Antecedentes

The project Support to Anti-Corruption Efforts in Kosovo (SAEK) II is expected to have a positive impact on reducing the level of corruption in Kosovo by strengthening monitoring and oversight mechanisms of institutions to perform in an efficient, transparent, accountable, and gender sensitive manner. The project will ensure greater transparency and accountability of those institutions responsible for delivering public services and create the necessary requirements for more participatory governance at the local level.

SAEK II takes an innovative and holistic approach towards anti-corruption by focusing both on the “supply-side” and the “demand side” of democratic governance and taking into consideration different levels of intervention, working directly with central government authorities, local/municipal actors, civil society and the citizens themselves.

Activities implemented under SAEK II Component 1 will focus on strengthening the capacities of the Kosovo Anti-Corruption Agency (KAA) to become an effective external control mechanism for ethics, integrity and efficiency of the public administration. As identified as a priority by the EC Kosovo Reports, the project will also focus on enhancing active partnership and stronger collaboration and coordination amongst relevant stakeholders on anti-corruption issues, particularly amongst the KAA, prosecution and law enforcement.

In this light, UNDP SAEK II seeks to engage an IT expert to lead the development of the technical specifications for the establishment of database within the Office of the Chief Prosecutor by which the prosecution services will have direct access to information contained in databases within the Kosovo Police and the Tax Administration. The secure database, to be housed within the Office of the Prosecutor, will allow investigators direct access to criminal intelligence, relevant police investigative information and assets, income and tax records of targets of criminal cases pertaining to organized crime and corruption related offenses. The database, to be modeled on the existing database of the Republic of Croatia State Prosecution, USKOK, will contribute to the establishment of a track record of successful corruption and organized crime cases. The IT expert will work closely with a Legal Expert for drafting the memoranda of understanding to establish the database.

It is expected that at the end of the assignment the Consultant will deliver a Functional Requirements Document for the database that describe requirements using simple, consistent and concise language, and provides cases and activity diagrams. One hard copy and an electronic copy of the Functional Requirements Document will be delivered to the SAEK II Project.

Objectives of Assignment
Develop the Functional Requirements document for the design of the database for sharing information in the pre-investigation phase of corruption and organized crime cases.

Deberes y responsabilidades

Under the direct supervision of the SAEK II Project Manager, and in daily cooperation with the Office of the Chief Prosecutor, the Expert shall be assigned to carry out the following tasks, as specified below:

1. Development of the Functional Requirement:
a. Review of functional specifications of existing databases within the Office of the State Prosecutor, Kosovo Police and Tax Administration;
b. Perform a functional review of internal operations and procedures and analyze the legislation with the support of the Office of the Chief Prosecutor personnel;
c. Facilitate the process of gathering, analyzing and documenting user requirements in accordance with predefined standard operating procedures, specifically to:
i. analyze in detail requirements and provide written operational processes descriptions, user cases, task and workflow analysis;
ii. collect requirements from multiple viewpoints;
iii. develop case scenarios (as many as identified by users, user groups and workshops);
iv. develop scenarios for possible regulation/legislature changes
v. model the system’s environment by documenting the external systems whose interfaces must be specified.

d. Finalize functional and system specification documentation based on the Office of the Chief State Prosecutor requirements.

2. Technical Support and oversight of the development:
a. Participate in the pre-notification event with all interested bidders for any further clarification on pre-bid queries;
b. Work closely with the Office of the Chief Prosecutor, Police and Tax Administration on systems requirements analyses including details on business process flow, user interface, design, reports and other system features;
c. Monitor if product is developed as defined during requirement analyses phase and fulfils client requirement.

Expected Deliverables/Outputs

  • Gathering, analyzing and documenting user requirements
  • Development of the preliminary Functional Specifications (detailing the aim, scope, problems identified, processes addressing problems and the system architecture.)
  • Validation of requirements
  • Requirements Analysis completed. Detailed system development plan prepared and submitted to the Chief Prosecutor Office 
  • Participate in the information event for interested bidders
  • Monitor system development progress, installation and testing
  • Functional Requirements document on a Database for Data sharing in the pre-investigation phase of criminal cases pertaining to corruption and organized crime.

Scope of price proposal and schedule of payments

  • Letter of Confirmation of Interest and Availability
  • Personal P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  • Brief description of why the individual considers him/herself as the most suitable for the assignment;
  • Methodology on how to approach and conduct the assignment;
  • Financial Proposal - The Daily fee must be all-inclusive (the term “all inclusive” applies that all costs – professional fees, local travel costs, communications, consumables, etc).
  • Payment shall be processed following the submission of the IC Timesheet.

Criteria for Selection of the Best Offer

Combined Scoring method - where the qualifications and methodology will be weighted a max. of 70%, and combined with the price offer which will be weighted a max of 30%

Habilidades y experiencia requeridas

Recruitment Qualifications

  • Bachelor in Computer Sciences, or Information Technology or any related discipline;
  • Minimum five (5) years of professional experience with minimum of three (3) years in similar assignments in local or international organizations;
  • Extensive experience in requirements engineering and system design;
  • Excellent communication skills and ability to understand and successfully manage cultural/ethnic/political sensitivities are particularly important;
  • Familiarity with relevant cross-cutting issues related to local sustainable development such as gender mainstreaming, environmental sustainability, human rights based approach, social inclusion and other issues as appropriate;
  • Excellent knowledge of spoken and written English, Albanian or Serbian languages.
