Antecedentes

UN Women is the UN organization dedicated to gender equality and the empowerment of women. A global champion for women and girls, UN Women was established to accelerate progress on meeting their needs worldwide. UN Women supports UN Member States as they set global standards for achieving gender equality, and works with governments and civil society to design laws, policies, programmes and services needed to implement these standards. It stands behind women’s equal participation in all aspects of life, focusing on five priority areas:

(1) increasing women’s leadership and participation;

(2) ending violence against women;

(3)engaging women in all aspects of peace and security processes;

(4) enhancing women’s economic empowerment; and

(5) making gender equality central to national development planning and budgeting. UN Women also coordinates and promotes the UN system’s work in advancing gender equality and to strengthen external relations with various partners.

Recognizing the potential and opportunity to strengthen outreach to Gulf countries and in the Arab region, UN Women has opened a liaison office in Abu Dhabi as a strategic entry point to strengthen engagement with government, civil society and private sector from Gulf countries, in a crucial time when the gender equality agenda is a turning point with the implementation of the Sustainable Development Goals (SDGs) in the 2030 agenda.

Funded by the Government of the United Arab Emirates, the UN Women Gulf Liaison Office will strategically focus on resource mobilization and partnership development, leading policy advice and political advocacy within the Gulf and Arab institutions. Additionally, the office has a technical assistance function to advance the status of women in the region and support national governments’ efforts in the Gulf Cooperation Council (GCC) countries in various areas relating to women’s empowerment.

To meet these objectives, the new liaison office is hiring a consultant for a period of 4 months to support a variety of partnership development initiatives and resource mobilization strategy with key partners in the GCC, the private sector, civil society and other relevant stakeholders. The consultant will also advise on the development of communication products for outreach and UN Women positioning in the GCC region.

 

Deberes y responsabilidades

Under the direct supervision of the Director of the LO and in close collaboration with the Strategic Partnerships Division in Resource Mobilization and Communication & Advocacy Teams, the senior consultant will be responsible for the following functions:

  • Oversee and drive the development of UN Women’s strategic partnerships in the GCC;
  • Oversee and drive GCC regional resource mobilization and communication strategies and initiatives;
  • Build trust and maintain effective relationships with a variety of stakeholders; 
  • Oversee and lead knowledge building and sharing and advocacy efforts; 
  • Build and drive UN Women Liaison Office reputation through robust communications and external engagements and act as a spokesperson on behalf of UN Women in the GCC to support the mission of the office and the Director if unavailable.

Key Performance Indicators

  • Timely attention and response to partners and prospective partners;
  • Quality inputs to resource mobilization strategy and timely support to GCC offices, HQ on GCC engagements;
  • Timely targeting of funding opportunities and timely tracking of donor intelligence;
  • Quality communication and advocacy products which result in increased resources and a strong investment case for UN Women

Specific deliverables:

  • Launch of a Twitter channel for the UAE LO;
  • Launch of a global summit on women in sports;
  • Launch of a capacity building program for women in peace and security;
  • Strengthened coordination with the national machinery for women and the office of Her Highness Sheikha Fatima for joint advocacy and resource mobilization efforts;
  • Development of various strategies for the office including on communications, social media and strategic partnerships;
  • Partnership development with key private sector entities and stakeholders;
  • Strengthened coordination with UN offices in the country;
  • Strengthened coordination with HQ on annual planning and reporting;
  • Support the director in reporting, planning and strategy development;
  • Support the director in the effective management of all initiatives in the region;
  • Quality knowledge products and timely sharing of best practices to improve/ enhance donor and stakeholder relations.

Habilidades y experiencia requeridas

Education and certification:       

  • Master’s degree or equivalent in economics, business management, social sciences, public administration, international relations, communications, women's studies, or a related field is required.

Experience: 

  • At least 7 years of progressively responsible experience in resource mobilization, communications/ advocacy, and/or business development;
  • Experience in gender equality and women's empowerment;
  • Experience working with civil society organizations, international institutions and donors an asset;
  • Knowledge of GCC context, background in social responsibility and private sector is an asset.
  • Experience working in the UN system is an asset.

Language Requirements:

  • Fluency in English and Arabic is required;
  • Knowledge of the other UN official working language is an asset.
