Antecedentes

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mandate of UNIDO is to promote and accelerate inclusive and sustainable industrial development in developing countries and economies in transition.

The Renewable and Rural Energy Unit, under the Energy and Climate Change Branch is responsible for implementing UNIDO’s approach to promoting renewable energy markets and industry at a systemic level in order to address the challenges of energy poverty, energy security and climate change simultaneously.

In May 2017, the Global Environment Facility (GEF) endorsed the full-sized project under its Climate Change Focal Area entitled “Biogas applications for the Brazilian agro-industry” for which UNIDO will act as the implementation agency.

While Brazil only accounts for 1.4% of global GHG emissions, these have increased in the last decade, totalling 739,671Gg of CO2eq in 2010. The agricultural sector, representing 48% of national GHG emissions, is the main source, thereby offering opportunities for mitigation actions to achieve substantial impact and introduce a more low-carbon development path by incorporating renewable energy systems.  Brazil has played a leading role in global environmental discussions since the Rio Summit in 1992 and was the first signatory to the UNFCCC. Brazil’s National Policy on Climate Change (PNMC), adopted in December 2008, established voluntary commitment to cut projected GHG emissions between 36.1% and 38.9% by 2020.

Energy potential of biomass and biogas feedstock in agro-industries is hardly exploited, which translates into a lost opportunity to add value to the production chain and to address environmental issues related to agro-industrial residues and effluents. Currently though the introduction of biogas energy technologies into small and medium-sized agro-industries is hampered by a range of specific barriers.

In order to address these barriers, the present GEF Project will take a broader approach to the biogas market in Brazil by (i) facilitating investment in market segments which are ready to take off; (ii) expanding professional capacities and skills for scaling-up; and (iii) providing technical assistance and disseminating best practices, thereby reducing project costs and accelerating penetration of biogas technology downward the market pyramid.

The overall objective of the project “Biogas applications for the Brazilian agro-industry” is to reduce GHG emissions and dependence on fossil fuels through the promotion of biogas-based energy and mobility solutions within agro-industrial value chains in Southern Brazil and strengthening of national biogas technology supply chains. The total duration of the project is 60 months.

 

 

 

Deberes y responsabilidades

The Project Assistant (PA) will work under the direct supervision of the UNIDO’s Project Manager (PM) ensuring high quality, accuracy and consistency of the work. Furthermore, the PA will support the work of the National Policy Expert (NPE), based in Brasilia, and of the Project Management Expert (PME), based in Foz do Iguaçu. The PA will coordinate the work related to the project with the UNIDO teams in Brazil and in Vienna, Austria, as well as with suppliers, beneficiaries, consultants and other partners of this project.

Specifically, the PA is expected to perform the duties and activities listed below. Please note that the working languages are both English and Portuguese:

Attend seminars, workshops and training instrumental for an effective use of SAP modules and project management duties, such as procurement, recruitment, etc.

Feed SAP modules including but not limited to: requisitions, purchase orders, travel requests and reports, expenditure authorizations, visa applications, bidding processes, recruitment, payments, etc.

-  Monitor implementation of the project, such as budget revisions, obligation reviews, re-phasing, extension or completion of projects, issuance of new project allotment documents, project allocations and monitoring.

-  Duly assimilate and implement new financial procedures, technical cooperation guidelines and other instructions.

-  Keep track of project budget expenditures, recommend and initiate budget revisions, complete justification for budget revisions, provide information on the project, draw the supervisor’s attention to problems encountered.

-  Retrieve information on the project from the SAP PPM module to support results-based management.

-  Initiate and follow up on actions related to recruitment of experts, training and study tours, purchase of equipment, travel authorizations requests/claims and deal with all related inquiries.

-   Screen incoming mail and reply as instructed by the PM.

-   Prepare periodical reports and updates.

-   Draft correspondence, both on project related and administrative matters, and put them into adequate style, language and format.

-   Proofread correspondence and edit texts for accuracy, vernacular, grammar, punctuation and style in accordance with standard practices and in compliance with the UNIDO Correspondence Manual.

-   Perform other tasks required in the context of the objectives of the project, duties, activities and responsibilities due to the role of PA.

Habilidades y experiencia requeridas

Education:

Completed secondary education. University Degree in relevant fields of study is an asset.

Technical and Functional Experience:

A minimum of eight years of working experience in the administrative field, thorough understanding of office procedures and practices, either within the UN system, or in a multicultural environment, including experience in project administration, accounting and finance, providing support to managerial/professional staff and using secretarial/administrative skills to assist in the execution of project development and implementation of work.

Proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), and internet.

Experience with SAP or similar ERP software and management tools for administrative control and assistance of routine is an asset. 

Languages:

Fluency in written and spoken English and Portuguese is required.

Fluency and/or working knowledge of another official UN language, particularly Spanish, is desirable.
