Antecedentes

South-South and triangular cooperation have become an integral part of development cooperation and have emerged as an important vehicle in contributing to the achievement of the Sustainable Development Goals (SDGs). Their roles are increasingly critical to bolstering the capacities of developing countries towards positive impacts on development performance and prospects in poverty eradication, trade and financial flows, technological capabilities and economic growth.

 

The United Nations Office for South-South Cooperation (UNOSSC) works to improve its support to partners, including regional and sub-regional organizations, to enable their Member States to build more partnerships and cross-border frameworks, with a view to promoting and scaling up best practices in South-South and triangular cooperation with the potential to benefit many other developing countries. UNOSSC therefore facilitates knowledge sharing in the areas where South-South cooperation has proven effective, including policy coordination, regional integration, interregional linkages, infrastructure interconnectivity and the development of national productive capacities. Over the past 15 years, UNOSSC has advanced many publications dedicated to South-South cooperation issues to enhance the sharing of knowledge. An example is the publication on “Good Practices in South-South and Triangular Cooperation for Sustainable Development”.

 

ASEAN is one of the most dynamic and fast-growing regions in the world with a comprehensive forward-looking agenda towards regional integration and sustainable development. As it looks to realize an ASEAN Community with the ASEAN 2025 Vision, it also strives to collectively complement each Member State’s national efforts to achieve the SDGs. This wider context is an enabler for UNOSSC and ASEAN, through the Government of Thailand as ASEAN Coordinator on Sustainable Development, and the ASEAN Secretariat, to undertake a mapping exercise of case studies on intra-regional South-South cooperation in ASEAN that support ASEAN’s efforts to promote sustainable development at the regional level while realizing an ASEAN Community that is inclusive and leaves no one behind. The publication is designed to capture South-South collaboration between ASEAN Member States, intergovernmental organizations, NGOs and the private sector in various spheres of cooperation.

The purpose of mapping South-South cooperation in ASEAN is as follows:

1.            Take stock of South-South cooperation among ASEAN Member States and their institutions in forging sustainable development in the process of regional integration, trade and investment, natural disaster reduction and green economy.

2.            Assist Member States of ASEAN in leveraging South-South cooperation to strengthen knowledge sharing, capacity building and technical assistance among them and with other development partners,

3.            Provide other governments, development partners and any other interested stakeholder information on ASEAN’s South-South cooperation and development structures,

4.            Share with other developing countries the foundations of ASEAN on-going and successful development undertakings which in turn will be a window for development partners to see and recognize opportunities for collaboration with ASEAN.

In proceeding with the objective of this mapping exercise, the UNOSSC Regional Office for Asia-Pacific located in Bangkok, in partnership with the Department of ASEAN Affairs, Ministry of Foreign Affairs of Thailand, in its capacity of ASEAN Coordinator on Sustainable Development, and the ASEAN Secretariat, will publish a publication on the “The Mapping of South-South Cooperation Projects in ASEAN” and is thus seeking services of a consultant. Guidelines for the publication will be shared with the consultant. The consultant will closely work with UNOSSC Regional Office for Asia-Pacific and its partners to write a publication based on the guidelines provided.

Deberes y responsabilidades

Scope of work:

Under the guidance of the UNOSSC Regional Coordinator for Asia-Pacific, the consultant will work on the following:

  • Receive results of preliminary identification of case studies;
  • Prepare the outline of the publication and work plan;
  • Analyze the documents and information provided by UNOSSC Regional Office for Asia-Pacific and its partners;
  • Arrange meetings with representatives of the Governments of ASEAN Member States, ASEAN Secretariat, intergovernmental organizations/institutions, civil society organisations, private sector and others as necessary to collect further information for the publication;
  • Conduct research through documents and reports which would enhance the publication;
  • Draft a 50 to 60-page document including executive summary, photos, photo caption and charts, in accordance with the United Nations editorial guidelines;
  • Participate in a few virtual conferences with UNOSSC Regional Office for Asia-Pacific and partners to discuss expectation, planning and update on progress on a regular basis;
  • Join meeting(s) with UNOSSC Regional Office for Asia-Pacific and its partners in Bangkok as necessary (alternatively virtual conference);
  • Make a short presentation summarizing the contents of the publication;
  • Collect comments, review and revise the content of the draft with a view to finalize the publication within the work plan.

Expected Outputs and Deliverables:

  • Deliver an analytical, reader-friendly publication, featuring views of stakeholders in 4 months under copyright of UN Office for South-South Cooperation;
  • Outline of the publication and work plan by the end of week 2;
  • Reports on progress which include the working draft of complete chapter upon completion of week 5 and week 9;  
  • Delivery of first draft of publication, approximately 50-60 pages, suggested word count: 8,500-9,000, by week 12 (3 months);
  • Short presentation summarizing the contents of the publication after the initial draft is compiled;
  • Delivery of final draft of publication after comments within 2 weeks after receiving comments;

 The consultant will write the publication in English.

Institutional Arrangement

The consultant will report directly to the UNOSSC Regional Coordinator for Asia-Pacific, will work effectively with the UNOSSC Regional Office for Asia-Pacific team, and will coordinate his/her efforts to meet the timelines of assignments throughout the consultancy.

Duration of the Work: 9 April– 31 July 2018

Duty Station: Home based with possible travel within Southeast Asia.

Education:

  • Master’s Degree or equivalent in International Relations, Social Sciences, Economics, Journalism or closely-related field.

Experience:

  • Experience in development issues and projects;
  • Knowledge and experience of and within ASEAN region;
  • Proven strong research, communications and writing skills;
  • Ability to summarize complex information;
  • Experience in communication and developing communication products is essential.
  • Experience working with UN, UNDP, UNOSSC, international organisations will be added advantage;
  • Experience in publication research and design and partnership with international organization and national governments.

Language:

Price Proposal and Schedule of Payments

The contract will be based on Lump Sum

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages:

  • Deliverable 1: 10% of total contract amount (upon a submission of Output 1)
  • Deliverable 2: 20 % of total contract amount (upon a submission of Output 2)
  • Deliverable 3: 20%  of total contract amount (upon a submission of Output 3)
  • Deliverable 4: 30%  of total contract amount (upon a submission of Output 4)
  • Deliverable 5: 20% of total contract amount (upon a submission of Output 5)

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Travel costs shall be reimbursed at actual but not exceeding the quotation from UNDP approved travel agent.  The provided living allowance will not be exceeding UNDP DSA rates.

Evaluation Method and Criteria

Individual consultants will be evaluated based on the following methodology;

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%). and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.

Technical Criteria for Evaluation (Maximum 100 points)

  • Criteria 1: Relevance in education-  Max 15 points;
  • Criteria 2: Experience in development issues and projects and possession of knowledge relating to the ASEAN region – Max 20 points;
  • Criteria 3: Experience in research, writing, communication, and developing communication products – Max 20 points;
  • Criteria 4: Experience in publication research and design and partnership with United Nations system international organization and national governments in developing countries especially in the ASEAN region – Max 25 points;
  • Criteria 5: Fluency in English language with excellent written skills required – Max 20 points.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Documentation required

Interested individual consultants must submit the following documents/information to demonstrate their qualifications. Please group them into one (1) single PDF document as the application only allows to upload maximum one document:

  • Letter of Confirmation of Interest and Availability using the template provided in Annex II;
  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  • Portfolio from previous work/ sample of past work for at least 2 samples;
  • Financial proposal, that indicates the all-inclusive fixed total contract price supported by a breakdown of costs, as per template provided. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
