Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women, men and the third gender as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

In India, Gender Responsive Budgeting (GRB) has been recognized as an effective tool for achieving gender equality and women’s empowerment. The Ministry of Women and Child Development (MWCD) adopted the mission statement of ‘Budgeting for Gender Equity’ in 2004-05 for universalizing GRB both at the Centre and the States and developed a strategic framework of activities to implement this mission. Since 2005-06, the Union Government has taken a slew of measures to institutionalise GRB in the country. Among these, production of Gender Budget Statement and constitution of Gender Budget Cells have been key institutional mechanisms for operationalizing GRB at the level of ministries/departments. Akin to the union government, several states have also adopted GRB. As many as 20 states have adopted GRB in one form or the other.

The Government of Rajasthan is committed to address gender inequality. The State Government has made significant progress with respect to several gender development indicators. The Government initiated the process of implementing GRB in 2005-06 by identifying six key departments—health, education, agriculture, women and child development, registration and stamps and social welfare. A study was commissioned to analyse these departments from the GRB perspective and provide necessary recommendations to facilitate the mechanisms for mainstreaming gender in them.

The research also aimed to establish gender sensitive monitoring and evaluation framework within these departments. This exercise was replicated in six other departments in 2006-07 and key recommendations shared with the concerned Departments for taking necessary steps.

In 2009, a high-level committee under the chairmanship of the Chief Secretary was constituted to monitor GRB in the state. A gender cell was also established within the Department of Women and Child Development (DWCD) to act as the nodal agency for GRB. Resultant to these efforts, the first GBS was published along with the state budget in 2012-13. 

In 2016-17, UN Women in collaboration with the Directorate of Women’s Empowerment commissioned an impact assessment of GRB in the state. The assessment aimed to document the results and impact of GRB in the state and accordingly develop a blue print of the next steps by way of recommendations to shape an effective, result oriented and sustainable GRB strategy in the state.

Given the gains achieved thus far, it is important to sustain and further strengthen GRB efforts in the state. The Directorate of Women’s Empowerment and UN Women will work together to achieve this objective. For this purpose, a consultant will be embedded within the Gender Cell of the Directorate to support the government in coordinating this effort.

Deberes y responsabilidades

Within the above context, UN Women seeks the services of a Consultant to be based at the Directorate of Women’s Empowerment, Government of Rajasthan. The scope of work for this assignment will entail the following:

  • Finalisation and implementation of key findings of the impact assessment of GRB: Within the backdrop of preliminary findings of the assessment, the consultant will be required to finalise and implement the key recommendations for GRB in the state with guidance from the Directorate;
  • Enhancing capacities on GRB: The consultant will work with the nodal agency for developing a capacity development plan on GRB in the state. The consultant will also coordinate the logistics of workshops as well as develop the workshop reports;
  • Influencing sectoral policies and programmes: The consultant will work with select sectoral departments with the objective of enhancing the gender responsiveness of their planning, budgeting and accountability mechanisms. This will entail conducting and supporting research focusing on select schemes of the departments;
  • Monitoring & Evaluation: The consultant will be required to collect data from departments to monitor progress on gender related issues. S/he will also study and prepare a format for collecting sex disaggregated data for relevant programmes/schemes.;
  • Development of documentation and research material: Based on the analysis of evidence generated, the consultant will be required to develop relevant documentation material including a web portal on GRB, media articles/press releases/web articles etc;
  • Coordination: The consultant will be responsible for coordinating GRB work across departments. S/he will prepare minutes of all meetings, workshops etc. that are held by the government on GRB and provide logistic support for all the meetings/trainings etc.

Deliverables:

  • Individual workplan;
  • Capacity development plan for the officials;
  • Data monitoring format to analyse implementation of schemes from a gender lens;
  • Document comprising the analysis of schemes/programmes of departments (as decided in consultation with DWCD) from a gender lens;
  • Minutes of the meetings;
  • Communications materials.

Habilidades y experiencia requeridas

Education :

  • Master's Degree in gender studies, social sciences or relevant field.

Experience: 

  • Minimum 3 years of experience of working on gender issues.
  • Prior experience of working with governments is desirable.
  • Excellent communication and writing skills.

Language:

  • Knowledge of excellent written and spoken Hindi and English is mandatory

Evaluation and Selection Criteria

Criteria for shortlisting of CVs will be based on the following assessment:

  • Required Degree and Qualification (5 points);
  • Minimum Experience relevant to the assignment (5 points);
  • Experience of working with Government would be desirable (5 points);
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) required and advance knowledge of spread sheet and database packages desirable. (5 points).

The evaluation process for selection of the candidate will be based on the following assessment:

  • Interview (70 points);
  • Written Test (30 points).

The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
