Antecedentes

UNDP and the State of Kuwait, represented by the General Secretariat of the Supreme Council of Planning and Development (GSSCPD), strive to enhance institutional capacities at various government agencies by providing them with necessary technical support to strengthen their capacities and skills to perform their expected duties.

Under the framework of the Institutional Capacity Development for Implementation of the Kuwait National Development Plan (ICDI/KNDP) project, UNDP and GSSCPD attempt to support the Central Statistics Bureau (CSB) to create an enabling environment for KNDP results. The aim is to enhance institutional and human capacities of the CSB for evidence-based plans and policies on sustainable development. One of the outputs aims at developing the capacity of the Central Statistics Bureau (CSB) through the development of systematic national statistical tools and information systems and production of periodic statistics and data.

Within this context, CSB is seeking to recruit an Administrative Audit Specialist to support the Technical Office Department in improving governance through the provision of technical advisory and capacity building to the relevant staff at CSB in this area.

The consultancy will be an immediate contribution to ICDI/KNDP project output- Enhanced institutional and human capacities of the CSB for evidence–based plans and policies on sustainable development, while contributing to the implementation KNDP objectives on the modernization of the CSB.

Deberes y responsabilidades

The main objective of the assignment is for the Administrative Audit Specialist to recommend and contribute to the establishment of appropriate administrative audit processes for CSB. This is to enhance and improve the systematic national statistical tools and information systems on a constant basis. In doing so, the consultant is expected to refer to the Civil Service Commission (CSC) to ensure CSB’s operations are in adherence with Kuwait Government laws and regulations and to continuously support staff capacity development in this area by ensuring the availability of proper training frameworks.

Duties and Responsibilities

Under the direct supervision of the Head of Technical Office Department and in close coordination with the GSSCPD, and the ICDI/KNDP Project Management unit, the consultant will assume the following tasks:

Provision of technical support to enhance and improve audit and internal control systems of CSB. The objective is to provide all levels of management with sufficient, relevant and useful information that will aid to ensure:

  • Review the adequacy of controls established to ensure compliance with polices, plans, procedures and CBS’s requirements and business objectives in addition to Ministerial decrees;
  • Recommending and supporting application of a resourceful administrative audit system;
  • Assessing the means of safeguarding of assets and expenditure;
  • Procurement and stocks are in order by reforming this function through assuring that warehouse organization in addition to the procedures for dispensation and stocking;
  • Contribution in improving and recommending reliable administrative procedures and manuals in addition to Ministerial decrees;
  • Recommendation of a practical monitoring system that ensures timely employee attendance and to also monitor after work hour work;
  • Recommendation of an efficient employee performance management system;
  • Recommendation of a viable performance follow up system;
  • Adherence to Civil Service Commission (CSC) authorities’ rules and regulations;
  • Economical and efficient use of resources and the accomplishment of established objectives;
  • The quality of data produced from the various entities outside of the CSB control is in-lined with international standards by providing necessary technical support for continued cooperation with the various government agencies.

Provide on the job training to enable the relevant teams at CSB to implement their role in audit and quality control:

  • Provide at least 1 workshop or focus group for employees every month;
  • Provide capacity need assessment for staff at CSB with recommended training plan;
  • Provide hands-on training to staff working at the department to ensure knowledge transfer;
  • Present monthly analytical reports to the GSSCPD and Project Manager highlighting key deliverables and achievements with recommendations for the way forward.

Outputs and Deliverables:

  • Inception report – (2 weeks after contract start);
  • Monthly progress report approved by the beneficiary (Ongoing);
  • Detailed SWOT analysis on the auditing process at CSB (1 month after start date);
  • Technical guidelines addressing specific issues and processes pertaining to auditing, with executive steps recommended (2 months after start date)
  • Report on training programs required by the staff at CSB based upon the results the SWOT report; (Ongoing)
  • Final report with recommendations for future actions (End of contract).

Required Methodologies / Alignments

  • The consultant should be guided by the following:
  • Civil Service Commission (CSC) including Government laws and regulations in addition to Ministerial decrees;
  • International Standards on auditing and quality control of statistics that is in line with Kuwait’s laws and regulations;
  • The Resolutions of the United Nations Statistical Commission (UNSC);
  • The agreements with the Gulf Statistics Center, the ESCWA and the Arab League;
  • Ensure commitment to quality of official statistics in accordance with Data Quality Assessment Framework (DQAF), the General Data Dissemination Standard (GDDS) and the Special Data Dissemination Standard (SDDS) of the International Monetary Fund (IMF).

Roles and Coordination Requirements

The consultant will work under the direct supervision of the Head of Technical Office Department at CSB.  The consultant will also report to GSSCPD and the ICDI/KNDP Project Management based with the International Cooperation Department at the GSSCPD by submitting regular reports on progress and impact of the assignment.

Habilidades y experiencia requeridas

Education

  • Minimum Master Degree in Business Administration or any other related fields. PhD is preferable;
  • Experience in Finance and Audit is an advantage;
  • CIA or CPA certification is an advantage.

Experience

  • Minimum 10 years’ experience working in an administrative managerial position; preferably experienced in official statistics and national statistics bureaus;
  • Proficient experience in computer programs and office software database administration packages (MS Office- Word, Excel, PowerPoint).
  • Preference is given to applicants who working experience in GCC, particularly Kuwait.

Language requirement

  • Fluency in oral and written English and Arabic is a must.
