Antecedentes

The Bureau for Policy and Programme Support (BPPS) of UNDP plays a key role in strengthening knowledge management and policy guidance in UNDP including the coherence and quality of anti-corruption knowledge, which is coordinated by UNDP’s Anti-Corruption for Peaceful and Inclusive Societies (ACPIS) global project.  UNDP’s focus on knowledge management and compilation of lessons learned at country, regional and global levels has significantly contributed to consistent and coherent policy direction, rigorous quality standards and valuable service platforms.

The long-term goal of Knowledge Management (KM) in UNDP is to position UNDP as a World Class Knowledge Organization linking local experiences to global policies. UNDP aspires to be on the cutting edge of policy analysis and knowledge sharing. Knowledge management in UNDP is guided by a Knowledge Strategy that enables UNDP to share and leverage its knowledge and experience across countries, regions, practices, UN agencies and external partners. The Knowledge Strategy, including research and analysis, creates a human and technical infrastructure to enable staff and practitioners to learn, share, connect and contextualize knowledge by enhancing collaboration and creating a cultural change with regard to the organization's approach to knowledge management. This represents the next stage in the evolution of Knowledge Management in UNDP.

ACPIS is UNDP’s main vehicle for supporting and coordinating UNDP’s anti-corruption work both internally through UNDP regional hubs and country offices and externally with other relevant partners. In addition to producing knowledge products on relevant anti-corruption topics, UNDP also coordinates the interagency anti-corruption web-portal “www.anti-corruption.org”, which provides information by various thematic areas and also online courses on anti-corruption.

Working under the overall supervision of Anti-Corruption Advisor and day-to-day management of ACPIS project manager, the Knowledge Management and Research Support consultant will support research and knowledge management of the ACPIS project through UNDP’s global anti-corruption network, the public website, governance peace-building knowledge base, and the UNDP’s intranet. The consultant will support the ACPIS global, regional and country level networks in maintaining the high quality of network knowledge products while allowing for the Community of Practice on Anti-corruption (also known as global anti-corruption network) to undertake new initiatives, and adapting network products, such as global news updates, to serve the new client base, in light of the growth in membership and commensurate rise in the level and scope of network; and of the new platforms and tools available to the practice. The incumbent will assist in facilitating the global anti-corruption network by conducting in-depth research and analysis in governance, mainly through web and document research, and networking with policy advisers and external experts, and providing research and coordination support to roll out UNDP’s flagship knowledge products. 

Deberes y responsabilidades

Research Support and Content Development:

  • Support Anti-Corruption Advisor and Project Manager with research and analysis during the development of flagship anti-corruption knowledge products;
  • Provide research support to the Anti-Corruption Policy Advisor (e.g., compilation of information, data gathering and analysis, and case studies on good practices on anti-corruption) to contribute to the drafting of UNDP’s policy brief, presentations, and training materials, as required for UNDP’s policy and programme support on anti-corruption;
  • Provide research support to develop advocacy and campaign materials to implement the activities around commemoration of International Anti-Corruption Day;
  • Draft and finalize annual reports on ACPIS workplan and activities;
  • Work with the global knowledge facilitators of BPPS, global roster managers; Regional and Group Specialists to collect information as demanded by Country Offices and partners for policy and advisory support.
  • Support Anti-Corruption Policy Advisor to compile UNDP’s experiences and lessons learned on anti-corruption to be presented at major global fora, such as the International Anti-Corruption Conference, The Conference of the State Parties to the United Nations Convention Against Corruption (UNCAC), and other global and regional events.

Knowledge Management:

  • Assist global anti-corruption team in managing the contents of the “www.anti-corurption.org” web-portal. Contact other partners for their contribution of the knowledge products and other materials;
  • Closely work with IT technical consultant to standardize, update and finalize already existing 9 online courses;
  • Enhance linkages with internal and external sources of knowledge in coordination with the Global Knowledge Management activities and other regional hubs and focus areas;
  • Complete specific knowledge management activities pursuant to the ACPIS work plan and build relations with external professionals and institutions, UN system agencies in support of knowledge sharing and management;
  • Actively promote the corporate standards in knowledge management and help insure that content to be published in the workspaces is adequately tagged, named, summarized;
  • Maintain the anti-corruption workspace at UNDP’s internal and external websites through updating with relevant documents, news and web links;
  • Contribute to strengthen global anti-corruption network by providing support for community collaboration, knowledge sharing and networking;
  • Support Country Offices (COs) in Knowledge Management such as accessing internal knowledge and experts; advise on the application of knowledge and expertise; provide hands-on guidance on KM tools; and identify COs’ KM needs and provide useful solutions and tools;
  • Undertake other tasks as assigned by the Anti-Corruption Policy Advisor and the ACPIS Project Manager.

Practice and Communications:

  • Internal advocacy and communications: Collect content and prepare monthly/bi-monthly UNDP’s anti-corruption global news updates;
  • External advocacy and communications: Liaise with UNDP Communications office, other UN agencies and partners to respond to Network queries;
  • Identify and disseminate success stories and good practices to appropriate networks and forums;
  • Update/maintain information shared through ACPIS social media accounts (twitter, YouTube, Facebook, etc.).

Habilidades y experiencia requeridas

  • Master’s Degree in International Relations, Economics/Management, Development Studies or related field.

 

Experience:

  • Minimum 2 years’ experience in the field of international development, research and knowledge Management;
  • Substantive experience in governance, anti-corruption and development related issues.

 

Computer skills:

  • Excellent computer skills and experience using the Internet and web based applications. Advanced knowledge of excel or other statistical software;
  • Proficiency in the usage of computer and office software packages including social media and web platforms.

 

Languages:

  • Excellent writing, editing and oral communications skills in English is required;
  • Proficiency in at least one other UNDP official language is desirable.

Criteria for Selection of the Best Offer:

The award of the contract will be made to the Individual Consultant who has obtained the highest Combined Score (interview = 70% plus financial proposal = 30%) and has accepted UNDP’s General Terms and Conditions. Only those applications which are responsive and compliant will be evaluated. The offers will be evaluated using the “Combined Scoring method” where:

The interview results including educational background (10%), Research and analysis (30%) and relevant experience on similar assignments (30%) will be weighted a max. of 70%; The price proposal will weigh as 30% of the total scoring.
