Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. At the country level, UN Women is leveraging its triple mandate in Myanmar to promote gender equality and women’s empowerment (GEWE) as central to the peacebuilding, crisis response and recovery, democratic governance, and development processes.

Due to persistent gender inequalities and discrimination, the developmental challenges facing Rakhine State are felt especially by women, who are already among the poorest in the country. To address their specific needs and catalyse their leadership, UN Women is working in Rakhine to support strengthening women’s leadership, participation and self-reliance through improved livelihood security with the overall aim to address underdevelopment of the state fueled by high rates of poverty, gendered vulnerabilities facing women including outward migration for work, high rates of unemployment and intercommunal tensions. Guided by principles of national ownership and support towards fulfillment of commitments made by the Government of Myanmar for advancement of women and achievement of gender equality, the program will contribute towards economically empowering women and building the resilience of the family and broader community as a way to contribute towards socio-economic development of Rakhine State.

Reporting to the Regional Advisor, Gender and Resilience Building, the Programme Analyst contributes to the effective management of the Inclusive Development and Empowerment of Women in Rakhine State portfolio by providing substantive inputs to programme design, formulation, implementation and evaluation; and leading efforts on gender advocacy and social mobilization.  S/he guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary.  She/he works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.      


Deberes y responsabilidades

Contribute technically to the development of programme strategies in humanitarian action and resilience building, particularly considering context of humanitarian-development continuum and finding solutions which offer longer-term solutions:

  • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives;
  • Identify areas for support and intervention related to the programme;
  • Support drafting of concept notes, background paper, briefing notes, program documentation, donor profiles, etc.

Coordinate and provide substantive technical support to the implementation and management of the women’s empowerment and resilience building programme:

  • Provide technical inputs to the annual workplan and budget;
  • Support implementation of programme activities, particularly at the state and local level;
  • Support the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
  • Coordinate and provide technical support in the implementation of programme activities;
  • Maintain relationships with local and national partners to support implementation and expansion of the women’s empowerment and resilience building programme;
  • Provide substantive inputs to the preparation of donor and UN Women reports;
  • Represent UN Women at relevant interagency coordination meetings as required and provide technical assistance for gender mainstreaming at State level in Rakhine.

Provide substantive inputs to establishment of partnership and lead social mobilization aspects of the program at State and local level:

  • Lead designing and implementation of advocacy and social mobilization aspects of the programme component in collaboration with implementing partners, government counterparts and others as relevant;
  • Formulate and maintain partnerships for programme implementation, particularly with women entrepreneurs, business leaders, community leaders and other relevant partners to promote women’s economic empowerment;
  • Coordinate with other partners on the ground implementing projects in Rakhine to strengthen synergies, harmonization and collaboration on gender equality and women’s empowerment aspect of the programs.

Facilitate and provide substantive inputs to advocacy, knowledge building and communication efforts:

  • Develop background documents, briefs and presentations related to women’s empowerment and resilience building;
  • Identify and synthesize best practices and lessons learned directly linked to programme country goals and activities;
  • Liaise with advocacy partners and undertake outreach to civil society organizations, governments, and other groups to ensure that newsworthy information reaches the public and donors;
  • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;
  • Coordinate the development of knowledge management methodologies, and products on women’s empowerment and resilience building.

Habilidades y experiencia requeridas

Education:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.

Experience:

  • At least 2 years of progressively responsible work experience in development programme/project implementation, coordination and strategic partnership;
  • Experience in the gender advocacy, social mobilization, and women’s empowerment is an asset;
  • Experience coordinating and liaising with local partners, community leaders and government agencies is required;
  • Experience in developing and/or crisis contexts in Asia and the Pacific an asset;
  • Willing to travel to remote locations under difficult circumstances.

Languages:

  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset;
  • Knowledge of local language in the duty station is an asset.
