval for the contract award.
  • Prepare contract award including CAP/R/ACP submissions, raise purchase orders, contract administration, prepare payment certificates for the goods and services received, and other necessary documents including close-out reports.
  • Knowledge sharing and support to colleagues for efficient delivery of services to the clients, while maintaining high level of compliance with the UNDP procedures.

Habilidades y experiencia requeridas

  • A minimum of 3 years UN/UNDP/International NGO procurement experience is required, including proven exposure to large value procurement activities, and experience with development of tender documents, management of procurement processes, bid evaluation, CAP/RACP/ACP submission and contract management.
  • A Minimum of 2 years of experience working on procurement of infrastructure construction/rehabilitation related programmes is an asset.
  • Familiarity with strategic sourcing methodologies and/or procurement strategy development.
  • Professional procurement certification/accreditation (i.e. CIPS 2, CIPS 3, MCIPS or similar) will be considered an advantage.
  • Strong IT skills, including extensive usage of computers and office software packages (MS Word, Excel, PowerPoint etc.).

LANGUAGES:

  • Fluency in written and spoken English is essential; knowledge of Arabic and French is desirable.
